Mitch McConnell is making a very public push to support additional US support for Ukraine. AdvertisementAdvertisementThe White House has asked for $105 billion for Israel, Ukraine, and to fund border security efforts. While some Senate Republicans are skeptical of Ukraine support, there is much greater opposition in the House. Before former Speaker Kevin McCarthy's historic ouster, a conservative revolt forced leaders to strip Ukraine aid from the massive bill that funds the Pentagon. The measure failed but 93 Republicans voted in favor of it.

The House has released text of its planned Israel funding bill, appropriating $14.3 billion dollars to aid the country, setting up one of the first leadership tests for newly elected House Speaker Mike Johnson. In the Senate, both leaders have pressed to have any funding for Israel combined with Ukraine and border security funding. Johnson has pushed to detach the aid to Israel from the Ukraine aid. And right now, the Senate has a chance to produce supplemental assistance that will help us do exactly that,” McConnell said. Not some of them, but all of them … you can send Israel over by itself, that’d be fine,” he said.

Johnson of Louisiana, a lower-ranked member of the House GOP leadership team, becomes the fourth Republican nominee in what has become an almost absurd cycle of political infighting since Kevin McCarthy's ouster as GOP factions jockey for power. “I made my decision based on my relationship with the conference,” he said, referring to the GOP majority. House Republicans returned behind closed doors, where they spend much of their time, desperately searching for a leader who can unite the factions, reopen the House and get the U.S. Congress working again. In the end, Johnson won 128 votes on the evening ballot, more than any other candidate. With Republicans controlling the House 221-212 over Democrats, any GOP nominee can afford just a few detractors to win the gavel.

Rep. Steve Scalise, the GOP nominee to the next speaker of the House, has a rare blood cancer. "I guess it's the elephant in the room," said Rep. Tim Burchett of Tennessee, who supports Scalise's speakership bid. Scalise was diagnosed in August with multiple myeloma, a form of cancer that's treatable but not curable, and is currently undergoing chemotherapy. "I will admit it's a concern," said Rep. Keith Self of Texas, who's among the Republicans who have yet to support Scalise. Burchett also suggested that Greene was getting more attention for her remark about Scalise's cancer because she's a woman.

And others, still, cited grievances with Scalise’s record or with maintaining the status quo by elevating the No. By Thursday afternoon, even lawmakers Scalise had previously flipped changed their minds, and his backing began deteriorating. And in a razor-thin GOP majority, Scalise needs the support of all but four of his conference to secure the gavel if every Democrat casts a ballot. “I love Steve Scalise,” Rep. Andy Ogles of Tennessee said heading into the conference meeting to determine the next steps. “I think we need to start voting.”Others said the disagreement should be fleshed out in private before proceeding to a floor vote.

Rep. Steve Scalise (R-LA) waits to speak during a news conference after a caucus meeting with House Republicans on Capitol Hill May 10, 2023 in Washington, DC. The GOP majority leader from Louisiana does not appear to have the 217 Republican votes needed to win the speaker's gavel at this time given the tight margin in the closely divided House. The party remained divided after the internal ballot and the House adjourned Wednesday evening without a full floor vote on Scalise's candidacy. It is unclear when Scalise will face the House. Greene teased the prospect that Scalise will have to face multiple rounds of voting.

CNN —House Republicans picked Rep. Steve Scalise as their nominee for speaker on Wednesday, but the Louisiana Republican lacks the votes needed to win the gavel and it remains unclear whether he will be able to win over holdouts. Scalise won out over Rep. Jim Jordan in a closed-door vote by the House GOP conference to pick their speaker nominee on Wednesday. House Republicans hold a narrow majority and Scalise can only afford to lose four GOP votes on the floor and still win the speakership. McCarthy’s ouster, which was driven by a group of hardline conservatives, has intensified deep divisions within the House GOP conference and escalated tensions. Scalise is a veteran of House GOP leadershipScalise has risen through the ranks of leadership during his time in Congress.

CNN —As the dust settles on the tenure of former House Speaker Kevin McCarthy, there are lessons the Republican Party should learn. As the Republican caucus considers its next steps, they must choose a leader whose stewardship signals a clear break from the past. Here are the ways that Trump triggered the events that fueled McCarthy’s downfall. In 2022, Republican Senate candidate Herschel Walker, a former football star whose controversial candidacy was fueled by his connection to the former president, met the same fate. Fast forward less than a year and Trump was nowhere to be found when McCarthy’s fate as speaker hung in the balance.

CNN —Former President Donald Trump endorsed Ohio Rep. Jim Jordan’s bid for speaker of the House Friday. The former president is not expected to go to Capitol Hill, a source close to Trump said Thursday night. Republicans are slated to hear from speaker candidates at a forum next Tuesday, setting up the next possible House-wide speaker vote on Wednesday, October 11. Trump is “entirely focused” on running for president, the two sources said, characterizing his public posturing on the narrative that he could be elected speaker as Trump relishing the attention. All I can say is we’ll do whatever is best for the country and the Republican Party,” Trump told reporters outside the courthouse in lower Manhattan on Wednesday during a break from his civil fraud trial.

