Poland may not have to launch NATO art. 4 procedure, says PM

WARSAW, Nov 16 (Reuters) - Poland is still analyzing the possibility of launching the NATO Article 4 procedure, but it seems it may not be necessary to use that measure, Polish Prime Minister Mateusz Morawiecki said on Wednesday a day after a rocket killed two in South-East Poland. President Andrzej Duda, speaking at the same press conference, said there were no signs of an intentional attack on Poland and the rocket was probably used by Ukrainian air defence. The United States and Western allies said they were investigating but could not confirm a report on Tuesday that the blast in the village of Przewodow resulted from stray Russian missiles. "A moment ago we decided to verify whether there are grounds to launch procedures under Article 4 of the North Atlantic Treaty," government spokesman Piotr Muller told reporters. Article 4 allows NATO members to bring any issue of concern, especially regarding security, for discussion at the North Atlantic Council. Muller also said Poland was increasing the readiness of some military units, but declined to take any question including about the cause of the incident. "It was decided a moment ago to increase the readiness of some combat military units in Poland and to increase the combat readiness of other units of uniformed services in our country," he said.
The Associated Press earlier cited a senior U.S. intelligence official as saying the blast was due to Russian missiles crossing into Poland. Russia's defence ministry denied reports that Russian missiles had hit Polish territory, describing them as "a deliberate provocation aimed at escalating the situation". Latvian Deputy Prime Minister Artis Pabriks said on Twitter that Russia "fired missiles which target not only Ukrainian civilians but also landed on NATO territory in Poland." Officials from Norway, Lithuania and Estonia - members of the NATO defence alliance - said they were trying to find out more information. "Every inch of #NATO territory must be defended!," Lithuanian President Gitanas Nauseda said on Twitter.
Polish c.bank sees inflation of 2.1-4.9% in 2025

All the bank's other interest rates were also left unchanged. Of 21 analysts polled by Reuters, 11 expected the main rate to rise by 25 basis points. Inflation expectations are de-anchoring from central bank targets, UniCredit CEE Chief Economist Dan Bucsa said. The situation is less clear in Poland though credit holidays to ease the burden of higher central bank interest rates are remaining heading into 2023. In western Europe, economists and financial markets largely expect price growth in the euro area to fall back to the European Central Bank's 2% target by 2024. "The upcoming general election is likely to stimulate fiscal expansion and, notably, the planned significant increase to the minimum wage from January may indeed spark a more substantial wage growth across the board." According to a Czech central bank survey, companies expect year-on-year inflation to be at 10.3% in one year and at 7.5% in three years, well above the central bank's 2% target.

Poland accuses Russia and its ally Belarus of using migrants as part of a "hybrid warfare" campaign to destabilise Europe. Poland built a 5.5 metre (18 feet) tall steel barrier, equipped with motion sensors and cameras, stretching for about 187 km (116 miles) on the Belarus border. Poland had previously said the border guard had received funds to build an "electronic barrier" of sensors and cameras on the Kaliningrad border. Since Feb. 24, 7.26 million Ukrainians have entered Poland, according to the Polish Border Guard. Sobolewski also said there were signs of larger groups of migrants appearing at the Belarus border.

"PERN's technical services restored the full functionality of the damaged pipeline used to deliver crude oil to the company's German customers on Saturday," PERN said in a statement. The leak was discovered late on Tuesday and PERN said the next day that there was no sign that third-party interference caused the damage. Currently, the activity of PERN services is focused on clearing the area and restoring it to its original condition, PERN said on Saturday. It was detected in a section of the pipe around 70 kilometres from the central Polish city of Plock. The second line of the pipeline, and other elements of PERN's infrastructure, were working as normal, PERN said. A spokesperson for the Czech pipeline operator MERO said it had not seen any change in flows to the Czech Republic. It was not immediately clear how significant the leak in the Druzhba pipeline was.

The other members of the MPC are Tyrowicz, Litwiniuk and Ludwik Kotecki, a former deputy finance minister who has been critical of monetary policy. At a press conference last Thursday, Glapinski criticised MPC members who "take 37,300 zlotys ($7,437.69) a month for participating in one meeting during the month and criticise the actions of the whole body". WARSAW, Oct 11 (Reuters) - Mass bombardments of Ukrainian cities by Russia constitute war crimes under international law, the presidents of the Bucharest Nine group of countries, accompanied by the presidents of North Macedonia and Montenegro, said on Tuesday. "We, the Presidents of Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Montenegro, North Macedonia, Poland, Romania and Slovakia condemn the mass bombardments of Ukrainian cities recently carried out by Russia, which constitute war crimes under international law," they said in a statement. Russia calls its actions in Ukraine a "special operation" that it says is not designed to occupy territory but to destroy its southern neighbour's military capabilities and capture what it regards as dangerous nationalists. Iodine is considered a way of protecting the body against conditions such as thyroid cancer in case of radioactive exposure. Shelling at the site of Zaporizhzhia - Europe's biggest nuclear power plant - has damaged buildings close to its six reactors and cut power cables, risking a nuclear catastrophe that would affect neighbouring countries.
