The proposal by itself would not have been able to take full effect because lawmakers blocked another bill to create a reparations agency that would have reviewed claims. The California Legislative Black Caucus has backed a series of reparations packages in the state. The caucus cited concerns that the Legislature would not have oversight over the agency’s operations and declined to comment further on the reparations fund bill because it wasn’t part of the caucus’ reparations priority package. The administration’s Department of Finance said earlier this year it opposed the eminent domain bill because it was not specifically included in the budget.

Justin Wayne Halstenberg, 34, is alleged to have set off three different fires last week, San Bernardino County Sheriff Shannon Dicus said Thursday. One of those fires evolved into the Line Fire, that has continued to burn after eight days, while the other two were contained. According to Dicus, investigators were able to tie Halstenberg to the scene of all three fires. The investigation was indicative of “significant arson behavior” and it is possible Halstenberg could be tied to other fires, Dicus said. If convicted on the aggravated arson charge, Halstenberg could be sentenced between 10 years to life in prison.

Mandatory evacuations were ordered for communities across San Bernardino County, east of Los Angeles, as the so-called Line Fire raged through woodland and burned through more than 23,700 acres by Monday night. State officials said vegetation is critically dry in San Bernardino County and temperatures reached more than 100 degrees on Saturday, with relative humidity ideal for the fire to spread.

CNN —The deep landslides beneath the multimillion-dollar homes in Rancho Palos Verdes moved at an almost glacial pace, until they didn’t. This affluent coastal city in Southern California, around 30 miles south of Los Angeles, has long enticed people with its Pacific Ocean views and lush greenery. This February, an atmospheric river dumped record amounts of rain across southern California, triggering hundreds of mudslides and leaving at least nine people dead. In July, a landslide triggered by heavy monsoon rains in India’s southern state of Kerala killed at least 150 people. In Southern California, “people wanted to pretend they lived in the tropics,” he said, “and planted a lot of landscaping that required lots of watering.”Deforestation is another factor.

Rancho Palos Verdes, a coastal community in the Los Angeles area, could be described as a geological ticking time bomb. The affluent city sits atop steep cliffs overlooking the Pacific Ocean that, for hundreds of years, have been slowly shifting and giving way. Whereas the ground slid downward 8 inches annually in years past, it has lurched 13 inches per week in some places between July and August. The Palos Verdes Peninsula is composed of weak rocks and beds of clay that prevent water from draining properly belowground. So during periods of heavy rain or high tectonic activity, the bluffs can slip, turning constant, slow-moving landslides into catastrophes.
