But this year, abortion is on the ballot, with party control of the closely divided chambers of the legislature determining whether Virginia will lose its status as the last Southern state where abortion is mostly legal and accessible. Democrats, meanwhile, see the races as critical not only to sustaining abortion rights in swing-state Virginia but as a test of how powerful the issue remains nationally. Predicting winners is always difficult in state legislative races, but especially hard in Virginia. Where Democrats have an edge, experts say, is on the motivating factor of abortion rights. Since Dobbs, pro-abortion rights voters have become more energized, Rackaway says, since they're trying to regain something they lost in the Supreme Court ruling.

But a couple of the world’s largest oil companies beg to differ – or at least for the future that extends out about three decades. This month, Exxon Mobil and Chevron have together bet heavily on a future their CEOs think will still need a lot of black gold. Hess also has considerable oil and gas assets in the U.S., including the Bakken area of western North Dakota, eastern Montana and southern Saskatchewan in Canada. But equally critical, the moves are important statements that the age of oil remains, despite the release on Tuesday of the annual world energy outlook from the International Energy Agency that forecasts global demand for fossil fuels will peak in 2030. Although he has championed many green energy policies, President Joe Biden also has done little to block the advancement of domestic oil and gas production.

Gen Z is looking beyond more crowded states for places where there's elbow room and affordability. Older generations aren't selling homes, making it hard for Gen Z to get into more popular markets. Emilia Mann, a senior analyst at StorageCafe, said that Gen Z doesn't have the same location preferences as older generations. "Gen Zers are increasingly drawn to simpler living in their housing choices," Mann told Insider via email. "We see the Gen Zers be more movement oriented, especially in long distances," Ressler said.

A federal judge is scheduled to hear arguments Thursday in a case filed by TikTok and five Montana content creators who want the court to block the state’s ban on the video sharing app before it takes effect Jan. 1. U.S. District Judge Donald Molloy of Missoula is not expected to rule immediately on the request for a preliminary injunction. Content creators say the ban violates free speech rights and could cause economic harm for their businesses. Chinese law allows the government to order companies to help it gather intelligence. Meanwhile, 18 attorneys generals from mostly Republican-led states are backing Montana and asking the judge to let the law be implemented.

Montana became the first state to authorize a complete ban on TikTok when lawmakers passed SB419 in April and Gov. US officials have said that Chinese government influence over ByteDance could potentially lead to US TikTok users’ data being exposed to Beijing — which might facilitate spying, blackmail or other espionage activity. Alexander Berengaut, an attorney for TikTok, responded by quoting Montana Attorney General Austin Knudsen’s own past words about the ban that have characterized TikTok as an alleged agent of China. Ambika Kumar, an attorney representing the group of TikTok creators, said SB419 tramples on the First Amendment rights of consumers and of TikTok itself. Knudsen could have even gone on television to issue public service announcements warning Montanans not to use TikTok, Malloy suggested.

CNN —Top Senate Republicans look at the prospects of a Donald Trump primary victory with trepidation, fearful his polarizing style and heavy baggage may sink GOP candidates down the ticket as their party battles for control of the chamber. Daines argues that Trump is “strengthening” among independent voters and that could be a boon for his Senate candidates – even in purple states like Michigan, Wisconsin, Nevada and Pennsylvania. “What’s key is we want to make sure we have high-quality candidates running with President Trump,” Daines said. Kyrsten Sinema nor Joe Manchin could hold onto their seats if they ran for reelection in their states as independents. And that’s a losing strategy.”Daines is also in the middle of another internal party war – between Trump and Senate GOP Leader Mitch McConnell, as the two men have been at sharp odds since the January 6, 2021, attack on the Capitol.

In its first statewide TV ad, which began airing this past week, the opposition campaign Protect Women Ohio went in yet another direction. Protect Women Ohio is funded largely by the campaign arm of Susan B. Anthony Pro-Life America, a leading national anti-abortion group. Zanotti said it has chosen to run its own campaign against the Ohio amendment focused on its phrasing and legal reach. That bill was nearing introduction this summer when another anti-abortion activist active in the Protect Women Ohio campaign pressured the sponsor to spike it, Beigel said. Their concern was that publicity over the bill would generate backlash and make it harder to defeat the abortion rights amendment, which had just qualified for the fall ballot.

TOPEKA, Kan. (AP) — Kansas will no longer change transgender people's birth certificates to reflect their gender identities, the state health department said Friday, citing a new law that prevents the state from legally recognizing those identities. The decision from the state Department of Health and Environment makes Kansas one of a handful of states that won't change transgender people's birth certificates. They came in response to court filings by conservative Republican state Attorney General Kris Kobach to enforce the new state law. Under the conservative Republicans who were governor before Kelly, transgender residents also couldn’t change their birth certificates. A federal judge signed off on a settlement agreement requiring the state to change transgender people’s birth certificates.

