SEOUL, South Korea — South Korea showcased a ballistic missile capable of carrying an eight-ton warhead and featured a flypast of a U.S. bomber at military parades in Seoul on Tuesday, a show of force now held annually to signal readiness to respond to North Korean threats. For decades such military parades had been held only infrequently in South Korea. Military officials have said Tuesday’s parade was partly intended to showcase South Korea’s military might as a deterrence to North Korea, which frequently stages parades featuring weapons such as intercontinental ballistic missiles. South Korea has passed a law banning the possession and viewing of deepfake porn. The majority of deepfake porn videos online feature South Korean singers and actresses. The new legislation aims to expand on the earlier law by targeting the consumers of deepfake porn, as South Korea grapples with sexually explicit AI-generated content. According to AFP, authorities last month discovered a vast network of these deepfake porn chatrooms, which sometimes targeted school and university staff and students. Security Hero said that in 2023, the total number of deepfake videos online was 95,820, with 98% of those being pornographic in nature.

Seoul CNN —The former head of a local police station in Seoul has been sentenced to three years in jail over a deadly 2022 Halloween crowd crush, making him the highest-ranking law enforcement official to be held criminally liable over the disaster. Seoul Western District Court said Monday it found Lee and two other former Yongsan police officers guilty of neglecting their duties, which resulted in deaths and injuries, despite signs that “the danger of large-scale casualties” was foreseeable. Itaewon, home to some of Seoul’s popular restaurants and bars, had hosted Halloween celebrations for years. Most who died that night were young South Koreans – largely in their teens and early 20s. Last year, the Seoul Metropolitan Government announced a slew of new measures “to ensure a safe Halloween” – including a new CCTV system to monitor crowd numbers.

CNN —Former Hungarian fencer László Csongrádi has been left so distraught by the theft of his Olympic gold medal that he has offered to leave it to the thief in his will if it is returned. Csongrádi, 65, won the Olympic gold in the men’s team sabre competition at the 1988 Summer Olympics in Seoul. “For two weeks, I can’t calm down and be happy because everything reminds me of my stolen Olympic gold medal,” Csongrádi told Hungary’s Sportal website. “He could have taken other important things, but for some reason (the medal) was all he was interested in,” he added. “The thief touched many things, many fingerprints were left behind, but there is nothing to identify them.

CNN —The US soldier who ran across the border from South to North Korea last year was sentenced Friday to one year in confinement and dishonorable discharge after pleading guilty to charges of desertion and assault. The time King spent in confinement after his apprehension will count toward his sentence, the Army said. Military officials previously said that in July 2023 King “willfully and without authorization” crossed into North Korea shortly after he was released from a detention facility in South Korea. One day later, King joined a tour of the Joint Security Area in the demilitarized zone between North and South Korea from which he fled across the demarcation line and into Pyongyang’s custody. Several months later, the US received word that North Korea wanted to return King.

SEOUL, South Korea — North Korea tested new tactical ballistic missiles using super-large warheads and modified cruise missiles on Wednesday as leader Kim Jong Un called for stronger conventional weapons and nuclear capabilities, state news agency KCNA reported. The account followed the firing of multiple short-range ballistic missiles on Wednesday reported by the South Korean military, which was the second time the North test-launched missiles in a week. Last week, North Korea also unveiled a uranium enrichment facility, in its first such public report. Wednesday’s tests involved the new tactical ballistic Hwasongpho-11-Da-4.5 missile, KCNA said, indicating it was part of a series of short-range ballistic missiles it had been developing. The allies say the drills are defensive in nature and aimed at maintaining readiness against any North Korean aggression.

North Korea is believed to have several sites for enriching uranium. The new type of centrifuge shows North Korea is advancing its fuel cycle capabilities, said Ankit Panda of the U.S.-based Carnegie Endowment for International Peace. “Kim also appears to suggest that North Korean tactical nuclear weapons designs may primarily rely on uranium for their cores,” he said. This is notable because North Korea is more able to scale up its highly enriched uranium stockpiles, Panda said, compared with the more complicated process for plutonium. At that time, around 60 nations including China endorsed a modest "call to action" without legal commitment. There are many other initiatives on the issue, such as the U.S. government's declaration on responsible use of AI in the military launched last year. The Seoul summit — co-hosted by the Netherlands, Singapore, Kenya and the United Kingdom — aims to ensure multi-stakeholder discussions are not dominated by a single nation or entity.

The summer of 2024 was the hottest on record, according to the European Union's climate monitor, extending an alarming run of temperature records that has put the planet firmly on course to notch its hottest year in human history. The summer months were found to be 0.69 degrees Celsius above the 1991-2020 average for the June-August period. It surpasses the previous record from June-August last year, which was 0.66 degrees Celsius above the average baseline. Samantha Burgess, deputy director of C3S, said the world had experienced the hottest June and August, the hottest day on record and the hottest boreal summer on record in the space of just three months. "This string of record temperatures is increasing the likelihood of 2024 being the hottest year on record," Burgess said in a written statement.

It's been over a decade since I sat in the water of a Pyongyang public bathhouse, fielding questions from several North Korean university students. Kumsusan Palace of the Sun, where the bodies of Kim Il Sung and Kim Jong Il are preserved for viewers to see inside. The show is the world's largest gymnastics display and one of the most important events in the North Korean calendar. What looked like tens of thousands of North Korean children and adults played music, gave traditional dance performances, and conducted intricate gymnastics routines. During my exchange, I spoke to young North Korean people, asking them about their ambitions.
