On June 14, Belarus President Alexander Lukashenko announced that his country had taken delivery of the first of a collection of tactical nuclear weapons from Russia. Belarus has both a nuclear arsenal and a president who for decades has quietly played the role of Putin’s lap dog. And indeed, in a press conference Thursday in Minsk, he did claim to being in lockstep with Putin — adding that the nuclear weapons were for defensive purposes only. In the same press conference, Lukashenko nodded to the fact that those nuclear weapons were under Russia’s control. “In the early ’60s American officials worried that the Soviet Union would launch a less-than-all-out attack, reasoning that the US would not respond in a way that might trigger Armageddon,” he said.

In a rare news conference with local and foreign journalists at the marbled presidential palace in Minsk, Mr. Lukashenko, always eager to be seen as an international statesman, clearly enjoyed the limelight cast on him by the most dramatic challenge to Mr. Putin’s authority in his 23 years in power. But days after offering a haven to Wagner fighters and their leader in his country, Mr. Lukashenko gave no clarity about where they would go or what role they would play. He added that he had spoken to Mr. Prigozhin on Wednesday, and that Wagner would continue to “fulfill its duties to Russia for as long as it can,” though he did not elaborate. Mr. Putin has long sought to pull Belarus deeper into the Russian political, economic and military orbits. For years, Mr. Lukashenko, whose power depends heavily on managing that relationship, did well enough to maintain some independence and even tried to build trade ties to the West.

Prigozhin had reportedly traveled to Belarus as part of a deal with Russian President Vladimir Putin following the failed uprising, but Lukashenko told CNN’s Matthew Chance that the Wagner leader is now in Russia. Prigozhin has not been seen in public since June 24 when he left Rostov-on-Don in southern Russia. “I don’t think that Wagner will rise up somewhere and turn its guns against the Belarusian authorities and the Belarusian state,” Lukashenko said. Until recently, Russian state television lionized Wagner’s operations in Ukraine, but the outlets now appear to be vilifying the founder of the private military company following the failed uprising. MINSK, July 6 (Reuters) - Belarusian President Alexander Lukashenko, who last month brokered a deal to end an armed mutiny in Russia, said on Thursday that Russian mercenary leader Yevgeny Prigozhin was no longer in Belarus. Lukashenko said on June 27 that Prigozhin had arrived in Belarus as part of the deal. He is not on the territory of Belarus." Lukashenko said an offer for Wagner to station some of its fighters in Belarus - a prospect that has alarmed neighbouring NATO countries - still stands. He said he did not see it as a risk to Belarus and did not believe Wagner fighters would ever take up arms against his country.

Mr. Prigozhin was “not on the territory of Belarus,” Mr. Lukashenko said, and nor were Wagner troops, who he said remained in their “permanent camps,” believed to be in the Luhansk region of eastern Ukraine. Mr. Lukashenko also signaled that at least some of Wagner’s fighting force — which was instrumental in Russia’s capture of the Ukrainian city of Bakhmut this spring — could stay intact. KYIV, June 30 (Reuters) - President Volodymyr Zelenskiy ordered top military commanders on Friday to strengthen Ukraine's northern military sector following the arrival of Russian mercenary leader Yevgeny Prigozhin in Belarus. He said a meeting with government and military leaders had also heard a report from Ukrainian intelligence and security forces about the situation in Belarus, Ukraine's northern neighbour. "The decision...is for Commander-in-Chief (Valeriy) Zaluzhnyi and 'North' commander (Serhiy) Naev to implement a set of measures to strengthen this direction," Zelenskiy said on the Telegram messaging app. Zelenskiy said the situation in other frontline areas, supplies of artillery and shells, and advances by Ukrainian troops against Russia's occupying forces were also discussed at the meeting. After pushing Russian out of northern regions last year, Ukraine implemented measures to tighten the defence of its border with Belarus, a close ally of Russia.

June 29 (Reuters) - Satellite images of a military base southeast of the Belarus capital Minsk appear to show new facilities set up in recent days, suggesting the swift construction of a base for Wagner, the Russian mercenary company behind an abortive mutiny. Russian media have reported that Wagner, whose leader Yevgeny Prigozhin arrived in Belarus on Tuesday, could set up a new base at a vacant military facility near the town of Asipovichi, about 90 km (50 miles) from Minsk. Belarus President Alexander Lukashenko invited Wagner to set up operations in his country as part of a deal that ended the mutiny on Saturday. Russian President Vladimir Putin has said Wagner fighters were free either to move to Belarus, join the Russian military or go home, following the mutiny, which he said had threatened to bring civil war to Russia. Several hundred Wagner fighters were killed by U.S. forces during a confrontation in Syria in 2018. U.N. sanctions monitors reported in 2020 that Wagner had deployed up to 1,200 people in Libya and the U.S. military Africa Command said Russian military aircraft were supplying Wagner fighters there. As well as bringing in Syrian fighters as mercenaries, Wagner worked alongside foreign fighters from Sudan, Chad and elsewhere. Mr. Putin stepped in to the rescue, backing Mr. Lukashenko’s harsh tactics. It also made Minsk off limits as a meeting place, as the West levied sanctions and isolated Mr. Lukashenko diplomatically. Mr. Lukashenko, now totally dependent on the Kremlin in his bid to cling to power, was in no position to resist. Mr. Lukashenko won’t benefit in any way from Mr. Prigozhin’s demise on his territory and probably hopes his sojourn is brief. Mr. Lukashenko will never be that person.

Belarusian head of state Alexander Lukashenko urged dissenters not to create divisions in his relationship with Russian counterpart Vladimir Putin, after Minsk stepped in to provide sanctuary to failed insurrectionist and former Kremlin ally Yevgheny Prigozhin. The Wagner leader arrived in Belarus on Tuesday. Prigozhin's rebellion has spurred Ukrainian hopes of deepening cracks and a nascent decline to the Putin regime. On the frontline, Ukraine has accused Moscow of a missile attack in the eastern city of Kramatorsk, which allegedly struck a restaurant, leaving at least eight dead.

Wagner fighters may not be safe in Belarus as it could be a trap after their uprising, the ISW said. The ISW said in an update on Monday that "Putin may be presenting Belarus as a haven for Wagner fighters as a trap." And if the Kremlin pressures Belarus, it said, "Belarus will not offer Prigozhin or Wagner fighters a true haven." CNN —Belarus President Aleksandr Lukashenko claims he convinced Russian leader Vladimir Putin not to “destroy” the Wagner group and its chief Yevgeny Prigozhin, talking up his role in halting the mercenaries’ military insurrection that caused crisis in Russia at the weekend. Let’s talk with Prigozhin, with his commanders.”Lukashenko – a longtime ally of the Russian President – said Putin told him: “Listen, Alex, it’s useless. There were 10 times more swear words (I later analyzed them) than normal vocabulary,” Lukashenko added, describing his interactions with a foul-mouthed Prigozhin. Kremlin spokesperson Dmitry Peskov said Lukashenko was able to draw on a personal relationship with Prigozhin to reach the deal, which would also see Wagner troops and equipment absorbed by the Russian military. Lukashenko said Tuesday that Prigozhin has received his personal assurances of safety, and the safety of his men, in order to defuse the rebellion on Saturday evening.
