Lawmakers from both parties plan to introduce a sweeping bill in Congress on Wednesday that would force the military for the first time to track and limit troops’ exposure to damaging shock waves from firing their own weapons. The bill, known as the Blast Overpressure Safety Act, would order the military to begin recording troops’ individual blast exposures in training and regularly give exposed troops neurocognitive tests to check for signs of possible injuries. It would also require military medical personnel to be trained in recognizing injuries from repeated blast exposure, which are currently often misdiagnosed as behavioral health issues, if they are diagnosed at all. Senators Elizabeth Warren, Democrat of Massachusetts, and Joni Ernst, Republican of Iowa, plan to introduce the bill in the Senate on Wednesday. Representative Ro Khanna, Democrat of California, plans to introduce a similar bill in the House.

It was the winter of 2021 when Philbert Shorty’s family found his abandoned car stuck in the mud outside the small community of Tsaile near the Arizona-New Mexico state line. Generations of unaddressed trauma combine with substance abuse to create a dangerous recipe that often ends in violence, and law enforcement resources and social support programs are too sparse to offer much help. Like others, Shorty's family now knows the suffering will linger despite the increased emphasis on solving such crimes. Her group has conducted dozens of individual searches, and she has helped to build bridges between families and law enforcement to help families avoid feeling like their cases are falling through cracks. “Even if (law enforcement) would just talk to the families, say, `We don’t have anything yet but we’re still working on it,' it would help," she said.

The problem underscores a widely held consensus that Virginia’s mental health care system is in urgent need of reform, due to what Gov. Improving mental health care became a priority in the U.S. like never before as the pandemic brought new levels of isolation, fear and grief, in addition to pre-existing crises such as rising drug overdose deaths and the struggles burdening teen girls. Survey data from the U.S. Substance Abuse and Mental Health Services Administration found that in 2022, about half of adults with any mental illness did not receive treatment. EL CAJON, Calif. (AP) — A nurse at a California jail was found not guilty of involuntary manslaughter Friday in the November 2019 death of an inmate who collapsed in her cell. Danalee Pascua was acquitted in the death of 24-year-old Elisa Serna at the Las Colinas Detention Facility in the San Diego suburb of Santee, the San Diego Union-Tribune reported. Serna, who was five weeks pregnant, was booked into the jail five days before her death. “Both sides in the criminal case agreed on one thing: the personnel and the jail system failed abysmally to provide life-saving care to a 24-year-old woman who died needlessly on a jail cell floor," the statement said. Prosecutors said the doctor refused to go to Serna's cell to check on her after reports that the inmate had suffered a seizure.

But Seattle has higher rates of unsheltered homelessness, so resources were better directed to building more temporary housing options. Chicago and New York have seen longer-term success in reducing homelessness, but both saw a spike between 2022 and 2023. The main driver of homelessness is the severe housing shortage across the country, so the most fundamental solution is creating more affordable housing.
