Aramco will offer 1.545 billion shares in a price range between 26.70 and 29 Saudi riyals per share, according to a company filing. At the midpoint of that range, the sale would total nearly $11.5 billion. The sale represents a follow-on offering, after Aramco initially entered the public markets in 2019 and raised $29.4 billion in the world's largest ever initial public offering. Aramco lifted its base dividend for the fourth quarter to $20.3 billion, and boosted its performance-linked dividend to $10.8 billion. Saudi Arabia owns more than 82% of Aramco prior to the sale, the Wall Street Journal has reported.

At a two-hour drive from Riyadh, Saudi Arabia’s capital, rows of solar panels extend to the horizon like waves on an ocean. Looking out over 3.3 million panels, covering 14 square miles of desert, Faisal Al Omari, chief executive of a recently completed solar project called Sudair, said he would tell his children and grandchildren about contributing to Saudi Arabia’s energy transition. Although petroleum production retains a crucial role in the Saudi economy, the kingdom is putting its chips on other forms of energy. Sudair, which can light up 185,000 homes, is the first of what could be many giant projects intended to raise output from renewable energy sources like solar and wind to around 50 percent by 2030. Currently, renewable energy accounts for a negligible amount of Saudi electricity generation.

Citing the royal court, the state news agency said the 88-year-old king would be treated with antibiotics until the inflammation subsides. Earlier on Sunday, King Salman underwent medical tests at the royal clinics at Al Salam Palace due to "high temperature and joint pain", the Saudi state news agency said. King Salman, the custodian of Islam's holiest sites, became ruler of the world's top oil exporter in 2015 after spending more than 2-1/2 years as the crown prince and deputy premier. Saudi Arabia's embassy in Japan did not immediately respond to a request for comment about the crown prince's cancelled trip.

London CNN —Saudi Arabia’s national airline has placed an order for 105 Airbus airplanes in the largest-ever deal in the country’s aviation history — another win for troubled Boeing’s European rival. Saudia Group’s current fleet comprises 93 Airbus and 51 Boeing aircraft, according to its website. Al-Omar did not specify whether it was the number of airplanes ordered or the total value of the order that made it Saudi Arabia’s biggest-ever aviation deal. When asked by CNN about that, as well as the value of the deal, Saudia Group did not respond, while Airbus declined to comment. Despite having a backlog of orders amounting to more 5,600 commercial jets, worth $529 billion, Boeing cannot make planes quickly enough each year to turn a profit as it’s working to address its quality issues.

Oil prices ticked up early on Tuesday after Israel struck Rafah in Gaza while negotiations for a ceasefire with Hamas continued without resolution. Israeli forces struck Rafah on Gaza's southern edge from the air and ground and ordered residents to leave parts of the city, which has been a refuge for more than a million displaced Palestinians. Riyadh's move to raise the official selling prices for its crude sold to Asia, Northwest Europe and the Mediterranean in June also supported prices, signaling expectations of strong demand this summer. The world's top exporter hiked its flagship Arab Light crude oil price to Asia to $2.90 a barrel above the Oman/Dubai average in June, the highest since January and at the upper end of traders' expectations in a Reuters survey.

CNN —Human rights groups are calling for the release of a Saudi woman, who they say has been sentenced to 11 years in prison for supporting women’s rights and for the way she dressed. Manahel al-Otaibi, a 29-year-old fitness instructor and women’s rights activist, was sentenced during a “secret hearing” before the kingdom’s Specialized Criminal Court on January 9, 2024, Amnesty International and the London-based Saudi rights organization ALQST said in a joint statement Tuesday. Saudi Arabia’s authorities “must immediately and unconditionally” release Manahel al-Otaibi, as the decision to imprison her “directly contradicts the authorities’ narrative of reform and women’s empowerment,” Amnesty and ALQST said. “Manahel’s conviction and 11-year sentence is an appalling and cruel injustice,” said Bissan Fakih, Amnesty International’s Campaigner on Saudi Arabia. Al-Otaibi’s sentencing comes “amid an intensified crackdown on free speech in Saudi Arabia, including online expression,” the groups said.

Israeli Prime Minister Benjamin Netanyahu has long sought relations with Saudi Arabia, home of Islam’s holiest sites, as the move could domino across the wider Muslim world. The first component includes a package of agreements between the US and Saudi Arabia, another component has the normalization of relations between Saudi Arabia and Israel, and a third component for a pathway to a Palestinian state. The subsequent Israeli assault on Gaza, which has left the enclave in ruins and killed more than 34,000 Palestinians, may have changed the parameters of the deal for Saudi Arabia, analysts say. However, there has been no indication that the Biden administration would opt to bypass Congress for the bilateral agreement with Saudi Arabia to pass. Saudi Arabia is rich in uranium deposits and has insisted on being able to enrich it domestically, which would be a first for an Arab state.

But the other part of the deal, which is seen as critical to winning support in Congress, is for Saudi Arabia to normalize relations with Israel. There are a lot of “ifs” and “provided thats” in this equation that seem most unlikely today. As a result, the U.S. and the Saudis are considering finalizing the deal and taking it to Congress with the stated proviso that Saudi Arabia will normalize relations with Israel the minute Israel has a government ready to meet the Saudi-U.S. terms. Hopefully, though, if there can be a permanent end of fighting and a return of all Israelis taken hostage, Israel will hold new elections. And then — maybe, just maybe — the choice on the table for Israelis will not be Bibi or no Bibi, but Bibi or a credible pathway to peace with Saudi Arabia and the Palestinians.

Asset manager BlackRock will launch an investment platform in Riyadh with the help of a $5 billion anchor investment from Saudi Arabia's Public Investment Fund (PIF), the kingdom's sovereign wealth fund. BlackRock, the world's largest asset manager with $10 trillion in assets under management, will "launch investment strategies across asset classes for the Saudi market, including both public and private markets, managed by a Riyadh-based investment team," a joint press release from the firm and the PIF read. The new platform will be called BlackRock Riyadh Investment Management, or BRIM. BRIM aims to help bring foreign institutional investment into Saudi Arabia as well as develop the Saudi asset management industry, expand local capital markets and investor diversification, and support the development of the kingdom's asset management talent, the release said.

Israel, heeding pleas by Mr. Biden for restraint, fired back only a token counterattack, and both sides have indicated they want to avoid further escalation. With the immediate threat of a wider war seemingly fading, Mr. Biden and his team could shift their attention back to Gaza.

Saudi Arabia's economy minister rejected recent reports that the kingdom's $1.5 trillion NEOM megaproject, a futuristic desert development on the Red Sea coast, is scaling back some of its plans. "All projects are moving full steam ahead," Faisal Al Ibrahim told CNBC's Dan Murphy on Monday at the World Economic Forum's special meeting in Riyadh. "We set out to do something unprecedented and we're doing something unprecedented, and we will deliver something that's unprecedented." Al Ibrahim stressed that the projects would be delivered according to plan, but with the qualification that decisions were being made for "optimal economic impact." "We see feedback from the market, we see more interest from the investors and we'll always prioritize to where we can optimize for optimal economic impact," he said.
