CNN —A new video published by pro-Wagner PMC Telegram channel Grey Zone on Wednesday appears to show Wagner chief Yevgeny Prigozhin claiming to be in Africa shortly before his death. It is unclear when or where the video was shot, but Prigozhin seems unbothered about his safety and well-being, and tells his audience from a moving vehicle that he is doing fine. Prigozhin’s words suggest the video could have been recorded on the weekend of August 19. The gear that Prigozhin is wearing resembles what he wore in the only other recent video where he is said to be in Africa, which surfaced on August 21. Prigozhin died in a plane crash on August 23 along with nine other passengers while en route to St. Petersburg.

WASHINGTON — The Treasury Department on Thursday issued new sanctions against Russian security operatives for the 2020 poisoning of Russian opposition leader Alexei Navalny. The sanctions come two weeks after a Russian court sentenced Navalny to an additional 19 years in prison on extremism charges. Panyaev is described by Treasury as an "FSB operative who reportedly tailed Navalny on multiple occasions prior to the attack." The sanctions complement the State Department's announcement of visa restrictions against the operatives for involvement in gross violations of human rights. FSB officers used the nerve agent Novichok, which was created by the Soviet Union, to poison Navalny, the Treasury memo said.

A blast shook the Russian town of Sergiev Posad on Wednesday, injuring at least 45 people, according to local authorities. The explosion occurred at a factory 50 kilometers northeast of Moscow that produces optical equipment for industry and healthcare, as well as for Russian security forces. The Russian state news agency TASS reported that the explosion happened in a warehouse containing pyrotechnic equipment. According to TASS, local emergency services do not believe the incident was the result of a Ukrainian attack. An explosion erupted at a warehouse near the Russian capital of Moscow on Wednesday. The blast at the Zagorsk Optical-Mechanical Plant left dozens of people injured, reports said. The governor of the Moscow region said the warehouse was being used to store fireworks. Dramatic videos that circulated on social media captured the moments immediately after the blast at the Zagorsk Optical-Mechanical Plant in Sergiev Posad and showed a massive mushroom cloud looming over the area. According to The Moscow Times, the factory has produced things like night-vision devices and binoculars for the Russian security forces.

CNN —Igor Girkin, a prominent Russian military blogger and former official in the separatist so-called Donetsk People’s Republic (DPR) in Ukraine, has been arrested in Moscow, according to a message attributed to his wife and posted on his Telegram account and in Russian news reports. Girkin, also known by the nom de guerre Igor Strelkov, was reportedly taken from his apartment by Russian security officials Friday morning. Russian state news agency TASS said Reginskaya informed them about the extremism charge, and that law-enforcement agencies confirmed Girkin’s detention. CNN —After decades of somewhat distant relations, Russia and Cuba are working closely together again — this time, as part of Vladimir Putin’s war in Ukraine. Cuba's Minister of Foreign Affairs, Bruno Rodriguez, and Russian Foreign Minister, Sergey Lavrov, meet in Havana on April 20, in a show of deepening ties between the countries. In addition to deepened connections with Russia, Cuba has allowed China to build a secret espionage facility on the island. Washington will respond to Russian military escalation in Cuba with its own escalating force, as it already has done with the recent deployment of a nuclear submarine. Military escalation around Cuba is a dangerous temptation for Russia and a difficult trap for the US.

In the most detailed public account yet given by a U.S. official, the director of the C.I.A. offered a biting assessment on Thursday of the damage done to President Vladimir V. Putin of Russia by the mutiny of the Wagner mercenary group, saying the rebellion had revived questions about his judgment and detachment from events. Speaking at the Aspen Security Forum, an annual national security conference, William J. Burns, the C.I.A. director, said that for much of the 36 hours of the rebellion last month, Russian security services, the military and decision makers “appeared to be adrift.”“For a lot of Russians watching this, used to this image of Putin as the arbiter of order, the question was ‘Does the emperor have no clothes?’” Mr. Burns said, adding, “Or at least ‘Why is it taking so long for him to get dressed?’”Mr. Burns’s remarks on the Kremlin’s paralysis during the uprising carried out by Yevgeny V. Prigozhin and his mercenary group built on comments a day earlier from his British counterpart, Richard Moore, the chief of MI6, who said the rebellion showed cracks in Mr. Putin’s rule.

Russia strikes Ukraine's Odesa port in 'hellish' attack

Most of Ukraine was under air raid alerts on and off starting soon after midnight on Wednesday, with Russia striking other places, including a drone attack on Kyiv. It was a much lower success rate than Ukraine usually reports for countering Russian air attacks. Telegram channels linked to Russian security services and Ukrainian media said an ammunition depot was on fire at the base after a Ukrainian overnight air attack.
