Biden's remarks in Phoenix, Arizona, will also honor the legacy of the late Arizona Republican Senator John McCain, the 2008 Republican presidential nominee who died in 2018. Biden will warn "there is something dangerous happening in America," according to prepared remarks of his speech. Biden will say he doesn't think all Republicans ascribe to the 'MAGA' agenda, a reference to Trump's Make America Great Again slogan. He has stepped up his warnings about the potential threat to democracy posed by Trump as exemplified by the Jan. 6, 2021, attack on the U.S. Capitol. The White House official said Biden's remarks in Tempe, Arizona, near Phoenix, will be the fourth in a series of speeches about the threat to democracy.

Meanwhile, a faction of hard-right GOP members moved to cut Defense Secretary Lloyd Austin's salary. Georgia Rep. Marjorie Taylor Greene proposed an amendment to slash Austin's salary on the House floor on Wednesday, putting the proposal to a voice vote. The White House announced Wednesday night that President Joe Biden will be traveling to the battleground state of Arizona next Thursday — one day after the next GOP presidential primary debate — to deliver remarks about the “work we must do together to strengthen our democracy.”And Thursday morning, the Biden campaign is announcing its more direct efforts to bracket the GOP debate, with California Gov. According to campaign advisers, the Biden campaign will try to tie the GOP presidential hopefuls to the dysfunction among House Republicans in Washington ahead of a potential government shutdown. And it will emphasize “Latino political power” with prominent Spanish-speaking surrogates and a new TV and digital ad tied to Hispanic Heritage Month. On the debate stage, Republicans “will have to answer whether they’re on the side of the MAGA shutdown or with the American people,” as a campaign advisor put it. Harrison and Rodriguez will be holding events with Latino voters on the ground.

WASHINGTON (AP) — President Joe Biden will travel to Arizona next week to deliver a democracy-focused address that will also pay tribute to the late John McCain, the 2008 Republican presidential candidate who represented the state in the U.S. Senate for more than three decades. Biden's speech, which is scheduled for Sept. 28 and expected in the Phoenix area, will focus on “the work we must do together to strengthen our democracy,” the White House said Thursday. The remarks will also honor the legacy of McCain, whose memorial in Hanoi Biden visited earlier this month during his trip to India and Vietnam. Though his speech in Arizona is billed as an official White House event, the issue of preserving democracy is expected to be a key theme in his reelection campaign. He will headline three fundraisers in California and one in Arizona during his trip, according to the White House.

RICHMOND, Va. (AP) — More Virginia Democrats on Tuesday cast the controversy surrounding a legislative candidate who livestreamed herself performing sex acts as a distraction from the stakes in this fall's elections, while stopping short of fully championing her continued campaign. Virginia Democrats, Gibson among them, have made protecting abortion access a top campaign priority. Gibson's campaign did not respond to an interview request or a detailed list of questions from the AP on Tuesday. The state party also maintained its silence on Tuesday, with spokesperson Liam Watson declining to comment. Among elected officials, Democratic state Sen. Louise Lucas has stood out for her early, clear and vocal support of Gibson.

The indictment comes weeks after the collapse of a plea deal that would have averted a criminal trial and distracting headlines for President Joe Biden. Trump's include federal indictments over the handling of classified documents and efforts to overturn his 2020 election loss to Joe Biden. Trump also pointed to the lack of connection to Joe Biden in the gun charge plea agreement. Federal prosecutors investigating Hunter Biden have not indicated Joe Biden is connected over the course of their yearslong probe. The House is leaving town Thursday having made little to no progress toward keeping the government funded this week, as a Sept. 30 deadline to avert a shutdown looms large. And as the clock ticks to avert a government shutdown, paired with continued disagreement about spending levels, passing all 12 spending bills in time appears nearly out of the question. Political Cartoons on the Economy View All 592 ImagesThe lack of progress this week means the House will likely need to pass a continuing resolution to extend its deadline. That move delivered a key priority to the conservatives in his conference who have long been pushing for a Biden impeachment. But the intraparty difficulties persisted throughout the week, despite the Biden impeachment inquiry offering, spelling trouble for virtually any plan to avert a shutdown.

