The US and Germany have already sent Patriot systems to Ukraine, but the Biden administration has made it clear that Kyiv needs more as Russia continues to launch aerial attacks on the country. It is unclear how long the process of finalizing details and transferring the systems to Ukraine would take. In April, the Israel Defense Forces said it would soon retire its Patriot systems, which were first fully integrated into the military in 1991. But the Patriot missiles is not Israel’s primary air defense system. Israel relies far more on its short-range Iron Dome aerial defense system, as well as its medium-range David’s Sling and long-range Arrow missiles.

CNN —President Joe Biden is expected to pardon US veterans who were convicted by the military over a 60-year period under a military law that banned gay sex, three US officials told CNN. The granting of pardons won’t automatically change convicted veterans’ records but allows those impacted to apply for a certificate of pardon that will help them receive withheld benefits. A service member’s discharge status can determine what kind of Veterans Affairs benefits they are eligible for. “For decades, our LGBTQ+ service members were forced to hide or were prevented from serving altogether,” Defense Secretary Lloyd Austin said at the time. If a certificate of pardon is issued, the service member will then have to apply to their respective military department’s board of corrections to have their military records corrected.

CNN —The Biden administration is moving toward lifting a de facto ban on American military contractors deploying to Ukraine, four US officials familiar with the matter told CNN, to help the country’s military maintain and repair US-provided weapons systems. The change would mark another significant shift in the Biden administration’s Ukraine policy, as the US looks for ways to give Ukraine’s military an upper hand against Russia. The policy is still being worked on by administration officials and has not received final sign-off yet from President Joe Biden, officials said. Allowing experienced, US government-funded American contractors to maintain a presence in Ukraine means they will be able to help fix damaged, high-value equipment much faster, officials said. Beirut CNN —Israel warned Hezbollah on Tuesday of the prospect of “all-out war” after the Lebanese militant group published a 9-minute video, purportedly taken by a drone, showing Israeli military and civilian locations in several Israeli cities. “In an all-out war, Hezbollah will be destroyed, and Lebanon severely beaten,” he added. Those locations include a number of sensitive areas, including at least two military installations: a base in northern Haifa and the port of Haifa. Israeli Defense Force engineers provided all the necessary support to ensure the safe emplacement of the pier to the beach,” Vice Adm. Brad Cooper told reporters on Friday. CNN —The US has reached an agreement with Niger to withdraw its military forces from the African nation by September 15, according to the US Defense Department and the Nigerien Ministry of National Defense. Niger’s military government announced in March that it had ended an accord with the US that allowed military personnel and civilian staff from the Department of Defense to operate in the country. The US delegation met with Niger’s ruling military junta last week to try to reach an agreement that would allow for the secure withdrawal of US forces and for clearances for military flights. The delegations also established procedures to facilitate the entry and exit of U.S. personnel, including overflight and landing clearances for military flights,” the joint statement said. Rebuffing the calls, the military junta instead began partnering more with Russia, whose forces are now operating at the same base from which US forces are withdrawing.
