Gavin Newsom will name Laphonza Butler, a Democratic strategist and adviser to Kamala Harris’ presidential campaign, to fill the vacant U.S. Senate seat held by the late Sen. Dianne Feinstein, a spokesman in his office said Sunday. In choosing Butler, Newsom fulfilled his pledge to appoint a Black woman if Feinstein’s seat should become open. Butler will be the only Black woman serving in the U.S. Senate, and the first openly LGBTQ person to represent California in the chamber. Butler leads Emily’s List, a political organization that supports Democratic women candidates who favor abortion rights. Emily's List, the group Butler leads, focuses on electing Democratic women who support abortion rights.

It was an increasingly familiar position for Newsom, who has emerged as perhaps the Biden re-election campaign's most visible representative. Newsom is near the top of a list that includes Vice President Kamala Harris, Michigan Governor Gretchen Whitmer and Pennsylvania Governor Josh Shapiro, among others. Senator Dianne Feinstein's death meant Newsom will have the job of naming a replacement to help protect Democrats' slim Senate majority. "It benefits Biden, and it benefits Newsom." Jane Kim, the California director of the liberal Working Families Party, said Newsom deserves credit for many of his achievements.

Progressives want Gavin Newsom to tap Rep. Barbara Lee to succeed Dianne Feinstein in the Senate. But such a move would reverse Newsom's earlier pledge to appoint a caretaker to the seat. "When Newsom appointed Padilla for VP seat he didn't appoint a caretaker," Khanna wrote. "She would be most prepared to step in and carry forth the work Senator Feinstein has worked on for so many decades," she told the newspaper. Lee said earlier in September that she was "troubled" by Newsom's thinking on what was then a hypothetical Senate appointment.

Filling the 90-year-old lawmaker's seat on the Senate Judiciary Committee touches one of the most critical levers of partisan power in Washington and will require cooperation from Republicans. "There is simply nobody who possessed the poise, gravitas and fierceness of Dianne Feinstein," Newsom said. JUDICIARY VACANCYFeinstein's death leaves a 10-10 deadlock on the Judiciary Committee, which is in charge of reviewing presidential nominations to federal courts, including the U.S. Supreme Court. With the Republican-controlled House blocking most attempts at bipartisan legislation, the Democratic Senate has focused this year on approving Democratic President Joe Biden's judicial nominees. Senate Republicans said on Friday they do not intend to contest a move to replace Feinstein on the committee after her death.

Feinstein was a Washington trailblazer who, among other accomplishments, became the first woman to head the influential Senate Intelligence Committee. Feinstein joined the Senate in 1992 after winning a special election and was reelected five times, including in 2018, along the way becoming the longest-serving woman senator ever. Health issues slowed Feinstein late in her career, when she was the oldest senator at the time. She ran for governor in 1990, winning the Democratic primary but losing to Republican Pete Wilson in the general election. Feinstein then ran in 1992 for the Senate seat that Wilson had previously held, easily defeating the Republican appointed to the seat.

WASHINGTON — With fewer than two days left to fund the federal government and avoid a shutdown, House GOP leaders on Friday began debate ahead of a vote on a partisan, short-term spending bill that has no chance of passing in the Senate. Speaker Kevin McCarthy pitched the bill as a way for his fellow Republicans to buy time to pass a slate of individual agency spending bills. The Senate easily advanced its own short-term funding bill Thursday by a 76-22 margin. The Senate bill is likely to be amended ahead of Saturday's vote, and the next version could contain stronger border security measures that House Republicans are demanding. Missing the Senate vote will be Sen. Dianne Feinstein, the California Democrat who died late Thursday at her home in Washington, D.C.

Dianne Feinstein's seat on the Judiciary committee is now empty in the wake of her death. AdvertisementAdvertisementIn the wake of Sen. Dianne Feinstein's death, questions are swirling over how the California Democrat's now-empty seat on the Senate Judiciary Committee will be filled. In order to change the membership of any Senate committee, the chamber has to pass a resolution to make that change official. Senate Majority Leader Chuck Schumer can do so via a simple voice vote if no Republicans object to the change. Sen. JD Vance of Ohio said it was up to Republicans on the Judiciary Committee and that he would "probably support" whatever decision they made.