CNN —House Speaker Kevin McCarthy’s allies are scrambling to head off a right-wing revolt to oust the California Republican from his job and turning to the constituency that now suddenly holds the cards: House Democrats. One Democratic lawmaker who supports ousting McCarthy told CNN, “I have no trust in, nor respect for, McCarthy. But House Democrats also acknowledge that they don’t know another Republican who can get the 218 votes needed to clinch the speakership. “My advice to my fellow Democrats is simple: Follow the leader,” former House Speaker Nancy Pelosi said Sunday on CNN’s “State of the Union” with Jake Tapper. Notably, Representatives Wesley Hunt of Texas and Ken Buck of Colorado came back to Washington at Mr. McCarthy’s request to vote in his favor for speaker. And Representative Marjorie Taylor Greene of Georgia aligned herself with Mr. McCarthy during the speaker fight and was ousted from the Freedom Caucus over the summer. With far-right members of his caucus in revolt over suspending the debt ceiling, Mr. McCarthy was forced to negotiate a deal with President Biden, further enraging the already volatile faction. In another blow to Mr. McCarthy, the bipartisan measure passed with more Democrats than Republicans. They did so to punish Mr. McCarthy for making a deal with Mr. Biden to suspend the debt limit.

CNN —House Republican leaders are sending members home for the week amid deep divisions over funding the government ahead of the rapidly-approaching September 30 deadline, according to multiple GOP sources. The move came after House Republicans dramatically bucked Speaker Kevin McCarthy and GOP leadership on a procedural vote over a Pentagon funding bill, with the members now not set to return to session until next week. With government funding set to expire at the end of next week, persistent opposition from a bloc of far-right conservatives has continued to thwart the House GOP leadership agenda, threatening to paralyze the House floor in the process. The House on Thursday voted down a procedural measure that would have advanced the Defense Department bill. Opposition from hardliners has plagued efforts by Republican leadership to unify behind a plan to fund the government.

CNN —House Republicans are still struggling to reach consensus on a plan to fund the government, with lawmakers going back-and-forth over the issue and leadership forced to delay a planned procedural vote as they work to find agreement within their ranks. House GOP leaders canceled a procedural rule vote on the proposal originally slated for Tuesday morning amid that opposition from hardliners. Amid the impasse in the House GOP conference, there are discussions underway among some Republicans and Democrats about teaming up on a so-called discharge petition to fund the government if the House Republican-brokered plan fails on the floor this week. Five Republicans – most of them from the right flank House Freedom Caucus – voted against the rule, denying House GOP leadership of the 218 votes it needed for passage. House Speaker Kevin McCarthy, facing growing pressure from the right flank of his conference, announced on Tuesday he is directing committee leaders to open an impeachment inquiry into President Joe Biden, citing a “culture of corruption” around the chief executive. “Today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden,” McCarthy said at a press conference. But until now, the inquiry was not guaranteed, especially as it remained unclear whether vulnerable Republicans in swing districts that Biden won in the last election would vote to open the impeachment inquiry into the president. But other Republicans have opposed launching an impeachment inquiry. Rep. Ken Buck of Colorado has argued that the House lacks evidence connecting Biden to his son’s foreign business dealings.

The House returns this week from a lengthy August recess to a jam-packed September, with an end-of-month deadline to avert a government shutdown quickly approaching, foisting intense pressure upon House Speaker Kevin McCarthy. With just one of 12 spending bills passed through the House, little time remains to take action to keep the government fully functional by the Sept. 30 deadline. And should McCarthy look to Democrats to sidestep conservative demands, some have warned that they’ll bring up a vote for his ouster. Instead, some suggest that launching a Biden impeachment inquiry is McCarthy’s only true bargaining chip with those on the right. And to complicate matters further, the two chambers have marked up the spending bills at different levels, making reconciling the legislation all the more difficult.

While the idea of using the 14th Amendment to keep Trump out of the White House has been bandied about by lawyers and political figures, the Colorado action is the first lawsuit demanding that a state disqualify Trump from the ballot, CREW said. The group chose Colorado because the laws there make it easier to get it before a court, he says. Some members of Congress, most recently Democratic Sen. Tim Kaine of Virginia and Democratic Rep. Adam Schiff of California, have suggested the 14th Amendment might apply to Trump. Critics of the movement to disqualify Trump say the 14th Amendment clause was written to apply to former Confederates and should not be used against contemporary would-be candidates. Still, those who want to use the 14th Amendment to disqualify Trump face significant legal hurdles, experts say, adding that the matter is likely to end up in the Supreme Court if the movement gains steam.
