Ukraine's defense ministry issued a recall of 120mm artillery shells this week, citing defects in a recently delivered batch of rounds. The defective 120mm rounds — light artillery shells that Ukraine typically uses in mortars — were first reported in early November by Censor.Net, a local media outlet run by journalist Yuriy Butusov. Ukroboronprom and the Ukrainian Defense Ministry did not respond to requests sent outside regular business hours by Business Insider. Globally, Ukraine's allies have also struggled to quickly scale up production of artillery shells. On November 19, Ukrainian President Volodymyr Zelenskyy said domestic factories had produced 2.5 million artillery shells and mortar rounds in 2024 alone.

His first major global brouhaha since winning reelection posed the following questions that will help define the character of his second term. There’s no guarantee that Canada, Mexico and China will back down immediately. Trump’s trade war rhetoric is a reminder that in his worldview, the United States has few friends — only adversaries against whom it can choose to win or lose. The prime minister therefore has a huge incentive to avoid a trade war that could cause havoc in the Canadian economy. Initial reaction to Trump’s broadside against Canada and Mexico suggests that many observers see his outburst as a negotiating tactic.

— As President-elect Donald Trump’s incoming administration solidifies its plan for mass deportations, local law enforcement agencies are preparing to ramp up a controversial program that allows them to partner with Immigration and Customs Enforcement. It authorizes ICE to delegate to state and local law enforcement officers the ability to perform certain functions of an immigration officer. According to ICE, as of May 2024, law enforcement agencies in 21 states participated in the program. Other critics have also said the 287(g) program merely serves as a political messaging tool for conservative sheriffs. Earlier this month, the Los Angeles City Council passed an ordinance that prohibits the use of city resources in immigration enforcement.

SEOUL, South Korea — A South Korean man hoping to avoid mandatory military service has been convicted after trying to eat his way out of it. He was sentenced to one year in prison, suspended for two years, under the Military Service Act, which allows for sentences of up to three years for evading mandatory military service without justifiable cause. The sentences were “relatively lenient” because neither of the men had previous criminal convictions, the court official said. “Most of all,” the official said, the man “accepted his wrongdoing and vowed to serve his military duty sincerely.”The official could not confirm whether the man had started his military service. Greg Abbott challenged President Joe Biden at almost every turn on the handling of the US southern border, as the state grappled with multiple border surges. Abbott described the upcoming border actions as a coordinated effort between border states and Washington. Texas officials and federal officials have historically worked together on the US-Mexico border. Texas state officials tout the work of their operation, arguing it served as a deterrent, and federal officials cite Biden’s executive action that levied harsher consequences for border crossers. “Texas has really been a lab for how mass round-ups of immigrants would work and how you can practically do it,” said Kristin Etter, the director of policy and legal Services at the Texas Immigration Law Council.

Millions of Americans with obesity would be eligible to have popular weight-loss drugs like Wegovy or Ozempic covered by Medicare or Medicaid under a new rule the Biden administration proposed Tuesday morning. Some people may already get coverage of the drugs through Medicare or Medicaid if they have diabetes or are at risk for stroke or heart disease. Becerra estimated that an additional 3.5 million people on Medicare and 4 million on Medicaid could qualify for coverage of the drugs. But research suggests far more people might qualify, with the Centers for Medicare and Medicaid Services estimating roughly 28 million people on Medicaid are considered obese. In speeches and on social media, he's said the U.S. should not cover the drugs through Medicaid or Medicare.

A husband who organized the mass rape of his wife for nearly a decade, knocking her unconscious with drugs and sharing pictures and video of the assaults, should receive the maximum 20-year prison sentence, a French prosecutor said Monday. Dominique Pelicot, 71, has admitted the charges in a trial that attracted worldwide attention and turned into an examination of the pervasiveness of sexual violence in France and beyond. “The maximum sentence is 20 years, which is a lot... but at the same time ... too little in view of the seriousness of the acts that were committed and repeated,” public prosecutor Laure Chabaud told the court. The prosecutors will over the next two days say what sentence they seek against each of them. Dominique Pelicot’s lawyer Beatrice Zavarro told reporters it was not a surprise that prosecutors had sought the longest sentence possible.

When José Pérez Gómez came from Mexico more than 25 years ago, he scraped together money by selling handmade furniture on the streets of Fresno, Calif. Eventually, he turned that hustle into a full-fledged brick-and-mortar business, which allowed him to raise a family and send two daughters to college. Democrats had assumed that Mr. Trump’s threat of mass deportations and harsh words toward migrants would sour Latino voters across the country, especially those with family or friends who were undocumented. But for Mr. Pérez Gómez, personal economic struggles took precedence. Furthermore, he said, many immigrants in California’s Central Valley actually agreed with Mr. Trump that Democrats had allowed too many people to cross the border with the lure of asylum protections.

But it needs to invest more in quantity if it wants to defend against Russia, warfare experts said. Russia's invasion of Ukraine is showing the West the value of quantity over quality. For months leading up to that moment, tens of thousands of Russians protested as Mr. Putin prepared to return to the Kremlin following four years in a shadow role as prime minister. The day before Mr. Putin was inaugurated in May, the police violently cracked down on a mass protest. When Mr. Putin drove through a Moscow cleared of any signs of life, and through the Kremlin gates, the protest movement was effectively dead. As this fact settled in, opposition-minded Russians flooded social media, recalling just how young they were when Mr. Putin first headed the state more than 12 years prior — some remembered their college days, others elementary school.
