NEW YORK (AP) — JPMorgan Chase agreed Tuesday to pay $75 million to the U.S. Virgin Islands to settle claims that the bank enabled the sex trafficking acts committed by financier Jeffrey Epstein. JPMorgan said that $55 million of the settlement will go toward local charities and assistance for victims. The Virgin Islands, where Epstein had an estate, sued JPMorgan last year, saying its investigation has revealed that the financial services giant enabled Epstein’s recruiters to pay victims and was “indispensable to the operation and concealment of the Epstein trafficking enterprise." JPMorgan sued Staley earlier this year, alleging that he covered up or minimized Epstein's wrongdoing in order to maintain the lucrative account. JPMorgan had already agreed to pay $290 million in June in a class-action lawsuit that involved victims of Epstein's trafficking crimes.

DAJABON, Dominican Republic (AP) — The president of the Dominican Republic announced Thursday that he would close all borders with neighboring Haiti starting Friday despite a flurry of last-minute meetings to prevent him from taking such action. Those who live in Haiti but work in the Dominican Republic also cross the border daily. Jorge Duany, an anthropology professor at Florida International University who has studied Caribbean nationalism and migration, said tensions between Haiti and the Dominican Republic flare every so often amid simmering resentment. On Wednesday, Haiti’s Ministry of Foreign Affairs said it was meeting with Dominican officials in the Dominican Republic to talk about the situation. He said one of his young daughters is sick and he needs to take her to the hospital, adding that he doesn’t mind risking not being able to return despite having a job at a banana farm in the Dominican Republic.

The storm, about 270 miles (535 km) northeast of the northern Leeward Islands, should pass north of Puerto Rico, the U.S. Virgin Islands and other Caribbean islands. Swells were affecting portions of the British and U.S. Virgin Islands, Puerto Rico, Hispaniola, Turks and Caicos, the Bahamas and Bermuda. The National Weather Service's office in Puerto Rico forecast waves of 6 to 10 feet, possibly higher, in some coastal areas.

An area of high pressure over the Atlantic, known as the Bermuda High, will have a major influence on how quickly Lee turns. As the high pressure weakens this week, it will allow Lee to start moving northward. Lee could make a quick turn to the north early this week if high pressure weakens significantly. If the jet stream sets up along the East Coast, it will act as a barrier that prevents Lee from approaching the coast. This scenario would leave portions of the East Coast, mainly north of the Carolinas, vulnerable to a much closer approach from Lee.

But air conditioning remains rare at public schools, which depend on fans and trade winds that blow through windows with metal shutters. It's unknown how many public schools lack air conditioning or have air conditioners that don't work because of electrical problems. More than 50% of public schools also have reported a heat-related emergency.

SAN JUAN, Puerto Rico (AP) — Tropical Storm Lee strengthened into a hurricane on Wednesday as it churned through the open waters of the Atlantic on a path that would take it near the northeast Caribbean. The hurricane was located about 1,130 miles (1,815 kilometers) east of the northern Leeward Islands. It had maximum sustained winds of 75 mph (120 kph) and was moving west-northwest at 14 mph (22 kph), according to the National Hurricane Center. “It has the potential to become a powerhouse Category 5 hurricane, the strongest hurricane of the year,” said Jonathan Porter, chief meteorologist for AccuWeather. Lee is the 12th named storm of the Atlantic hurricane season, which runs from June 1 to Nov. 30.

A $20 million plan to release a killer whale named Tokitae from captivity is firming up. The orca has been kept in a small enclosure in the Miami Seaquarium since her capture 53 years ago. The billionaire-backed plan would see the killer whale loaded on a plane and flown across the US. The killer whale has been living in the world's smallest orca tank, which measures 80 feet by 35 feet. She's the second oldest orca living in captivity.

(Reuters) - A federal appeals court on Tuesday revived a lawsuit against Royal Caribbean Cruises by the parents of an 18-month-old girl who died after slipping through her grandfather’s hands and falling through an open cruise ship window. Royal Caribbean and its lawyers did not immediately respond to requests for comment. Jacqueline Garcell, a lawyer for the parents, faulted Royal Caribbean for refusing to install devices that many large hotel chains also use to prevent falls. “We look forward to continuing our fight for justice for Chloe Wiegand and to make cruise ships safer,” she said.
