A view of debris of destroyed buildings after Israeli army's airstrike at Nuseirat Refugee Camp as Israel's attacks continue on its 42nd day in Gaza Strip on November 17, 2023. Hamas gunmen battled Israeli forces trying to push into Gaza's largest refugee camp on Sunday and at least 11 Palestinians were killed by an Israeli air strike on a house, medics said, as hopes rose of a deal to free some hostages from the enclave. Reuters reported on Nov. 15 that Qatari mediators had been seeking a deal between Israel and Hamas to exchange 50 hostages in return for a three-day ceasefire, citing an official briefed on the talks. At the time, the official said general outlines had been agreed but Israel was still negotiating details. The civilian death toll in Gaza was "staggering and unacceptable," U.N. Secretary General Antonio Guterres said on Sunday, again appealing for an immediate humanitarian ceasefire.

In all, it said at least 45% of Gaza's housing units had reportedly been damaged or destroyed. It was impossible to independently verify the numbers, but Reuters reporters in Gaza say the destruction is on a huge scale. OCHA said 55 ambulances in Gaza had been damaged, with critical shortages reported of drugs and blood products. The socio-economic situation of Gaza was already dire before the war, with the poverty rate estimated to have reached 61% in 2020. They also forecast that the war would cost Gaza between 4% and 12% of gross domestic product in 2023.

WHO voices concern over spread of disease in Gaza

"We are extremely concerned about the spread of disease when the winter season arrives," said Richard Peeperkorn, WHO Representative in the Occupied Palestinian Territory. WHO has previously warned of "worrying trends" in the spread of disease in Gaza, where bombardments and a ground offensive have disrupted the health system, access to clean water and caused people to crowd into shelters. The start of the rainy season and the possibility of flooding has also increased fears that the densely populated enclave's sewage system will be overwhelmed and disease will spread. The absence of fuel already has forced the shutdown of sewage pumping stations and desalination plants, increasing the risk of water contamination and the outbreak of disease. "Overcrowding is leading to the spread of disease, including acute respiratory illness and diarrhea, raising environmental and health concerns," OCHA warned.

But since these provisions are considered a norm of customary international law, they are nonetheless binding on all states. Is there evidence of war crimes in the fighting between Hamas and Israel? The report said Israel may be committing the war crime of collective punishment, after officials ordered the “complete siege” of Gaza. However, ethnic cleansing still lacks a precise legal definition, and it is not recognized as an independent crime under international law. The ICC is an international court established to investigate individuals accused of committing the most serious crimes, such as war crimes.

“We saw this in the first days of the war, wherever there were weapons, the scale of the disaster was smaller,” Ben Gvir said in a press release. Critics see it as part of a far-right vision to inflame Israeli-Palestinian relations in the country, especially in the Israeli-occupied West Bank. Some in Prime Minister Benjamin Netanyahu’s cabinet, such as Ben Gvir and far-right Finance Minister Bezalel Smotrich, support annexing the West Bank. When CNN asked Ben Gvir at the Caesarea event last week whether his actions were inciting violence against Palestinians, CNN was kicked out of the ceremony. He adds that arming people like that “is only showing what he (Ben Gvir) is trying to cause, which is chaos.”CNN has reached out to Eliasi for comment.

“In the last 24 hours, one UNRWA staff member was killed with her family in the north of the Gaza Strip due to strikes,” the agency said in a statement. “This is the highest number of United Nations aid workers killed in a conflict in the history of the United Nations.”UN offices around the world lowered their flags to half-mast and UN staff held a moment of silence Monday to mourn and honor their colleagues killed in Gaza. “They were teachers, school principals, health workers, including a gynecologist, engineers, support staff and a psychologist,” the statement said. Israel’s current siege and bombardment has created a deepening humanitarian crisis with desperate conditions inside Gaza, including the near total collapse of the healthcare system and the widespread destruction of whole neighborhoods. The slogan reflects the geography of that original claim: Israel spans the narrow stretch of land between the Jordan River and the Mediterranean Sea. Gaza’s health ministry, which is run by Hamas, says that more than 10,000 Palestinians have been killed in Israeli strikes since. “It is an antisemitic charge denying the Jewish right to self-determination, including through the removal of Jews from their ancestral homeland,” according to the Anti-Defamation League. Does it preclude the fact that the Jewish population in the area between the sea and the river cannot also be free? Likud has since dropped the phrase, though the party has opposed a two-state solution in which Palestinians would have a recognized state alongside Israel.

