Two federal judges in Kansas and Missouri on Monday at the urging of several Republican-led states blocked President Joe Biden's administration from further implementing a new student debt relief plan that lowers payments. The number of federal student loan borrowers with six-figure debts is on the rise. In the second quarter of 2024, 2.4 million borrowers carried a federal student loan balance between $100,000 and $200,000, up from 1.8 million people who owed that much during the same period in 2017, according to new data by the U.S. Department of Education. Meanwhile, 1 million people had a federal student loan balance of more than $200,000, up from 600,000 individuals. Wayne Johnson, who served as the chief operating officer of the Office of Federal Student Aid from 2017 until 2019, tells CNBC he saw some eye-popping balances during his time at the Education Department. "There are quite a number of people who owe the federal government over $2 million in federal student loans," Johnson said.

The U.S. Department of Education is placing federal student loan borrowers enrolled in the Biden administration's new income-driven repayment plan, known as SAVE, into an administrative forbearance. The SAVE plan has been a magnet for controversy ever since the Biden administration rolled out the program in the summer of 2023, describing it as "the most affordable student loan plan ever." Borrowers can explore their other repayment plan options, "but that would lead to a higher monthly loan payment," Kantrowitz said. "By staying in the SAVE plan, the borrower doesn't lose anything other than time," he added.

A tanker carrying 1.4 million liters of industrial fuel capsized off the coast of Philippines, leading to one casualty and a vast oil spill, local authorities said Thursday. The vessel had departed Limay and was bound for fellow Philippines' port of Iloilo, according to data from MarineTraffic.com. The Coast Guard said it is now addressing the oil spill and intends to finish siphoning the fuel from the sunken tanker to prevent further spreading within seven days. The Philippine Coast Guard Aviation Command separately alerted that it had deployed air assets on a search-and-rescue mission to the sunken tanker. The Philippines-flagged tanker MT Princess Empress suffered engine troubles in rough seas and sank with its load of 800,000 litres of industrial fuel oil off the central Oriental Mindoro province.

CNN —A British-Canadian couple who were attempting to sail across the Atlantic have been found dead on an island off the east coast of Canada. The couple left Halifax Harbour, Nova Scotia on June 11 en route to the Azores, a group of Portuguese islands in the mid-Atlantic, around 2,000 miles away. It is not clear why the couple abandoned the Theros and got into a lifeboat. They stayed in touch after Clibbery moved back to Canada and Packwood visited him in Salt Spring Island near Vancouver, where the Theros was docked, in spring 2016. “He took me on my first ever yacht trip and I loved it,” Packwood told The Guardian.

The bodies of two sailors who planned to sail from Nova Scotia to the Azores using green energy were found washed ashore at a Canadian national park this month, four weeks after they were last seen, the authorities said. The Royal Canadian Mounted Police responded to calls on July 10 that a 10-foot inflatable lifeboat containing human remains had been discovered on Sable Island National Park Reserve, according to a news release from the agency. The authorities did not identify the remains, but said they believed they were those of a 70-year-old man and a 60-year-old woman from British Columbia. A Facebook post by the man’s son, James Clibbery, later identified them as James Brett Clibbery and his wife, Sarah Justine Packwood, who had left Halifax Harbor in Nova Scotia on June 11 bound for the Azores. “The past few days have been very hard,” the younger Mr. Clibbery said in the post, adding that DNA tests would be carried out to confirm their identities.
