Russian President Vladimir Putin at an expanded Prosecutor General's Office meeting on March 26, 2024, in Moscow. In opening remarks before a meeting with senior officials on Russia's nuclear deterrence on Wednesday, which were released by the Kremlin and translated by NBC News, Putin said that "a number of clarifications ... defining the conditions for the use of nuclear weapons" are being made to the document that defines Russia's nuclear doctrine. Russia's latest comments on changing its nuclear doctrine are not a surprise — Moscow has hinted for months that it was making changes to its official stance on the use of nuclear weapons. In its 2020 policy, Russia nonetheless described nuclear weapons as "a means of deterrence," the use of which would be "an extreme and necessary measure." CNN —Andrew Holmes’ images of trucks on Californian highways are sun-drenched, saturated and sharp. Now, Holmes’ works have been brought together in a book — “Gas Tank City” (Circa Press) — alongside a show of the same name at London’s Architectural Association (AA). The drawings that make up the "Gas Tank City" book and exhibition celebrate every inch of the classic American truck, particularly the iconic Kenworth model. While the words “hyperreal” and “photorealistic” are used to describe his work, Holmes points out that the drawings are “completely unlike” photographic images. An initial DNA test on remains believed to be those of Joseph Couch, the suspect in the Interstate 75 shootings, was inconclusive, but an autopsy confirmed the cause of death was a self-inflicted gunshot wound, state officials said. The soft tissue DNA test was “inconclusive due to extreme decomposition of the body,” and a further DNA test with material extracted from bone will be completed, the Kentucky Justice and Public Safety Cabinet said in a news release. The remains were found in deep brush by a highway exit in Laurel County, which is where London is and where the shootings occurred, state officials said. A couple livestreaming the search for Couch's body helped in the effort and the discovery, state police said. The DNA test from bone is expected to begin Friday and take 24 to 48 hours, the Justice and Public Safety Cabinet said.

CNN —Sean “Diddy” Combs is expected Wednesday afternoon to appeal a federal judge’s decision to hold the hip-hop artist and music mogul without bail after he pleaded not guilty in federal court to charges of racketeering conspiracy, sex trafficking and transportation to engage in prostitution Tuesday. In court, prosecutors argued the music mogul should not be released because he had previously reached out to witnesses and victims. The judge told Combs there were no conditions she could find to assure her that he would appear in court if released. Combs’ lawyer Marc Agnifilo told CNN’s Kaitlan Collins on Tuesday night that Combs will likely not take a plea deal. The revelations about Ryan Wesley Routh emerged Monday, a day after a Secret Service agent rousted him from a hiding place at the West Palm Beach, Florida, golf course where Trump had been playing. Trump was on the fifth fairway and not in Routh’s line of sight when the agent “engaged” the suspect, said Ronald Rowe, acting director of the Secret Service. In 2002, court records show, Routh was convicted of illegally possessing a machine gun. Court records for a person named Ryan Routh also show a 2003 divorce, along with multiple civil judgments after contractors and individuals sued a roofing company he helped run.
