The Federal Emergency Management Agency will take new steps to ensure that the structures it funds — including schools, hospitals, police stations, libraries, sewage treatment plants and bridges — are protected from flooding. The agency said Wednesday that projects constructed with FEMA money must be built in a way that prevents flood damage, whether by elevating them above the expected height of a flood or, if that’s not feasible, by building in a safer location. The rule also makes it clear that building decisions must reflect risks now and also in the future, as climate change makes flooding more frequent and severe. “We are going to be able to put a stop to the cycle of response and recovery, and rinse and repeat,” Deanne Criswell, the FEMA administrator, said during a call with reporters. The new rule will “enhance resilience in flood-prone communities, by taking future flood risk into consideration when we rebuild,” she said.

CNN —A year ago, NATO heads of state gathered in Vilnius, Lithuania, for their annual summit. He called NATO’s unwillingness to establish a concrete timeframe for Ukraine’s membership “unprecedented and absurd,” causing consternation in the Biden administration and nearly derailing the summit. Several key NATO members, however, haven’t been especially eager to come to the defense of Ukraine. Why would Putin consider a ceasefire or diplomatic settlement with Kyiv if he knew that NATO membership for Ukraine was just around the corner? Biden should tell Zelensky point-blank that NATO membership is a fool’s errand — and while he’s at it, he ought to apologize to all Ukrainians, for waiting so long to state the obvious.

Britain's new Prime Minister Keir Starmer began appointing his ministerial team on Friday following a thumping election victory for his Labour Party, naming Rachel Reeves as the country's first female finance minister and Angela Rayner as deputy PM. Jamaica was hammered by a surge of water, damaging winds and flooding rainfall on Wednesday as Hurricane Beryl delivered a glancing blow when it passed just south of the coast, claiming at least one life on the island. The effects of the storm, a Category 4, struck Jamaica just days after it swept through the eastern Caribbean, killing at least seven other people. Ahead of the hurricane, Jamaica closed its airports and issued an evacuation order for low-lying and flood-prone areas. The storm was the strongest to approach the island in over a decade. The last time a major hurricane passed within 70 miles of Jamaica was in 2007, and it has been even longer since one made landfall.
