REUTERS/Jason Lee/Pool/File PhotoWASHINGTON, July 20 (Reuters) - The White House on Thursday expressed regret that Henry Kissinger was able to get more of an audience in Beijing than some sitting U.S. officials, after the former top diplomat held talks in China. The White House said it was aware of the trip but that it was a private visit by a citizen. "It's unfortunate that a private citizen can meet with the defense minister and have a communication and the United States can't," said White House National Security Council spokesperson John Kirby. Kirby said that administration officials "look forward to hearing from Secretary Kissinger when he returns, to hear what he heard, what he learned, what he saw." U.S. presidential envoy John Kerry concluded lengthy talks with Beijing on fighting climate change on Wednesday and current Secretary of State Antony Blinken went to Beijing last month.

Former U.S. Secretary of State Henry Kissinger helped broker talks between then-U.S. President Richard Nixon and China's Mao Zedong, paving the way for normalized relations. Veteran U.S. diplomat Henry Kissinger met with Chinese President Xi Jinping Thursday during a surprise visit to Beijing, according to state media. The 100-year-old former U.S. Secretary of State was hosted by the Chinese premier at the Diaoyutai State Guesthouse, CCTV said in an online post. However, Reuters reported that the White House said Kissinger was not visiting China on behalf of the U.S. government. Kissinger's talks with Xi were his second unexpected meeting of the week, after the former diplomat spoke with China's Defense Minister Li Shangfu on Tuesday.

CNN —Henry Kissinger, the 100-year-old former US Secretary of State who is in Beijing this week for a surprise visit, met with Chinese leader Xi Jinping on Thursday – a day after US climate envoy John Kerry wrapped up his trip to restart climate talks with China. Xi met Kissinger at the Diaoyutai State Guesthouse, a diplomatic complex in western Beijing where China’s leaders often receive foreign dignitaries, state broadcaster CCTV reported. The meeting comes after Kissinger met with China’s top diplomat Wang Yi and Defense Minister Li Shangfu, who has been under US sanction since 2018 over China’s purchase of Russian weapons. Kissinger’s meeting with Xi is indicative of how highly he is regarded by China’s leadership. His previously unannounced visit overlapped with Kerry’s high-profile visit to Beijing, which saw US and China resume climate talks that had been frozen for nearly a year.

July 19 (Reuters) - A look at the day ahead in Asian markets from Jamie McGeever, financial markets columnist. The disconnect between Asia and the rest of the world has widened recently, and correlations between the MSCI Asia ex-Japan index and leading U.S. and global indexes are the weakest in about a month. Bulls in Asia will be hoping some of that momentum drives local trading on Wednesday. The MSCI Asia equity index ex-Japan is up 4.6% this year, significantly underperforming the MSCI World index, S&P 500 and Nasdaq which are up 17%, 19% and 38%, respectively. Disappointing second quarter growth figures this week pushed the Chinese economic surprises index to its lowest in more than three years.

Henry A. Kissinger, the 100-year-old former secretary of state who has pushed the United States to take a more conciliatory approach to China, has made a surprise visit to Beijing, meeting with China’s defense minister. The previously unannounced trip by Mr. Kissinger, who more than 50 years ago helped pave the way for diplomatic ties between the United States and China during President Richard M. Nixon’s administration, coincided with a string of visits by currently serving American officials to China. On Tuesday, the day that Mr. Kissinger met with Li Shangfu, the defense minister, President Biden’s climate change envoy, John Kerry, met with the Chinese premier and top foreign policy official. But while those officials met with varying levels of chilliness or scolding from Chinese officials or state media, reflecting the geopolitical tensions, the defense ministry’s description of the meeting with Mr. Kissinger was warmer. The fact that Mr. Kissinger met with Mr. Li at all was notable: China last month rebuffed a request for Mr. Li to meet the U.S. defense secretary, Lloyd Austin, at a summit in Singapore.

CNN —Former US Secretary of State Henry Kissinger met in Beijing with Chinese Defense Minister Li Shangfu, according to the Chinese Ministry of Defense. Kissinger met with Li, who is under US sanction, in his capacity as a private citizen, State Department spokesperson Matthew Miller said. Kissinger played a key role in the US rapprochement with China while serving as national security adviser under the Nixon administration. Miller, the State Department spokesperson, indicated that Secretary of State Antony Blinken found out about the meeting from his own meetings with Chinese officials in Beijing last month. “We were aware that Henry Kissinger was traveling to China,” Miller said at a State Department briefing.

Kissinger's meeting with Li comes as John Kerry, special presidential envoy for climate, is also in Beijing for climate talks. Li and his U.S. defense counterpart have not spoken officially despite increased tensions around the Taiwan Strait. Codenamed "Northern/Interaction-2023", the drill marks enhanced military cooperation between China and Russia since Moscow's invasion of Ukraine and is taking place as Beijing continues to rebuff U.S. calls to resume military communication. On Saturday, the ministry said Russian naval and air forces would participate in the drill taking place in the Sea of Japan. This would be the first time both Russian forces take part in the drill, state newspaper Global Times cited military observers as saying. Gromkiy and Sovershenniy, two Russian warships taking part in the Sea of Japan drill, had earlier this month conducted separate training with the Chinese navy in Shanghai on formation movements, communication and sea rescues. Chinese military Chief of Joint Staff Liu Zhenli and Russia's top soldier, Chief of General Staff Valery Gerasimov made the same pledge during a video call in June.

