Hanoi, Vietnam AP —Vietnam elected Luong Cuong, a military general, as its new president on Monday, the fourth official to fill the largely ceremonial role in 18 months. The role of the general secretary is the most powerful position in Vietnam while the presidency is mostly ceremonial and involves meeting foreign dignitaries. Vietnam's Luong Cuong takes his oath as Vietnam's President during the autumn opening session at the National Assembly in Hanoi on October 21, 2024. When he became the new general secretary, he promised to maintain the anti-corruption fight. “The installation of Luong Cuong as president is yet another example of the expansion of Vietnam’s police state,” he said.

Madrid CNN —From exile in Spain, Venezuela’s opposition leader sat down with CNN en Español on Thursday where he spoke about the “nightmare” of his last days in Caracas and his hope to find a solution to Venezuela’s political crisis. In his first television interview since leaving Venezuela, Edmundo González Urrutia explained the role of the Spanish government in his departure from the Latin American country. Venezuela’s opposition and multiple Latin American leaders refused to recognize Maduro’s victory, which sparked deadly protests during which thousands were arrested. On September 18, the Spanish Senate approved by majority a motion presented by the Popular Party urging the Spanish government to recognize González as the elected president of Venezuela. Regarding the official figures, González says that “there is no evidence to prove they [Maduro’s regime] won.”The opposition candidate said that an inauguration in exile has not been considered.

SEOUL, South Korea — North Korea has designated South Korea a “hostile state,” its state media said Thursday, confirming that its national assembly had amended the constitution in line with leader Kim Jong Un’s vow to drop unification as a national goal. South Korea’s Unification Ministry, which handles ties with the North, said it “strongly condemns” the constitution change and South Korea’s characterization as a hostile state, and that it will not waver in its efforts toward peaceful reunification. North Korea has previously announced summaries of amendments after several days of delay. North Korea sharply intensified its hostile rhetoric in recent days, accusing the South of intruding on its airspace by flying drones and vowing retaliation. South Korea’s government has declined to say whether its military or civilians flew the alleged drones.

French Prime Minister Michel Barnier (C) ahead of his general policy statement to the French National Assembly in Paris on October 1, 2024. The budget is being widely previewed as an "austerity" budget that will see the government of new Prime Minister Michel Barnier present tax-hiking and cost-cutting measures that could rile opposition parties on both the left and right, and even the centrists that put him in power. In sum, Barnier's government is a fragile one and vulnerable to predatory challenges from the left and right of the political spectrum. But such a large dose of austerity may make even 1.1% growth difficult to achieve," he said in emailed analysis. "Finally, even if the budget is passed and does not dent economic growth too much, France's fiscal position would still be precarious.

Phnom Penh AP —A Cambodian woman who worked as a maid in Malaysia has been deported to her homeland for comments she posted on social media criticizing Cambodian government leaders, in the latest example of a Southeast Asian government helping another arrest a dissident. Nuon Toeun is neither an opposition leader nor a well-known activist. Radio Free Asia said Nuon Toeun was a supporter of the opposition Cambodian National Rescue Party, which was dissolved ahead of the 2018 general election as part of a crackdown on the opposition. The Khmer Movement for Democracy, a movement formed by opposition leaders in exile, condemned Nuon Toeun’s deportation from Malaysia. It said in a statement that she was working legally in Malaysia and had committed no crime except expressing her opinions.

Le Pen, whose party has softened its anti-EU stance in recent years, denies wrongdoing and claims the case is politically driven. Le Pen was runner-up to Macron in the 2017 and 2022 presidential elections. This figure corresponds to the 3.7 million euros allegedly defrauded through the scheme, minus the 1 million euros already paid back. At the time, the party was also indebted to a Russian bank for 9.4 million euros, a loan taken out in 2014 for 6 million euros. That was decided by Marine Le Pen and others.

At risk of collapsing before the year is out, the new lineup will have to do a delicate dance with the far right in order to survive. By pandering to the right, Macron hopes his government can safeguard his legacy after the left pledged to repeal some of his key policies, such as controversial pension reforms. New faces include veteran conservative Bruno Retailleau at the interior ministry whose hardline stance on immigration appeals to the far right. The president – a former left-wing minister – is now beholden to the support of the far right. Yet in this summer’s snap election, they are the very group Macron tried to keep out of government through his party’s “cordon sanitaire” voting alliance with France’s left.

Protesters hold placards reading 'Abolish punishment for abortion' as they protest South Korean abortion laws in Gwanghwamun plaza in Seoul on July 7, 2018. efired/iStockphoto/Getty ImagesBy not passing abortion laws, the National Assembly is “not doing its job,” said Cho Hee-kyoung, a law professor at Hongik University in Seoul. Changing attitudes to abortionDespite the country previously having highly restrictive abortion laws, abortion has not historically been the lightning rod in South Korea that it has been in the United States. If overpopulation had once prompted the government to push abortions, South Korea was now dealing with the opposite problem. It is impossible to know the true number of abortions that take place each year in South Korea because the procedure is unregulated.

The negotiations over the Special Measures Agreement, known as the SMA, strained the US-South Korea alliance during the Trump administration. Former President Donald Trump demanded Seoul pay up to 400% more for the presence of the 28,500 US troops in the country during negotiations over the current agreement. Under the current agreement, South Korea pays about $1 billion annually, representing an increase of about 13.9% over previous SMAs. Earlier this year, Trump said that he did not think the South Korea is paying enough based on the last agreement. One complication is that a deal will have to be approved by South Korea’s national assembly — which is dominated by the opposition party to South Korean President Yoon Suk Yeol.

