WASHINGTON (AP) — President Joe Biden on Wednesday vetoed a Republican measure that would have blocked a White House waiver that allows some foreign-made content in federally funded chargers for electric vehicles. The White House said the GOP plan would actually block made-in-America requirements, since it would revert U.S. policy to a 1980s rule that allows foreign content in U.S. manufacturing. The GOP bill "would eliminate the domestic manufacturing requirement for electric vehicle chargers, thereby harming domestic manufacturing and American jobs,'' Biden said in a veto statement. If enacted, the GOP resolution would revert U.S. policy to a 1983 rule that waives domestic requirements for many manufactured products. The Senate approved the measure, 50-48, i n November, despite a White House veto threat.

A core group of negotiators have been laboring for nearly two months over changes to U.S. border and immigration policy and hoped to unveil the legislation later this week. However, the emergency funding package has been delayed months in Congress after Republicans insisted that border policy changes also be included in the package. It remains to be seen whether the border policy changes, which have been negotiated in private with top White House officials, will be enough to satisfy most Republican senators. The group has mostly reached agreements on policy changes, but on Monday was working with Senate appropriators to determine funding levels for the programs. Democrats have bemoaned the Republican decision to tie Ukraine aid with border policy changes.

What Biden is asking forBiden's emergency request to Congress included aid for Ukraine, Israel and other U.S. allies, along with $14 billion to bolster the immigration system and border security. “It is unanimous that our broken immigration system is in dire need of reform,” Mayorkas said. Republicans have made clear that will not be addressed in this package, which they want to be more narrowly focused on border security measures. Republicans argue that Ukraine aid could be a tough sell to some of their voters, and the border policy is the compromise. It’s border security for Ukraine aid.”So far, leaders in both parties have encouraged the talks.

CNN —The top two lawmakers on the US Senate’s space and science subcommittee are pushing federal regulators to accelerate the approval of commercial space launches, arguing that the current pace could cost the United States its edge in the new space race. ‘Keeping pace with industry demand’The FAA’s Office of Commercial Space Transportation is responsible for protecting public safety while simultaneously greenlighting a growing number of commercial space launches, which have quadrupled in just four years. The FAA has already licensed 104 launches this year, compared to 26 launches in 2019. We cannot be our own worst enemy when it comes to beating China to the moon and Mars,” Schmitt told CNN. For much of the year, Sen. Tommy Tuberville has prevented hundreds of military promotions. After a Senate Rule Committee vote on Tuesday, there's an opportunity to circumvent the block. For it to succeed, around 10 GOP senators need to be on board, which is no guarantee. He explained his decision to reporters, noting he wants to give his Senate colleagues more time to find a way to stop Tuberville without altering Senate procedure. But without the support of the head of the Senate GOP, it's increasingly unclear if there will be enough support from members to pass the resolution and put a stop to Tuberville's blockade.

The idea that either party could pick up six Senate seats in a single election seems crazy today, when only a handful of seats are viewed as truly competitive. The country and West Virginia changed around ManchinJust before Manchin arrived in the Senate, there were two Democrats representing West Virginia and two Republicans representing Arizona. One person who is running to replace Manchin, West Virginia Gov. While they are on defense in key races across the country, Democrats’ two remotely plausible pickup opportunities, in Florida and Texas, are also states that went for Trump. Meanwhile, now that he’s not running for reelection, Manchin wants to take his brand on the road.

Senator Joe Manchin, a maverick who has often bucked party leadership in the past two years, said on Thursday that he will not seek re-election, hurting Democrats' chance of defending their thin Senate majority in the 2024 election. The move by the 76-year-old lawmaker will make it very difficult for Democrats to defend his West Virginia seat. "We like our odds in West Virginia," Senator Steve Daines, the head of Republican senators' campaign arm, said in a statement. David Bergstein, a spokesperson for the Senate Democrats' campaign arm, said the party was confident in its chances of strengthening its majority. Manchin has insisted that his only motivation is the coal-producing state of West Virginia and an eye on fiscal responsibility.

