British mobile giant Vodafone is to axe 11,000 jobs over three years in the latest cull to hit the tech sector, as new boss Margherita Della Valle slammed recent performance. Britain's competition regulator on Thursday approved the merger between telecommunication firms Vodafone and Three in the U.K., subject to certain conditions. The combined entity would also be required to cap certain mobile tariffs and "offer preset contractual terms" to so-called mobile virtual network operators (MVNOs) — mobile operators that piggyback off of another company's network. Vodafone and CK Hutchison, the owner of the Three U.K. network, announced the transaction last year. Last month, the competition watchdog laid out a path for the deal to move forward, if certain remedies were adopted.

Other judges have reversed retirement plans after electionsA handful of judges in recent years have also reversed retirement plans when they have not been able to secure a preferred successor, including US District Judge Karen Caldwell, a judge who sits in McConnell’s home state. Cogburn and Marbley are also not the first judges to back off retirement plans after an election. As McConnell himself highlighted, a district judge did the same about-face after President George W. Bush’s reelection in 2004, and another changed his retirement plans when Obama won in 2008. CNN’s messages seeking comment from the two judges submitted with the judges’ courts were not returned. But, Wheeler said that McConnell “may be having the effect he wants” if the two appellate judges are “wavering” about whether to keep to their retirement plans.

Since the early stages of Syria's bloody civil war that began in 2011, Iran has supported Syria's strongman president, Bashar Assad. Advancing in the face of Russian and Syrian airstrikes, they overran Syria's fourth-largest city, Hama, on Thursday. Earlier in the Syrian conflict, Iran helped orchestrate interventions on Assad's side by its powerful Lebanese proxy Hezbollah in 2013, and Russia in 2015. CNN —A new analysis by Fidelity Investments, one of the largest providers of 401(k) retirement plans, found that the number of accounts with balances topping $1 million rose by 9.5% in the third quarter. The average balance in that group was $1.616 million, up from $1.595 million in the prior quarter. And the median — which represents the level below which half of the accounts had lower balances — was just $30,600. And it noted that 6,000 of the 26,000 401(k)s for which it serves as record keeper now have an auto-portability feature, which provides an automatic rollover service for those with small balances. Making it easier to move small 401(k) balances from one plan to another throughout your career can pay off in the long term.

WASHINGTON — Rep. Grace Meng, D-N.Y., on Wednesday will become the new chairwoman of the Congressional Asian Pacific American Caucus, succeeding Rep. Judy Chu, D-Calif., who has held the post for more than a dozen years, Chu told NBC News on Tuesday evening. Meng, who has served in Congress since 2013, is running unopposed to replace Chu as chair of the caucus, which is known as CAPAC. CAPAC is the smallest of the Tri-Caucus, the three minority caucuses that also include the Congressional Black Caucus and the Congressional Hispanic Caucus. Chu — the former three-time mayor of Monterey Park and the first Chinese American woman to serve in Congress — had led the caucus since 2011. "Freshman enrollment dropped by a dramatic 5% this fall in the aftermath of the FAFSA fiasco, reversing previous gains," said higher education expert Mark Kantrowitz. Submitting a FAFSA is one of the best predictors of whether a high school senior will go on to college, according to the National College Attainment Network. "FAFSA completion and college enrollment move in the same direction — that relationship is pretty consistent," said Bill DeBaun, NCAN's senior director. As a result of changes to the financial aid application, more students now qualify for a Pell Grant, a type of aid awarded solely based on financial need.

CNN —French lawmakers will vote Wednesday on a no-confidence motion that is widely expected to oust the government of Prime Minister Michel Barnier, as the country grapples with a deepening political crisis and massive budget deficit. The no-confidence vote is the just the latest jolt on a political rollercoaster in France, where no single party has wielded a majority in parliament since snap elections in July. No government has been ousted in a no-confidence vote since 1962 and Barnier would become France’s shortest-serving prime minister in history. This gridlock has made the government’s budget problems much harder to solve. The credit rating agency expects France’s budget deficit to reach 6.2% of GDP by the end of the year.

European stocks are heading for a mixed open Wednesday with regional market attention focused on an upcoming no-confidence vote in France's parliament, the National Assembly. The vote is expected to take place this evening after lawmakers have debated two motions of no-confidence, tabled by the leftwing New Popular Front alliance and rightwing National Rally party, against Prime Minister Michel Barnier's minority government. DHAKA, Bangladesh — Bangladesh’s High Court on Sunday acquitted former Prime Minister Khaleda Zia’s son, Tarique Rahman, and 48 others, overturning their verdicts in a deadly 2004 grenade attack on a political rally. Rahman serves as the acting chairperson of Zia’s Bangladesh Nationalist Party while in self-exile in London, and he could become Bangladesh’s next leader if his party is voted into power. A court sentenced 19 of them to death while Rahman got life in prison, with Zia’s party accusing the ruling of being politically motivated. CNN —Fan violence at a soccer match in Germany left 79 people injured on Saturday, local police said. Supporters of FC Carl Zeiss Jena and BSG Chemie Leipzig clashed following the fourth-division match, which Jena won 5-0, in an episode of “disinhibited violence,” police said. Of the 79 injured, 64 were fans, 10 were police officers and five were match stewards. “We condemn violence in the form of physical confrontations, especially the use of pyrotechnics against people. As Republicans prepare to take control of both chambers of Congress and the presidency, Senator Joe Manchin, the conservative West Virginia Democrat turned independent, has a question for his former Democratic teammates: “How do you like that filibuster now?”Mr. Manchin is feeling sassy these days. His ex-party just got its clock cleaned and is facing two years, minimum, in the political wilderness. And, no surprise, as Mr. Manchin prepares to retire in January, he has plenty of thoughts on preserving the Senate’s role as an independent power center — a mission that feels especially vital with Donald Trump’s return to Washington. Love him or loath him, Mr. Manchin is worth a listen as a man who understands how to use power whether you’re in the minority or the majority in the Senate. And at age 77, with more than four decades in politics, he takes the long view — a healthy mind-set for discouraged Democrats.

A number of Democrats who were once willing to wait their turn on the leadership ladder have suddenly lost their patience. Two other Democrats are vying to replace Rep. David Scott, who is 79, at the House Agriculture Committee. Democratic Rep. Dean Phillips, whose longshot primary challenge to Biden quickly failed, praised his colleagues for taking on committee leadership. Throughout the impeachment investigation, Jeffries appeared to defer to committee Democrats at every turn and only got involved when needed.
