CNN —Russian President Vladimir Putin has approved a record-breaking defense budget, setting aside a staggering third of the government’s total spending as the war in Ukraine drains resources from both sides nearly three years on. The budget for 2025, which was published Sunday, allocates about $126 billion (13.5 trillion rubles) to national defense – amounting to 32.5% of government spending. The defense budget is about $28 billion (three trillion rubles) higher than the previous record set this year. The new three-year budget forecasts a slight reduction in military spending for 2026 and 2027. The North Korean troops may help Russia’s efforts for some time – but the material losses could be harder to make up for.

CNN —When photographer Elizabeth Kahane’s husband asked where in New York they should live following their engagement in 1998, she had a very specific requirement for their marital home: A view of the annual Macy’s Thanksgiving Day Parade. Its street-facing windows offered the perfect vantage point to watch — and photograph — the procession, which travels down through midtown Manhattan to Macy’s department store on Thanksgiving morning. The photographer has captured the spectacle almost every year since, missing the parade just twice in over a quarter of a century. Thomas the Tank Engine, the Kool-Aid Man and Boss Baby are just some of the dozens of other outsized characters Kahane has pictured floating slowly past her home — often at eye-level. London CNN —A Banksy mural in Bristol, southwestern England, is set to be sold at auction next year, along with the building it was created on. “Well Hung Lover” was painted on the side of a building on Bristol’s Frogmore Street in 2006, with the city’s residents later voting to keep the mural. The building, which once housed a sexual health clinic, will be put up for auction by Hollis Morgan, an estate agency and auction house in Bristol. While the future owner has to ensure the “Well Hung Lover” stays put, they have no obligation to maintain it. Last year, a Banksy mural in Dover, southern England, valued at around £1 million ($1.2 million), was lost for good after the building it was painted on was knocked down.

Robert W. Dixon Sr., the last known survivor of the U.S. Army’s all-Black regiments known as Buffalo Soldiers, died on Nov. 15 near Albany, N.Y. His wife, Georgia Dixon, said he died at a rehabilitation center. Created after the Civil War, the Army’s all-Black cavalry and infantry regiments were nicknamed “Buffalo Soldiers” by Native Americans who encountered them in the nation’s Western expansion. The name may have been a reference to the soldiers’ curly black hair or to the fierceness that buffalo show in fighting. During the Spanish-American War, the experienced horsemen of the 10th Cavalry led the way for Col. Theodore Roosevelt’s novice Roughriders in fighting in Cuba.