The party in 2024 is defending Democratic-held seats in West Virginia, Montana and Ohio — all states that Trump carried handily in 2020. They have very few pickup opportunities — their best being Republican-held seats in Texas and Florida, both states Trump won twice. Meanwhile, the White House issued a statement praising Manchin's dedication to the people of West Virginia and his accomplishments in Washington. Biden said the Manchin family "should feel proud of the Senator’s service to West Virginia and to our country. When asked about a prospective Manchin presidential run, Biden's campaign declined to comment.

But the West Virginia senator’s Thursday announcement that he won’t seek reelection next year only refreshed a perennial question arising from his savvy instinct for accumulating power: What exactly is he up to? Second, the announcement immediately stoked speculation that Manchin is mulling a third-party presidential bid. Manchin’s decision to quit Washington comes as a formidable potential Republican challenger, West Virginia Gov. And if Manchin can’t win in the MAGA stronghold of West Virginia, it’s impossible to believe any other Democrat can. West Virginia was once a Democratic bastion, however.

The White House argued the Republican bill would eliminate entirely the domestic manufacturing requirement for government-funded electric vehicle (EV) chargers "thereby harming domestic manufacturing and American jobs." Congress has set aside $7.5 billion to fund electric vehicle charging stations. The White House said the bill to rescind the waiver would also overturn the FHWA decision to extend Buy America rules to EV chargers. As a result, the 1983 Reagan administration decision to exempt manufactured products from Buy America requirements would again apply, meaning EV chargers would not be covered by any Buy America requirements, the White House said. Rubio said the waiver would allow government funds to "go into the hands of Chinese companies to build electric vehicle charging stations."

CHARLESTON, W.Va. (AP) — Democratic Sen. Republican former President Donald Trump beat Democratic President Joe Biden here by 39 points in 2020. OHIOLiberal Democratic Senator Sherrod Brown is seeking a fourth six-year term in a state, like West Virginia, that increasingly is Republican. There are at least four Republicans seeking their party's nomination, including State Senator Matt Dolan. Trump won the state by 16 points in 2020 and Tester is the only Democrat in the state's congressional delegation. Biden captured Michigan by just three points over Trump and the open Senate seat has attracted several aspirants from Democratic and Republican benches.

Leading Senate Democrats are teasing a new path forward to bypass one senator’s blockade of military promotions, leaning on GOP frustrations that bubbled to the surface this week and culminated in a dramatic confrontation from members of the senator’s own party. A group of Republican senators took to the Senate floor late Wednesday to attempt to circumvent a dispute in which Sen. Tommy Tuberville has single-handedly held up more than 300 military promotions over a Pentagon abortion travel policy. The stunning scene comes nine months into the blockade and as Democrats – and more recently fellow Republicans – have grown anxious to move the military promotions forward. It would require the support of all Democrats and independents and at least nine Republicans. But they suggested that Tuberville should take his issue to the courts, rather than holding up the chamber and setting a dangerous precedent.

… If you change the rules of the Senate then it lasts forever,” Tuberville told CNN’s Manu Raju. The bloc of nominees wouldn’t include some higher-level military promotions, which senators would still want to confirm one at a time. The proposal could go to the Senate Rules Committee as soon as this week, a source told CNN Thursday. Tuberville also said that he has had little or no interaction with the White House about the possibility of finding a solution. WASHINGTON (AP) — The Senate voted 98-0 to approve President Joe Biden’s nominee to lead the Federal Aviation Administration on Tuesday, ending a span of nearly 19 months in which the agency was without a Senate-confirmed chief. Michael Whitaker is a former deputy FAA administrator and most recently served as chief operating officer of a Hyundai affiliate that is developing an air taxi. Whitaker's confirmation seemed assured last week, when members of the Senate Commerce Committee endorsed him unanimously. The nomination of Denver International Airport CEO Phil Washington languished for months, then failed to get out of the Commerce Committee because of opposition from Republicans and independent Kyrsten Sinema of Arizona. The FAA has been without a Senate-confirmed administrator since March 2022, when Stephen Dickson stepped down midway through his five-year term.

Rep. Ruben Gallego is running for the Democratic nomination, setting up a potential three-way race if Sinema runs as an independent. But polling shows that Sinema and Gallego would not simply divide the Democratic vote, handing the race to GOP firebrand Lake.