BEIJING, July 6 (Reuters) - China hosted two Russian warships that had earlier sailed past Taiwan and Japan, and the vessels are expected to hold a joint drill with the Chinese navy during their visit, demonstrating the enduring military cooperation between the two countries. The two frigates - Gromkiy and Sovershenniy - made port at the financial hub of Shanghai on Wednesday, Chinese state television reported. The same ships, which belong to the Pacific fleet of the Russian Navy, passed through waters near democratically governed Taiwan at the end of June. China and Russia have pledged stronger military ties, and on Monday, China's Defence Minister Li Shangfu met with the head of the Russian navy, Admiral Nikolai Yevmenov, in Beijing. Gerasimov was quoted by Tass news agency as saying that the two sides will continue to expand their military cooperation.

In a first, India gifts active warship to Vietnam

NEW DELHI, June 28 (Reuters) - An active duty missile corvette of the Indian Navy is on its way to Vietnam as a gift, the first warship given by India to any country. India and Vietnam have strengthened their ties in recent years, with a special focus on defence, as both countries are concerned over an increasingly assertive China. India has given smaller boats and military equipment to countries like Maldives and Mauritius in the past and a submarine to Myanmar. But the corvette for Vietnam is the first time India has given a warship to a Chinese neighbour with a coast on the South China Sea, where several countries have overlapping territorial claims. The warship was commissioned into the Indian Navy in 1991 and has been designed and produced within the country.

Chinese officials have repeatedly said they want those sanctions, imposed in 2018, dropped to facilitate discussions. This scuppered planned talks between theatre-level commands, regular defence policy co-ordination and military maritime consultations, which included operational safety issues. Diplomats and Chinese analysts say military attaches at embassies Beijing and Washington are still able to meet officials - an important element of routine communication. Senior Chinese military intelligence officials also participated in a secret meeting of regional spies in Singapore earlier this month - a session that included U.S. Director of National Intelligence Avril Haines. The official said some lower-level interactions with the Chinese military had continued.

China offers closer military cooperation with Vietnam

BEIJING, June 27 (Reuters) - China is willing to work with Vietnam to strengthen high-level communication and cooperation between their militaries, Chinese Defence Minister Li Shangfu said on Tuesday as he met his Vietnamese counterpart. Li told Phan that relations between their militaries had developed well, adding that China's military was willing to push relations to a new level. The U.S. navy visit comes amid tension between China and the United States in the South China Sea, most of which China claims, as the two powers jostle for influence in the energy-rich region. Li, appointed defence minister in March, is under U.S. sanctions over his role in a 2017 weapons purchase from Russia's largest arms exporter. As tensions simmer in the South China Sea, where several countries have overlapping territorial claims and also hold military exercises in its waters, any thaw in Sino-U.S. military relations is being closely watched.

"We remain willing and able at all levels to meet and call on China to respond appropriately to that." Blinken told a press conference in London that he had made those concerns clear to his Chinese counterparts. China cited U.S. sanctions as an obstacle to military dialogue which Blinken said he had repeatedly raised with his hosts and would continue to push for. But beneath those positive signals, the two-day visit to Beijing from US Secretary of State Antony Blinken highlighted another reality: a wide and dangerous gulf between the two powers. The timing of the visit, which followed two close encounters between Chinese and American armed forces in Asia in recent weeks, underscored the urgency of talking. In the same vein, the United States needs to respect China and must not hurt China’s legitimate rights and interests,” he said. We don’t want to look up to the United States, at the very least we should look at each other at eye level,” he said. “The coverage of Blinken’s visit in China is not nearly as extensive or enthusiastic as it has been in the West,” said Yun Sun, director of the China Program at the Stimson Center, a think tank in Washington. (Chinese experts say it was because the US failed to lift sanctions on Li, imposed in 2018 over China’s purchase of Russian weapons.) China cut off talks with US military commanders following former US House Speaker Nancy Pelosi’s visit to Taiwan last August. Zhao said China has adopted “a brinkmanship policy” to highlight the risk of military confrontation to the US. CNN —Cuba has agreed to allow China to build a spying facility on the island that could allow the Chinese to eavesdrop on electronic communications across the southeastern US, a source familiar with the intelligence told CNN. It would not be the first time China has attempted to spy on the US’ electronic communications, known as signals intelligence. In that case, the US took steps to protect sensitive sites and censor intelligence signals before shooting down the balloon. But it is unclear what the US can do to stop the construction of a Chinese spying facility in Cuba. Chinese state media dismiss U.S. diplomat's Beijing visit

BEIJING, June 5 (Reuters) - A Chinese state-backed newspaper criticised the visit of a senior U.S. State Department official to China, saying his visit was motivated more by Washington's own goal to portray itself as the side seeking communication and not Beijing. Sino-U.S. relations have sunk to new lows since U.S. State Secretary Antony Blinken scrapped a planned trip to China in February after an alleged Chinese spy balloon flew through U.S. airspace. Some experts have great doubts as to whether the U.S. side can inject some positive energy into bilateral relations ahead of the next U.S. presidential elections, the Global Times said. "The U.S. has been seeking dialogue while continuing to be provocative," it reported, quoting an expert at a Chinese state think tank. A new video, clearer than an earlier one, of a close call between US and Chinese destroyers in the Taiwan Strait has come out. The US Navy video shows the Chinese ship cutting off the US vessel. This incident follows another in the air in which a Chinese fighter jet flew directly in front of a US plane. "This is wildly unprofessional and provocative behavior on the part of the Chinese Navy," he said. American and Chinese naval vessels have had other close calls like this in the past, such as when a Chinese destroyer sailed dangerously close to the US destroyer USS Decatur near the Spratly Islands in the South China Sea five years ago.