LANSING, Mich. (AP) — Republican Mike Rogers, who served in Congress for 14 years and chaired the House Intelligence Committee, is running for an open U.S. Senate seat in Michigan that Democrats have held for over two decades. The announcement, which was provided to The Associated Press in a campaign video on Wednesday, instantly shakes up a Senate race that had been relatively quiet and dominated by Democratic candidates. It's seen as a recruiting victory for Michigan Republicans, who have struggled to win statewide races with a state party in turmoil. The GOP has not won a Michigan U.S. Senate race since 1994. Defending the Michigan seat may prove crucial for Democrats, who face tough headwinds as they defend seats in Republican-leaning states from West Virginia to Montana and Ohio.

Single-family homes in Arlington, Massachusetts. Around 75% of residential land in the United States is zoned for single-family homes only. This has had the effect of encouraging ever-larger single-family homes and limiting housing options, like smaller houses. “You can’t just do it all with zoning reform,” Walla Walla City Manager Elizabeth Chamberlain told CNN. The second wave of single-family zoning laws spread during the 1970s, historians say, and the policies became more restrictive.

Recently, western Montana and cities like Bozeman are experiencing a surge in popularity because of the wildly successful drama “Yellowstone” and its prequels “1883” and “1923.”But some of Montana’s most intriguing areas are those that remain untouched by the limelight. The Hi-Line is one of them. It’s the stretch of U.S. Highway 2 that traverses northern Montana for about 650 miles. Remote and vast, this part of Montana is a place where rows of golden wheat fields recede into endless horizons; where a long two-lane highway is colored by grain elevators, railroad cars and century-old homesteading remnants; and where you might drive past a welcome sign that reads: “RUDYARD: 596 Nice People — 1 Old Sore Head!”

The Senate on Tuesday voted overwhelmingly to block businesses based in China from purchasing farmland in the United States and place new mandates on Americans investing in the country’s national security industries, taking the first legislative steps of the new Congress to counter Beijing’s espionage activities and curtail its economic power. The provisions, which would need to clear the House to become law, are a far cry from more ambitious efforts to target China’s economy through export controls and undermine its intelligence gathering and influence operations in the United States through a TikTok ban or other restrictions. But they represent a significant opening salvo for the Senate, where lawmakers have struggled for months to capitalize on widespread enthusiasm on Capitol Hill for taking action against China. By broad bipartisan margins, senators voted to add the measures to the annual defense policy bill. A second, which was approved 91 to 6, would require Americans to notify the Treasury Department within 14 days of making any investments in the national security industries of those four countries, including artificial intelligence, semiconductors and hypersonics production.

July 19 (Reuters) - A ban on gender-affirming healthcare for transgender children is due to take effect in Louisiana on Jan. 1, after the state legislature overrode Governor John Bel Edwards' veto of the bill, according to state officials. The legislature, which acted late on Tuesday, becomes the latest Republican-led state to ban trans-focused healthcare. Louisiana's House Bill 648 - called the "Stop Harming Our Kids Act" - bans hormone treatments and puberty-blocking drugs, gender-affirming surgeries and other related care for anyone under the age of 18. The House voted 75 to 23 in favor of overriding the Democratic governor's veto, while the Senate voted 28 to 11 to override. Judges have said laws banning such care violate a parent's right to make healthcare decisions on behalf of their children.

CNN —A recent outbreak of wildfires in western Canada is again sending a plume of unhealthy smoke into the United States. The smoke could also cause issues in Iowa and Illinois, including Chicago, which experienced some of the worst air quality in the world amid heavy smoke in late-June. On Friday, the encroaching smoke dropped air quality in parts of Montana and North Dakota to code red, or unhealthy levels on the Air Quality Index, and to code orange, or unhealthy for sensitive groups, in Minnesota, according to airnow.gov. The effects of phones and social media on teenagers — and adults — continues to be at the center of public health, tech, civil liberties and more. In March, Utah’s Republican governor, Spencer Cox, signed an extensive package of laws intended to limit kids’ access to social media platforms, including time restrictions and requirements that parents and guardians have access to private messages and posts. Utah’s laws were among the first in a tranche of actions by state governments, like those of Montana and Louisiana, which have greatly limited access to certain social media platforms like TikTok and Instagram, either for minors or all users. Some researchers have alleged that social media is responsible for increases in anxiety and depression. But the governor told me he wasn’t worried.
