CNN —A summit between Russian President Vladimir Putin and African leaders began in St. Petersburg on Thursday, with a far lower turnout than previous years. Just 17 heads of African states are attending this year, the Kremlin has confirmed, less than half of the 43 heads of state that attended the 2019 conference. And some African politicians – further than simply not attending the summit – have expressed grave concerns about Russia’s war of aggression on Ukraine. Putin makes free grain pledgeThe African states being represented at the St. Petersburg summit will be keen to sway Russia into rejoining the grain deal, and Putin has courted African leaders for years in a deliberate effort to broaden Moscow’s global influence. Russia’s Wagner mercenaries have also been deployed in some African states.

The Deep-Water Horizon oil spill, severe pollution in the Niger Delta and Amazon deforestation, could be examples of ecocide, said Jojo Mehta, co-founder and executive director of Stop Ecocide International. A number of others have debated doing the same, including Brazil, Canada, Kenya, the Maldives and the UK, according to Stop Ecocide International. “It is not a question of whether ecocide will become part of international criminal law, it’s only a question of when,” Sands said. A working group, including Thunberg, has also been established to draw attention to the environmental impact of war. If ecocide were an international crime, it could give the process more authority, some experts say.

Officers have been probing the SNP’s handling of money that was slated for Scottish independence campaigning, according to PA Media. Zelensky, who has long expressed interest in speaking with Xi, said he had “a long and meaningful phone call” with the Chinese leader. Wednesday’s phone call is the first time Xi has spoken to Zelensky since Russia invaded Ukraine in February last year. China’s positioning as a mediator was also viewed critically as Xi visited Moscow but had still yet to speak with Zelensky. “Xi Jinping doesn’t want to put political capital behind an effort that then blows up in his face. In this case, this could mean Putin indicated to Xi that he was willing to talk to Kyiv, Menon added.
Belgorod Mayor Valentin Demidov wrote on his Telegram channel that several apartment buildings were damaged in the blast. Russian state media boasted about the country’s Su-34 warplanes last December, when it said a “new batch of … frontline bombers” had been delivered to Russian forces to use against Ukraine. Russia state media did not say what kind of munition fell on Belgorod late Thursday. The Belgorod region has been the scene of several explosions and bombings since Russia’s invasion of neighboring Ukraine in February 2022. Local media reported two drones dropped small bombs at the local thermal power plants, citing an anonymous source.
London CNN —After months of soaring stock prices, Europe’s defense companies hardly needed another boost. But a tentative €2 billion ($2.1 billion) European Union plan to procure ammunition for war-torn Ukraine may provide just that. Speaking in Stockholm Wednesday, Ukraine’s Defense Minister Oleksii Reznikov said his country needed one million rounds of ammunition “as soon as possible” to deter Russian forces. A final decision is expected on March 20 when EU foreign and defense ministers meet in Brussels. In early February, the bloc announced that it would inject another €545 million ($575 million) into its €3.6 billion ($3.8 billion) military assistance fund for Ukraine.
This will contribute to the restoration of market relations.”The cut is equivalent to about 5% of Russian oil output. OPEC+ decided in October to cut output by 2 million barrels per day and has not adjusted that stance since. Novak warned that the crude oil price cap could lead to “a decrease in investment in the oil sector and, accordingly, an oil shortage.”Russian Urals crude traded at a discount to Brent crude of $28 a barrel Friday morning. A potential drop in global oil supply could come at a tricky time. China’s swift reopening of its economy in December after almost three years of strict coronavirus restrictions has pushed up estimates for global oil demand.
Putin said Thursday that Western plans to introduce oil price caps would have “grave consequences” for energy markets. The oil price cap aims to amend that policy. Shipping services and insurance could be provided to tankers transporting Russian oil — so long as it’s purchased at or below the price cap established by Western nations. “But reality will be different.”Some analysts think the price cap will ultimately be less important than Europe’s oil embargo. “Due to the EU oil embargo and the planned price cap on oil from Russia, oil production there is likely to be significantly curtailed,” Commerzbank said in a note to clients.
