Manila, Philippines (AP) — The Philippines’s former President Rodrigo Duterte registered Monday to run for mayor of his southern home city despite his notorious legacy over his brutal anti-drugs crackdown that the International Criminal Court is investigating as a possible crime against humanity. His son – incumbent Davao city Mayor Sebastian Duterte – would run as his vice-mayor in next year’s mid-term elections, officials said. More than 6,000 people, mostly poor drug suspects, were killed under a massive police-enforced crackdown against illegal drugs that Duterte oversaw when he was president, according to government pronouncements. Duterte has denied condoning extrajudicial killings of drug suspects, although he has openly threatened suspects with death and has ordered police to shoot suspects who dangerously resist arrest. During his presidency, Duterte nurtured cozy ties with Chinese President Xi Jinping and Russian leader Vladimir Putin while lambasting the security policies of the United States and other Western governments.

More than 90% of travelers from Southeast Asia say that gun prevalence in the United States influences whether they will visit, according to a new survey. However, nearly 80% said the likelihood that they would attend a mass gathering — such as a concert or music festival — would be greatly or moderately affected by the number of guns in the United States. Half of those surveyed said they have been to the United States. But a prior visit didn't calm Singaporeans' worries about gun violence to the same extent as other nationalities. Another 5% said they will out-and-out refuse to visit if Trump wins, with 2% saying the same about a Harris win.

This report is from this week's CNBC's "Inside India" newsletter which brings you timely, insightful news and market commentary on the emerging powerhouse and the big businesses behind its meteoric rise. Over the years, the services sector of the Indian economy has grown to account for 45% of total exports, up from 30% a decade ago. The Indian government, meanwhile, has been eager to support the manufacturing sector in creating mass employment, a key economic and political challenge that the services sector alone hasn't been able to address. These companies also boast moats that make them unique compared to the large BPO firms of the last three decades. Perhaps it could also address some of the risks to employment created in the BPO sector from artificial intelligence.

The statement came a day after the US Coast Guard said it spotted four vessels from the Russian Border Guard and Chinese Coast Guard in the Bering Sea – the “northernmost” location it said it had ever observed the Chinese ships. A banner visible on one of the vessels in accompanying photos read “China Coast Guard devoting its heart to the Party; demonstrating loyalty in the Arctic Ocean,” referring to China’s ruling Communist Party. The US Coast Guard (USCG) on Monday said it spotted the four vessels from the Russian Border Guard and Chinese Coast Guard “transiting in formation in a northeast direction” in the Bering Sea, some five miles inside Russia’s Exclusive Economic Zone on Saturday. A level playing field produces better products and services," Bureau of Internal Revenue Commissioner Romeo Lumagui said in a statement. President Ferdinand Marcos Jr signed into law on Wednesday the imposition of VAT on non-resident digital service providers such as streaming services and online search engines. The Philippines will impose a 12% value-added tax on digital services offered by tech giants such as Amazon , Netflix , Disney , and Alphabet , in a move that will level the playing field with domestic brick and mortar players, the internal revenue agency said on Thursday. Only domestic digital service providers are now subject to paying the 12% VAT, the agency said. Digital services provided by foreign firms are considered rendered in the Philippines if the digital services are consumed in the Southeast Asian nation, the revenue agency said.

The silvery orb is near or at the farthest point in its orbit from our planet, so it can’t completely block the sun as it does during a total solar eclipse. Another annular solar eclipse will arrive on February 17, 2026. Finally, a total solar eclipse — such as the one that drew millions of spectators across North America last April — will once again grace the skies on August 12, 2026. To witness any of these solar eclipse events, be sure to use certified eclipse glasses or a handheld solar viewer to shield your eyes from the sun’s harmful rays and observe the event safely. But don’t look through any optical device — camera lens, telescope, binoculars — while wearing eclipse glasses or using a handheld solar viewer, according to NASA.

And then, with the US presidential elections now less than five weeks away, there is the prospect of a second Donald Trump presidency. According to Prakash, Rutte is "coming into the role from a certain outlook, and that outlook is essentially saying: 'We need to stand with America.'" NATO's deputy secretary-general, Mircea Geoană, told Euronews in July that China, as a direct enabler of Russia's war in Ukraine, threatened the alliance's security. Olga, who did not want to give her last name for privacy reasons, said the proposed bill doesn’t change her plans. And the Russian parliament gave its initial backing Wednesday to legislation that would ban the adoption of Russian children by people from countries that allow gender transition. “It’s not because I read ‘childfree’ information or someone tried to persuade me not to have children. It’s just that I decided it for myself,” said Panarina, 40, adding that the proposed legislation would not change her mind. For her, the proposed legislation is not about women’s rights per se, Panarina said, as much as the government’s effort to defend Russia’s traditional way of life.

Ishiba, a straight-talking former defense minister, will take office on Tuesday when Prime Minister Fumio Kishida and his cabinet ministers resign and Ishiba is elected his successor by members of the LDP-controlled parliament. He is also contending with a complicated security environment in the Asia-Pacific region, where the U.S. has been strengthening ties with Japan and other allies in an effort to counter China’s growing power. After no candidate received a majority in the first round of voting, Ishiba won in a runoff against economic security minister Sanae Takaichi, 63, who would have been Japan’s first female prime minister. This was Ishiba’s fifth time running for party leader. In addition to being a realist, Ishiba is also an idealist who has never been tainted by scandal, Cucek said.

Washington CNN —Jury selection is set to begin Thursday in a closely watched defamation trial pitting voting technology company Smartmatic against the right-wing cable network Newsmax, in a high-stakes case over the airing of false 2020 election claims. The Newsmax case revolves around the same false claims, championed by former President Donald Trump and his Republican allies, that the 2020 election was rigged by Smartmatic software and others. The Florida-based company sued Newsmax and other right-wing outlets and figures in 2021, alleging that its reputation was destroyed by the lies. The Newsmax case will test the legal limits of publishing lies about the 2020 election, and the trial will play out during the final stretch of the 2024 campaign. ‘Dozens’ of defamatory reportsAfter mainstream news outlets – and even Fox News – projected that Democratic nominee Joe Biden would win the 2020 election, Trump and his surrogates falsely claimed that he won.

Read previewA top Philippine general wants a new US missile system to remain in the country "forever" to boost its defenses and deterrence capabilities. The American weapon, the Mid-Range Capability missile system, has drawn China's ire. The MRC, also known as Typhon, is the US Army's new ground-based missile system capable of firing both the Standard Missile 6 and Tomahawk Land Attack missile. The Typhon system fills a gap in the US arsenal, offering a particularly versatile new land-based intermediate-range missile option as US rivals develop and field similar capabilities. Its ongoing deployment has angered China, which has repeatedly demanded the missile system be removed and accused the US of fueling an arms race.