The impeachment inquiry comes at a fragile political moment for the president. An impeachment inquiry would give Republicans broad new powers to request documents and testimony about the Bidens. For now, the White House views the situation from a communications standpoint rather than as a legal issue. “Kevin McCarthy, Marjorie Taylor Greene, and MAGA Republicans just launched a beyond ridiculous impeachment inquiry into President Biden,” the fundraising email reads. An element of the White House strategy is keeping him focused on his governing duties, including plans to deliver what the White House has billed as a “major economic address” in Maryland on Thursday.

In many ways, those poor ratings have freed Democrats facing competitive races to distance themselves from their party in ways that telegraph to voters their understanding of the problem while differentiating themselves from Republicans’ more hard-line views on immigrants. It is a tricky balancing act. “Where you really get yourself in trouble as an elected official is when you don’t listen,” Mr. Ryan said, adding: “For political purposes, the MAGA Republicans want divisions and chaos. “In my district, the one person sitting at the table to fix this problem is Anthony D’Esposito, and he is doing nothing,” said Laura Gillen, a Democrat seeking a rematch against Mr. D’Esposito, who represents the South Shore of Long Island. The GOP divide was laid bare on the debate stage this week, as candidates backed a 15-week abortion ban, deferred to the states or tried to split the difference. “There’s no real consensus at this point.”Biden’s reelection campaign has also homed in on remarks GOP candidates made on abortion during the debate. The ad, aimed at women in seven battleground states, is part of a $25 million ad campaign CNN first reported earlier this week. Republicans have begun to coalesce around the idea of a federal abortion ban after 15 weeks of pregnancy. Pence used his remarks at the same conference to call on every GOP candidate to back a 15-week ban as a national standard.

It echoes 1,000 years of antisemitic conspiracy theories that Jews are responsible for, yet somehow immune to, plagues and disease – beliefs that led to actual Jews being murdered by angry mobs. No, of course, we’re in Washington, DC, where politics dictates how antisemitism is, or isn’t, tolerated by those with something to gain from it. Really, it was only a matter of time before RFK Jr. stumbled into overt antisemitism. Without exaggeration, many of my Jewish friends have remarked that this mainstreaming of antisemitism reminds them of 1930s Germany. There is no equivalence between a strident anti-Israel remark and the resurrection of age-old antisemitic conspiracy theories.

Question the conservative court’s very legitimacy. “He is an institutionalist at heart,” said Brian Fallon, a Democratic activist who has been waging a yearslong campaign to overhaul the Supreme Court. “Politicians of his vintage I think continue to have reverence for the court as an institution even though this current court, in its current composition, doesn’t deserve that reverence. He has called the Supreme Court’s recent decisions “extreme” and “outrageous,” but in an interview on MSNBC, the president would not call the court “anti-democratic.”“Its value system is different,” Mr. Biden said, focusing on the court’s rejection of abortion rights. “And its respect for institutions is different.”Examinations of the past two years of Supreme Court decisions have revealed what longtime observers say is a clear shift to the right, making it by one measurement the most conservative court in nearly a decade.

It’s a persistent sense that the inner circle of advisers to the president and several of the very few aides who have been hired for his reelection campaign dismiss as absurd. “They are so underestimated, and they keep getting it right,” said Jim Messina, former president Barack Obama’s 2012 reelection campaign manager, who has been one of the people privately advising Biden’s team to ramp up gradually. “We will grow and ramp up alongside the Biden campaign, probably in late fall or early next year,” Barnes said. “The most important power of incumbency is taking time to plan and build your campaign while your challenger is busy with a primary,” a Democratic campaign veteran said. “You can raise more now, but President Biden is raising less,” a veteran Democratic fundraiser on the West Coast said.

To the Editor:Re “It’s Not Too Late for the Republican Party,” by J. Michael Luttig (Opinion guest essay, nytimes.com, June 25):Judge Luttig is to be commended for being a voice in the wilderness of Republican politics; however, the party isn’t worth saving. If it were, the judge would offer some of the party’s alternatives to the grievances and demonization that have been its hallmarks since long before Donald Trump. The party chose enemies over ideas a long time ago. Its leaders have shown no interest in putting forth meaningful policies while they have kept their voters distracted and convinced that, all evidence to the contrary, Hillary or gay or Jewish or Black people or drag queens or the Bidens or Mexicans are to blame for everything. Donald Trump isn’t the only problem.
