A generation ago, a charismatic former military officer swept into the highest office in Venezuela on a promise to deliver a more inclusive democracy, a system for the common man that would transfer the levers of power from the political elite to the people. That man was Hugo Chávez, who in a democratic vote rode a wave of discontent into the presidential palace in 1999, eventually founding what he called the country’s socialist revolution. On Monday, as anti-Maduro protests erupted around the country and armed government-aligned gangs tried to dissuade them, demonstrators in the northern state of Falcón climbed atop a Chávez statue. Conille initially proceeded with the interview and did not remark on the gunfire — which is not an unusual thing to hear in Port-au-Prince. No one was injured and the prime minister was safely returned to his office. Journalist and former legislator Villavicencio was shot while leaving a rally in August 2023, becoming the most prominent victim of Ecuador’s spiraling violence. A $25 million ransom payment is certainly large but not unheard of in the lucrative ransomware economy. UnitedHealth Group, the health care conglomerate whose subsidiary suffered a ransomware attack in February that hobbled pharmacies across the US, paid a $22 million ransom to a different criminal group. But the average ransom payment in the fourth quarter of 2023 was significantly lower: $568,705, according to cybersecurity firm Coveware.

Buscalan, Philippines CNN —The first sound I heard upon reaching Buscalan was that of heaving and panting. At 107 years old, Whang-Od is the world’s oldest tattoo artist. She was dressed in a loose, colorful tie-die shirt and bold patterned pants, her own tribal tattoos on full display. Photos, identification cards and other mementos left by visitors on the thatched roof of the hut where Whang-Od's grandnieces (and apprentices) tattoo. “(My friends who gave tattoos) have all passed away,” Whang-Od told CNN in an interview in 2017.
