China has sent dozens of coast guard and maritime militia vessels toward a disputed atoll in the South China Sea, a large show of force aimed at blocking a civilian protest flotilla from the Philippines, as tensions between the countries have flared. The Filipino group organizing the flotilla of about 100 small fishing boats, led by five slightly bigger ones, said it wanted to assert the Philippines’ claims to Scarborough Shoal, an atoll controlled by Beijing that is closer to Manila. But even before the motley Philippine fleet set out on Wednesday morning, China deployed a formidable contingent of much bigger government-run ships to the area, an intimidating escalation of its frequent assertions of control over vast expanses of sea far from its mainland. “What we’re seeing this time, I would say, is definitely of another order,” said Ray Powell, the director of SeaLight, a group that monitors the South China Sea. “I think that the China Coast Guard is concerned that they’re going to try to sort of get too close and so they’re sending an overwhelming force.”

CNN —Extraordinary global heat continues its streak. It marks 11 consecutive months of unprecedented global temperatures. With that new data point, some scientists warn there is a strong chance 2024 could beat 2023 as the warmest year on record. Global ocean heat in April was also record-breaking for the 13th consecutive month. And while heat records are still being set month after month, the margins at which they are being broken are smaller than they were in 2023.

The Philippines closed all public schools on Monday and Tuesday because of dangerously high temperatures, moving classes online in a country where schools are typically shut because of tropical storms. Over the past week, average temperatures in many parts of the country topped 40 degrees Celsius, or 100 degrees Fahrenheit. Extreme heat is forecast this week to blanket almost the entire country, with the heat index in some regions rising to at least 42 degrees Celsius, or “danger” level, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration. That designation is the second highest on the agency’s heat index scale. It advised people to avoid exposure to the sun or risk heat stroke, heat exhaustion and cramps.

The presence of the US Army’s Mid-Range Capability (MRC) ground-based missile system, increases the risks of “misjudgment and miscalculation” in a region already on edge over Chinese-Philippines face-offs in the South China Sea, Beijing says. It’s the first-ever deployment of the MRC missile system, also known as the Typhon system, to the Indo-Pacific theater, and it comes amid a series of US-Philippine military exercises, including the largest-ever edition of the bilateral Balikatan exercises beginning Monday. It also can fire the Tomahawk Land Attack Missile, a maneuverable cruise missile with a range of 1,600 kilometers (1,000 miles), according to the CSIS. Those are the same rules Washington and Manila accuse Beijing of ignoring with aggressive Chinese actions that have injured Filipino sailors and damaged vessels around disputed features in the South China Sea. Leaders from the three nations are meeting in a first-ever trilateral summit in a show of solidarity as China's assertiveness in the South China Sea has raised tensions in the region. Topping the meeting's agenda is China's increasing pressure in the South China Sea, which has escalated despite a personal appeal by Biden to Chinese President Xi Jinping last year. China claims almost the entire South China Sea, including the maritime economic zones of neighboring nations. Japan has a dispute with China over islands in the East China Sea. Washington CNN —The White House is very concerned by China’s actions in the South China Sea, a senior administration official said, as President Joe Biden prepares to draw two Asian allies closer at a historic meeting on Thursday. Japan and the Philippines both have separate territorial disputes with China, in the former’s case the Senkaku Islands in the East China Sea and in the latter’s areas of the South China Sea. Meanwhile, China claims the shoal, which is in the Philippines’ exclusive economic zone, as its sovereign territory, as it does much of the South China Sea, in defiance of an international arbitration ruling. CNN has previously reported that the three leaders will hold private discussions on the South China Sea. A senior administration official also said that on Thursday the White House will be announcing a new infrastructure project in the Philippines.
