CNN —The Biden administration on Thursday moved one step closer to enacting a rule requiring people who sell firearms online and at gun shows to conduct background checks on their potential customers. The finalized rule aims to close what gun control advocates call the “gun show loophole” by increasing the requirements to obtain a federal firearms license, or FFL, by more specifically defining what it means to be “engaged in the business” of selling firearms. By making the term more definitive, the Justice Department has said it aims to better regulate the market and encourage higher compliance with the federal background check requirement. “I do believe countless families and communities will be spared the horror and the heartbreak of gun violence by this new rule.”The finalized rule, which will appear in the Federal Registry, will go into effect in 30 days. Federal transportation officials allowed New York to move ahead with congestion pricing without fully addressing how traffic and pollution would be shifted to its neighbors across the Hudson River as drivers avoid the new tolls, a lawyer for the State of New Jersey argued in federal court on Wednesday. Now, as traffic patterns change, those New Jersey communities will be forced to shoulder the environmental burdens of the tolling program while New York receives all the benefits, the lawyer, Randy M. Mastro, said in his opening remarks in New Jersey’s lawsuit against congestion pricing. “It isn’t about whether you like or don’t like congestion pricing,” Mr. Mastro said in a courtroom in Newark. The issue is whether the Federal Highway Administration “took a hard look” at the potential environmental effects. The Metropolitan Transportation Authority, the state agency overseeing congestion pricing in New York, has repeatedly said that New Jersey communities were extensively studied in an environmental assessment.

Fast-food giants are rapidly deploying more order kiosks in the US. AdvertisementMajor US fast-food chains plan to aggressively add more digital order kiosks to their restaurants – and bring in bigger checks in the process. They make up "well over" half of its in-restaurant orders at these locations, CFO Katie Fogertey told investors in November. As well as labor savings, kiosk orders "tend to skew to dine-in" and thus use less packaging than other digital orders, she said.
