KYIV, Ukraine — The Ukrainian capital was blanketed by darkness Monday, even as residents were bolstered by a sense that their American allies had — finally — seen the light. "It is excellent news for us and a significant move," Kyiv resident Maryna Vlasenko, 39, told NBC News. She also bemoaned the lengthy process and the continued limits on Ukraine's use of the long-range weapons, however. A charred vehicle sits outside a residential building in Sumy, Ukraine, after a Russian missile strike Sunday. “Ukrainians don’t have the luxury of waiting while Russia continues killing civilians in Mykolaiv, Sumy, and pushing on the eastern front,” he added.

North Korean leader Kim Jong Un urged the country’s military to improve capabilities for fighting a war in a speech last week, state media KCNA said on Monday, after Pyongyang dispatched thousands of troops to Russia. The report came amid international criticism over rapidly developing military cooperation between North Korea and Russia. Washington, Seoul and Kyiv have said there are more than 10,000 North Korean soldiers in Russia to support its war against Ukraine, and some of them have engaged in combat in Kursk, near the Ukraine border. Biden’s administration has allowed Ukraine to use U.S.-made weapons to strike deep into Russia, sources told NBC News, marking a significant policy reversal and a response to Russia’s deployment of North Korean ground troops. Ukrainian President Volodymyr Zelenskyy has said that North Korean troops had suffered casualties in combat with his country’s forces, and the first battles between them "open a new page in instability.”

The idea is to help Ukraine hold on to Kursk for as long as possible, the official said. : Biden’s decision comes at one of the most perilous moments for Ukraine in a war that has raged for nearly 1,000 days. Thousands of North Korean troops have been deployed to support Moscow’s effort in Kursk, while Russian troops are making significant gains on the eastern frontlines in Ukraine. The shift in policy also comes as Biden prepares to make way for President-elect Donald Trump. Trump has said he could settle the war in one day, without saying how he would do so.

During a landmark visit to the Amazon rainforest on Sunday, President Joe Biden highlighted his climate legacy, declaring that no one can reverse America’s green transition as President-elect Donald Trump’s fossil-friendly policies loom large. Biden is the first sitting U.S. president to visit the world’s largest tropical rainforest, which plays a vital role in removing carbon dioxide from the atmosphere but is under growing threat from climate change. Speaking afterward at the Museum of the Amazon in Manaus, Brazil, Biden said the fight against climate change had been a “defining cause” of his presidency. Biden began his term by bringing the U.S. back into the Paris Agreement, an international treaty on climate change that his predecessor, Trump, had withdrawn from. Trump, a climate change skeptic, has said he will withdraw from the agreement again as well as loosen restrictions on oil and gas exploration.

But whether they are measured by income or educational attainment, President-elect Donald Trump won working-class voters overall while he made strong gains among nonwhite working-class voters like Hispanics and Asian Americans. As recently as 2012, non-college-educated voters were splitting their votes evenly or even slightly in favor of Democrats. But that has left the party’s leaders, donors, operatives and other decision-makers more removed from the lives of low- and middle-income workers, some labor leaders say. But there is widespread frustration that Trump outflanked Democrats to position himself as a champion of working people, as well as dissatisfaction with Democrats not limited to white or male union members. But that policy was not enough to overcome larger societal forces that have led many working-class voters to doubt Democrats’ commitment to their well-being.

It was just one example of Trump casting a long shadow over a pair of world leader summits taking place in South America this week. Yet to many involved in the discussions, the episode suggested the contention that colored world leader summits during Trump’s first presidency may be poised to return. “You can already see the Trump effect taking hold,” one Western diplomat said as the summit was getting underway. “Trump will only cause more divisions, and more divisions mean less leverage and less influence,” the official went on. “President Biden is that president, he will be handing off power in January, and it will be up to a new administration to decide what to do with it.”

CNN —“Impoundment” is another word that Americans may need to learn in the vernacular of President-elect Donald Trump’s second term. Trump took the time to record a video about impoundment during the Republican primary season, and he promised seizing control over spending from Congress would be a top priority if he was elected. Impoundment occurs when Congress appropriates money that the president then declines to spend. As a result of these standoffs, Congress passed a law to curtail a president’s use of impoundment, particularly for policy reasons. The Impoundment Control Act of 1974 did a lot more than that, however.

CNN —President-elect Donald Trump’s Cabinet picks are unique for many reasons. Kennedy brings his addiction worldview to prescription drugs such as those overseen by the Food and Drug Administration, which he would oversee if confirmed as HHS secretary. But Musk denied allegations of past drug use as reported in The Wall Street Journal early this year. Federal employees are barred from taking illegal drugs, and there are no reports to indicate that any of Trump’s Cabinet or other administration picks are using illegal drugs. CNN has reported that this year, Trump’s team is bypassing long and cumbersome FBI background checks for some of his Cabinet picks.

Oil prices edged up on Monday after fighting between Russia and Ukraine intensified over the weekend, although concerns about fuel demand in China, the world's second-largest consumer, and forecasts of a global oil surplus weighed on markets. Russia unleashed its largest air strike on Ukraine in almost three months on Sunday, causing severe damage to Ukraine's power system. Investors also fretted over the pace and extent of interest rate cuts by the U.S. Federal Reserve that has created uncertainty in global financial markets. And President Trump hasn't been the one that weaponized the DOJ to go after his political enemies. I think that's a pretty controversial pick, from whatever pronoun that he or he - he or she decides to use.
