Had Newsom signed the bill, officially called Senate Bill 403 or SB 403, California would have become the first ever U.S. state to explicitly ban caste discrimination. U.S. discrimination laws ban ancestry discrimination though they do not explicitly mention a prohibition on casteism. Activists opposing caste discrimination said it is no different from other forms of discrimination like racism and hence should be outlawed. In California itself, last month, Fresno became only the second U.S. city to ban caste discrimination after a unanimous city council vote.

(AP) — The mother of a 6-year-old who shot his teacher in Virginia could be jailed Thursday for failing drug tests while awaiting sentencing on federal weapons charges that she used marijuana while possessing a firearm. A judge had set an October sentencing date and released Taylor on bond under the conditions that she submit to drug tests and receive addiction treatment. But Taylor has twice tested positive for marijuana and once for cocaine, federal prosecutors wrote in a filing with the court this month. She also missed two drug tests and two drug treatment sessions, they said. And while they've been positive for marijuana, “the levels are decreasing and show that Ms. Taylor is abstaining from this drug,” Ellenson wrote.

The study of Canine Vaccination Hesitancy (CVH) by Boston University's School of Public Health was released on Aug. 26. Sept 6 (Reuters) - Armenia said on Wednesday it would host a joint military exercise with the United States next week, a development likely to irritate Russia. The Armenian Defence Ministry said the purpose of the Sept. 11-20 "Eagle Partner 2023" exercise was to prepare its forces to take part in international peacekeeping missions. Russia has a military base in Armenia and sees itself as the pre-eminent power in the South Caucasus region, which until 1991 was part of the Soviet Union. It maintains a peacekeeping force in the region to uphold an agreement that ended a war between Armenia and Azerbaijan in 2020, the second they have fought since the Soviet collapse.