Wherever you look in northern Gaza, you see destruction and desolation a month into Israel's military campaign to oust Hamas from the enclave. Israeli forces entered Gaza on Oct. 27 after days of heavy bombardment in response to a surprise Hamas attack through the border fence on Oct. 7, which Israel says killed 1,400 people. Reuters footage shot during the 1-1/2-hour tour on Wednesday was reviewed by the Israeli army as a condition for having a journalist embedded. According to latest figures released on Wednesday, 31 Israeli soldiers have been killed during the Gaza ground offensive, and more than 260 injured. Palestinian officials say 10,569 people have been killed by Israeli forces since Oct. 7, 40% of them children.

Yet the Gaza-based Ministry of Health — an agency in the Hamas-controlled government — continues to tally casualty numbers. "The numbers may not be perfectly accurate on a minute-to-minute basis," said Michael Ryan, of the World Health Organization's Health Emergencies Program. But an outlier is the ministry's death toll from an explosion at al-Ahli Hospital in Gaza City in mid-October. There have also been conflicting accounts of the explosion's death toll. Here's a look at how Gaza's Health Ministry has generated death tolls since the war started.

More than 1,400 Israelis were killed in the assault, and more than 240 were taken hostage, according to a count by Israeli officials. The Ministry of Health in Ramallah says more than 10,000 Palestinians have died in the military campaign launched in response by Israel. On October 31, an Israeli airstrike targeting Hamas commanders and infrastructure in Gaza’s largest refugee camp, Jabalya, left catastrophic damage and killed many. Both the cause of the blast and casualty figures are contested – the Gaza health ministry said 471 died, while an initial US intelligence assessment said the number of dead was between 100 and 300. The Palestinian Ministry of Health in Ramallah has reported 192 health workers have been killed and 113 health-care facilities hit.

CNN —News organizations are assuming a more aggressive posture toward Israel Defense Forces as it escalates its military operations in the Gaza Strip. The more critical stance has been particularly pronounced over the last 24 hours, following two blasts at the densely populated Jabalya refugee camp in northern Gaza, which was established in 1948 when Palestinians fled what is now the current state of Israel. The IDF said it was responsible for both blasts, having targeted a senior Hamas commander and dozens of other militants. In the hours since, IDF representatives have been grilled for answers by ABC’s Ian Pannell, MSNBC’s Symone Sanders, and CNN’s Dana Bash. Israel war tests US appeal to global swing states
  + stars: | 2023-10-30 | by ( Hugo Dixon | ) www.reuters.com   time to read: +7 min
FOURNI, Greece, Oct 30 (Reuters Breakingviews) - Joe Biden has sought to portray the United States as a superpower that cares about the rule of law. What’s more, swing states – which back neither the United States nor China – have more power than they did during the old Cold War between the West and the Soviet Union. Such pressure may convince some countries that the United States is pursuing a principles-based foreign policy in the Gaza conflict. The Israeli war may last a long time and its aftermath may be tortuous. But it could also have an important impact on the United States’ influence with swing states and its struggle with China.

What is Hamas, the Palestinian group at war with Israel?
  + stars: | 2023-10-30 | by ( ) www.reuters.com   time to read: +3 min
Oct 30 (Reuters) - The Palestinian group Hamas launched a surprise attack from Gaza into Israel on Oct. 7, triggering an Israel-Hamas war that marked the most serious escalation in the Israeli-Palestinian conflict in many years. It is designated as a terrorist group by Israel, the United States, European Union, Canada, Egypt and Japan. Hamas's 1988 founding charter called for the destruction of Israel, although Hamas leaders have at times offered a long-term truce, or Hudna in Arabic, with Israel in return for a viable Palestinian state on all Palestinian territory occupied by Israel in the 1967 war. Since then, there have been numerous rounds of conflict with Israel, often involving Hamas rocket attacks from Gaza into Israel and Israeli airstrikes and bombardment of Gaza. Although a Sunni Muslim group, Hamas is part of a regional alliance comprising Iran, Syria and the Shi'ite Islamist group Hezbollah in Lebanon, which all broadly oppose U.S. policy in the Middle East and Israel.

Oct 28 (Reuters) - The families of Israeli hostages held by Hamas in the Gaza Strip have been racked with worry for their loved ones since the military stepped up ground assaults inside the Palestinian territory, a group lobbying for the families said on Saturday. The Hostages and Missing Families Forum criticized Israel's cabinet for not meeting those whose loved ones are still held while Israel presses its assault. "The families are worried about the fate of their loved ones and are waiting for an explanation. Israel said on Wednesday that more than half the hostages held by Hamas have foreign passports from 25 different countries. The hostages are believed to be hidden in the Gaza Strip, possibly in a warren of tunnels Hamas has built there.