France's challenges are far from over, however, with the country facing acute fiscal challenges and an ongoing threat posed by the far-right National Rally opposition, led by Jordan Bardella and Marine Le Pen. France this week asked the Commission to extend its deadline of Sept. 20 to submit debt reduction proposals. Analysts say Barnier's political survival therefore "depends on the whims and personal-political calculations of Le Pen." "The great unknown ... is how far Le Pen will be willing to address the most immediate crisis facing Barnier and the country: the painful choices needed to prevent France from plunging into a destructive fiscal crisis by the end of this year," he said. Tom Weller/voigt | Getty Images Sport | Getty ImagesTime is running out on the so-called "Olympic political truce" declared by French President Emmanuel Macron in late July, pushing the country's rocky political landscape back into focus. The left-wing New Popular Front alliance won the highest number of seats and prevented a much-discussed victory for the far-right National Rally. Meanwhile, Macron's own politics and allied government have been "widely rejected by the French," Massoc added, and no party will form an alliance with far-right National Rally. Even within the leftist grouping, parties are divided and some will refuse any sort of alliance with centrists, she said. Under the French political system, the parliament has relatively little power and between 2017 and 2022, 65% of texts adopted were laws proposed by the government rather than parliament, Massoc noted.

Protesters demonstrate against the National Election Council certification of President Nicolas Maduro's reelection in Caracas, Venezuela, on Tuesday, July 30, 2024. The AP processed almost 24,000 images of tally sheets, representing the results from 79% of voting machines. National Electoral Council President Elvis Amoroso attributed the delay in updating results to "massive attacks" on the "technological infrastructure." The AP could not independently verify the authenticity of the 24,532 tally sheets provided by the opposition. The tally sheets, known in Spanish as "actas," are lengthy printouts that resemble shopping receipts.

Opposition leader Maria Corina Machado, center left, and Opposition presidential candidate Edmundo González, center right, greet supporters at a protest against the result of the presidential election in Caracas, Venezuela, on Tuesday. On Monday, after the National Electoral Council declared Maduro the winner of the election, thousands of opposition supporters took to the streets. The presidents of Colombia and Brazil — both close allies of the Venezuelan government — have urged Maduro to release detailed vote counts. He added that Mexico expects “that the evidence, the electoral results records, be presented.”Pressure has been building on the president since the election. But Machado, the opposition leader, has said vote tallies show González received roughly 6.2 million votes compared with 2.7 million for Maduro.

On Sunday, officials attempted to block opposition volunteers from voting centers, and in some places, they succeeded. The QR code scans gave a team of campaign workers immediate access to voting results, which they tabulated Sunday night and Monday. The National Electoral Council has not yet shared the tallies on its website, which has been down since Monday. While it is not obligated to post images of the tally sheets, it has previously shared each sheet’s totals. The campaign needed to get them all fully scanned using equipment especially designed to copy the tally sheets.

CNN —Venezuelan opposition leader Maria Corina Machado says she’s in hiding, fears for her life, and can prove President Nicolas Maduro did not win Sunday’s contentious presidential election. “I am writing this from hiding, fearing for my life, my freedom,” Machado wrote in an opinion editorial published Thursday by The Wall Street Journal. When a left-wing coalition came first this month in France’s parliamentary elections and upended a predicted victory for the far right, supporters filled the streets. “The left has awakened,” a supporter said. Almost immediately after their victory, the parties in the coalition started fighting among themselves. “It’s going to be hard,” said Zahia Hamdane of France Unbowed, the far-left party of the firebrand leader Jean-Luc Mélenchon, on Friday. “I took it very badly yesterday.”The alliance of four left-wing parties — Communists, Socialists, Greens and France Unbowed — was hastily pulled together after President Emmanuel Macron dissolved the National Assembly and called for snap elections last month.

French lawmakers prepared to elect the president of the National Assembly on Thursday, in a vote seen as a test of the power balances between the country’s political forces and as a potential indicator of the direction any new government would take. The gathering of the Assembly, the lower house of Parliament, was its first since no party gained an outright majority in the second round of a snap election on July 7. It was unclear which political force the new president of the Assembly would emerge from. The president of the National Assembly does not have executive powers, but this election could mark the emergence of a majority, even if not an absolute one, that could weigh on President Emmanuel Macron’s choice of the next prime minister. The ‘Other Marine’ of French Politics Hits Back
  + stars: | 2024-07-18 | by ( Roger Cohen | ) www.nytimes.com   time to read: +1 min
When Marine Tondelier, the leader of the Greens, is told that she is sometimes called “the other Marine” of French politics, she hits back firmly. “No!” she says. “Le Pen is the other Marine.”Given how rapidly Ms. Tondelier’s star has risen in recent months, her response is not outrageous. Less than two weeks later, the profoundly intractable new National Assembly of three large political blocs — left, center and nationalist right — gathers for the first time on Thursday. As it does, one question looms over a left-wing alliance that seems more fractured by the day: What to do with its about 190 seats in the 577-seat lower house when that is far short of an absolute majority?

Lawmakers who had been moving toward repealing Gambia’s landmark ban on female genital cutting overwhelmingly changed course on Monday, voting instead to keep the legislation in place after women staged an intense three-month campaign. Gambia, a sliver of a country on the west coast of Africa, had grabbed international attention earlier this year as it appeared headed to becoming the world’s first nation to roll back protections against cutting. “It would have faced pariah status,” said Satang Nabaneh, a Gambian legal scholar focused on sexual and reproductive rights and women’s rights. Of the 53 members of Gambia’s National Assembly present on Monday, 34 voted to keep the ban, and 19 to overturn it. In March, when 47 members were present, 42 of them voted to overturn the ban.
