I.M.F. Sees Signs of Cooling in U.S. Economy

The United States economy is growing more slowly than expected and inflation remains stubbornly high around the world, two developments that pose risks to the global economy, the International Monetary Fund said on Tuesday. The new report said the I.M.F. still expected growth in global output to hold steady at 3.2 percent in 2024. However, the closely watched projections included several caveats and warned that the global economy was in a “sticky spot.”Most notable were signs of weakness in the United States, which has helped power the global recovery from the pandemic. now expects the United States economy to grow more slowly than it did previously as a result of weaker consumer spending and a softening job market.

A trader works on the floor at the New York Stock Exchange (NYSE) in New York City, U.S., July 3, 2024. The S&P 500 is up nearly 18% in 2024, while the Nasdaq Composite is up 22% in that same time frame. Americans have often been accused, especially by those living abroad, of having a rather narrow view of the world. But President Xi Jinping's "party over prosperity" political model continues to dampen enthusiasm among both foreign investors and domestic consumers. There may be a day that that becomes true and other economies and markets may prove more alluring, but that day has yet to come.

The IMF said in the report that emerging markets have seen a decline in the more volatile net portfolio inflows, but net inflows of foreign direct investment (FDI) has been more stable. At the same time, the report said that China saw net capital outflows over the 2022-2023 period, including net negative FDI inflows. Overall, global gross capital inflows declined to 4.4% of global GDP, or $4.2 trillion, in the 2022-2023 period, from 5.8 percent of global GDP, or $4.5 trillion, in 2017-2019. But the U.S. benefited strongly from the shifts, accounting for 41% of global gross inflows during the 2022-2023 period, nearly double its 23% share in 2017-2019. The U.S. share of global gross outflows also increased, to 21% from 14% during the same periods.

The Federal Reserve, which acts independently from the Oval Office, was slow to act to contain hot inflation, for example. That Biden is seen as stoking high inflation is due somewhat to optics: he took office in early 2021, around the time inflation spiked notably, economists said. "In my view, neither Trump nor Biden is to blame for the high inflation," said Mark Zandi, chief economist at Moody's Analytics. At a high level, hot inflation is largely an issue of mismatched supply and demand. For example, Trump imposed tariffs on imported steel, aluminum and several goods from China, which Biden largely kept intact.

Here are three true things about President Biden: He has done an excellent job as president. And he should step aside as his party’s nominee for president, probably in favor of Vice President Kamala Harris. Anyone who has been following American politics and policy has to be aware just how remarkable Biden’s achievements have been. But Biden, despite having only a razor-thin legislative majority, enacted major investments in infrastructure, advanced technology and green energy. Almost as many voters give credit for infrastructure to Trump — whose repeated promises to come up with a plan became a running joke — as to Biden, who got the job done.

Yet, in a year of elections around the world, politicians are largely ignoring the problem, unwilling to level with voters about the tax increases and spending cuts needed to tackle the deluge of borrowing. In France, political turmoil has exacerbated concerns about the country’s debt, sending bond yields, or returns demanded by investors, soaring. “Many (politicians) are not willing to talk about the hard choices that are going to need to be made. Despite growing alarm over the federal government’s debt pile, neither Joe Biden nor Donald Trump, the main 2024 presidential candidates, are promising fiscal discipline ahead of the election. Former Prime Minister Liz Truss triggered a collapse in the pound in 2022 when she tried to force through big tax cuts funded by increased borrowing.

The Federal Reserve should wait to cut interest rates until "at least" the end of the year, according to the head of the International Monetary Fund. The U.S. is the only G20 economy to see growth above pre-pandemic levels, and "robust" growth indicates ongoing upside risks to inflation, the 190-country agency said. "We do recognize important upside risks," IMF Managing Director Kristalina Georgieva said at a press briefing on Thursday. "Given those risks, we agree that the Fed should keep policy rates at current levels until at least late 2024." The Fed's current fed funds rate has stood within the range of 5.25% to 5.50% since July 2023.

And therefore, I will not sign the 2024 finance bill, and it shall subsequently be withdrawn," he said in a televised address.
