The Biden administration plans to protect from deportation around 300,000 Haitians and allow them to work in the country, according to three people with knowledge of the matter, the latest move to shield immigrants from returning to countries in dire conditions. The administration’s plan would make Haitians who arrived after November 2022 and before early June eligible for temporary protected status, the three people said on the condition of anonymity because they were not authorized to discuss it publicly. It comes amid a flurry of recent immigration actions by President Biden. Mr. Biden has shifted toward a more restrictive stance at the southern border, which some see as an attempt to bolster his re-election chances. The Biden administration has used temporary protected status over the past few years to protect hundreds of thousands of migrants, including from countries like Venezuela, Ukraine, Afghanistan and Haiti.

The street turmoil that swept Kenya’s capital on Tuesday represented a blow to the Biden administration’s tight embrace of President William Ruto, a strong U.S. ally on a continent where American influence is rapidly waning. Just a day earlier, President Biden had formally named Kenya a major non-NATO ally, and Mr. Ruto had seen off a first group of 400 Kenyan police officers headed to Haiti on a contentious security mission that is largely financed by the United States. At the White House, the Kenyan leader was feted with a state dinner that included celebrity guests and former President Barack Obama, whose father was Kenyan. For Mr. Ruto, the state visit was the high point of a globe-trotting presidency. Foreign law enforcement officers began arriving in Haiti on Tuesday, more than year and a half after the prime minister there issued a plea to other countries for help to stop the rampant gang violence that has upended the Caribbean nation. Footage shared on social media showed dozens of armed men in military fatigues filing out of a Kenya Airways plane at Haiti’s Toussaint Louverture International Airport in the capital, Port-au-Prince. The officers are part of a deployment of police officers from eight nations who will fan out across the capital in an effort to wrest control of the city from dozens of armed groups that have attacked police stations, freed prisoners and killed with impunity. Since the appeal for international help went out in October 2022, more than 7,500 people have been killed by violence — more than 2,500 people so far this year alone, the United Nations said.

Biden unveiled the sweeping executive action Tuesday afternoon at the White House, attempting to use executive action to affect the situation on the border after a bipartisan measure failed earlier this year. The new executive action bars migrants who cross the border illegally from seeking asylum – a departure from decades-long protocol – once a daily threshold is met. Senior administration officials told reporters Tuesday it would be lifted when there’s a daily average of less than 1,500 encounters in between ports of entry. Conille has been UNICEF's regional director for Latin America and the Caribbean since January 2023 and previously served as Haiti's prime minister from October 2011 to May 2012 under then President Michel Martelly. He replaces Michel Patrick Boisvert, who was named interim prime minister after Ariel Henry resigned via letter in late April. He worked for several years at the United Nations before Martelly designated him as prime minister in 2011. It also accused the council of not being transparent while choosing a new prime minister, saying it did not publicly share the criteria used or the names submitted, among other things. In addition to picking a new prime minister, the council also is responsible for selecting a new Cabinet and holding general elections by the end of next year.

CNN —Haiti’s Transitional Presidential Council has tapped former Prime Minister Garry Conille to return to the position during the government’s transition period, council president Edgard Leblanc Fils said Tuesday. Conille briefly served as prime minister from 2011 to 2012 during the presidency of Michel Martelly. His appointment is a key step in the reconstruction of Haiti’s government, following the ouster of former Prime Minister Ariel Henry earlier this year. The new prime minister and the nine-member council must also select a cabinet and eventually lead Haiti to new elections. That foreign mission, led by Kenya, is now expected to arrive sometime in June.

An experienced international aid official, Garry Conille, was unanimously appointed prime minister of Haiti by a Presidential Transition Council on Tuesday, which tasked him with leading the country out of its current crisis until elections for a new president can be held. Mr. Conille will take on his new role just as a U.N.-backed security mission led by Kenyan police is scheduled to begin operations in the violence-torn Caribbean nation, which is battling to restore political stability and tackle armed gangs who control large parts of the capital, Port-au-Prince. Fluent in English, French and Creole, Mr. Conille’s credentials include a 25-year career working for the United Nations and other aid agencies. He also briefly led Haiti as prime minister over a decade ago during another period of crisis following the devastating 2010 earthquake. But Mr. Conille has spent many of the last few years outside the country, and his perhaps rusty domestic political skills are sure to be tested by the highly volatile situation he will encounter as prime minister.

An Oklahoma-based missionary group working in Haiti’s capital was attacked by gangs on Thursday, leaving two Americans and the group’s director dead, the organization, Missions in Haiti, announced on Facebook. The independent nonprofit was founded by an Oklahoma couple, David and Alicia Lloyd, in 2000. The victims were the founders’ son, David Lloyd III, 23, known as Davy; his wife, Natalie Lloyd, 21; and the organization’s Haitian director, Jude Montis, 20, the group said. Most of you know my daughter and son-in-law Davy and Natalie Lloyd are full time missionaries in Haiti. They were attacked by gangs this evening and were both killed.
