As a former acting U.S. trade representative who also served on the National Security Council, I’ve engaged in international economic policymaking firsthand. Trump’s main economic idea is to indiscriminately impose tariffs on U.S. trading partners, but it is American importers, exporters and consumers who will pay the price. When Trump last levied tariffs, the EU, Canada, China and other trading partners imposed their own tariffs in retaliation. While President Joe Biden left most of Trump’s tariffs against China in place, he managed to negotiate agreements that led to the easing of many retaliatory measures. As president, Harris would lead an economy that helps everyone, not just those at the very top.

CNN —One of the driest months in United States history is coming to a close after causing the worst drought in more than 20 years in parts of the East as temperatures soar well above average there. As of October 25, the average precipitation across the Lower 48 was less than an inch. Only five months in the 129 years of records have ended with less than an inch of average precipitation over the Lower 48. Flash drought happens when drought conditions increase quickly, rather than over a multi-month or yearly timeframe, according to NOAA. It’s the state’s worst drought level since 2002.

CNN —Michigan prosecutors charged a Chinese citizen with voter fraud and perjury after he allegedly cast a ballot in the 2024 election, authorities announced Wednesday. Authorities said the man isn’t a US citizen, and therefore can’t vote in federal elections. Experts say illegal voting by non-citizens is extremely rare, and when it does happen, it is usually caught quickly. Authorities did not identify the Chinese student accused of voting in the election. WASHINGTON — The Supreme Court on Tuesday rejected a long-shot bid by Robert F. Kennedy Jr., who ended his independent presidential campaign, to remove his name from the ballot in the key swing states of Wisconsin and Michigan. Voting is already underway in both states, so it never seemed likely the Supreme Court would grant Kennedy's requests. The Wisconsin Supreme Court and the Michigan Supreme Court both ruled against Kennedy last month. Kennedy has not sought to remove himself from the ballot in all states. In fact, in New York he tried to have his name added to the ballot in a bid to frustrate Democrats, a move the Supreme Court rejected in September.

CNN —The North Carolina Court of Appeals on Tuesday unanimously rejected a Republican bid to have election officials segregate overseas ballots cast by people who have never resided in the state for additional checks of the voters’ eligibility. The court’s decision is the latest blow to Republican efforts to attack overseas ballots in critical battleground states. Earlier Tuesday, a federal judge in Pennsylvania dismissed a challenge to the vetting procedures for overseas ballots in that state. And last week, a state judge in Michigan sided against the GOP in a case targeting ballots cast by people who had never lived there but were eligible to vote in the state because of familial ties to it. Though North Carolina’s policy of accepting ballots from overseas voters has been on the books for several years, starting in 2016, civilian voters abroad began outnumbering the military vote overseas – which itself is not as conservative as it once was.

(AP) — The federal government is handing out $2.4 billion in railroad grants to help pay for 122 projects nationwide with more than half of the money going to smaller railroads. The grants announced Tuesday by the Federal Railroad Administration will go to projects across 41 states and Washington, D.C. Last year, the administration handed out $1.4 billion in these rail grants. But the majority of the money — nearly $1.3 billion — will go to 81 projects at smaller short line railroads across the country. Chuck Baker, president of the American Short Line and Regional Railroad Association trade group, said the grants will help those smaller railroads significantly.

Early voting trends cannot predict the outcome of an election, but they can provide clues about who is voting – at least so far. Early voting in Georgia and North CarolinaWhile preelection turnout is generally down, Georgia is an outlier. It was exactly the kind of rhetoric that the Harris campaign believes could prompt moderate voters and disaffected Republicans to choose the vice president. Democrats had warned the new rules around certification could allow local election officials to delay or altogether decline to certify the election results as they searched for purported fraud or irregularities. Key GOP state officials, including Secretary of State Brad Raffensperger, had also opposed the new rules. Republican state officials have launched an emergency appeal in Virginia, while Trump has attempted to play up the ruling for political gain. A Republican lawsuit led to a settlement with Detroit election officials that affirmed that there would be at least one GOP poll watcher in each precinct. But in Wisconsin, a judge rejected a lawsuit there to force election officials to hire more GOP poll workers in Racine.

☆ Harris hones in on manufacturing plan in Michigan as Trump leads on economy

Vice President Kamala Harris is planning to put manufacturing at the center of her closing message against former President Donald Trump in the battleground state of Michigan on Monday. CNBC's October All-America Economic Survey found 46% of respondents nationally said Trump would be better for the economy in their community versus 38% who said the same of Harris. In battleground states specifically, the poll found that Trump maintained a comparable eight-point edge, also outside the margin of error of 4.0 percentage points. The Michigan tour is part of the Harris campaign's weeklong barnstorming of the battleground states. On Sunday, the Vice President was in Pennsylvania and she is scheduled to visit North Carolina, Wisconsin, Arizona and Nevada on Wednesday and Thursday.
