A $120 million megayacht linked to a Russian billionaire has been docked in Antigua and Barbuda for 19 months. The Alfa Nero is a $120 million vessel that was raided by armed police and the FBI in August 2022, having been left in Antigua's Falmouth Harbor since Russia invaded Ukraine six months earlier. The US Treasury Department has linked the Alfa Nero to Andrey Guryev , a Russian oligarch who the department says is a "close associate" of Vladimir Putin. Russia is hoping to draft 420,000 military personnel by the end of the year, according to UK Intelligence. But Russia has worsening labor workforce shortages back home, one Russian survey said. The UK MOD said Russia's conscription has "negative effects on its industry workforce". The UK MOD pointed out that Medvedev's figure cannot be independently verified. Chinese EV makers, including BYD (002594.SZ), Nio (9866.HK) and Xpeng (9868.HK) are all targeting Europe's EV market, where sales soared nearly 55% to about 820,000 vehicles in the first seven months of 2023, making up about 13% of all car sales. The arrival of Chinese EV makers in Europe has raised concerns they could dominate EV sales. Xpeng President Brian Gu said while European carmakers currently lag behind China, they have made a "huge commitment" to EVs with partnerships and large investments in technology. "I would never discount the large (carmakers) trying really hard to come back and focus on this important transition," Gu said.

Russia's deputy finance minister said the country will not let foreign banks exit the market easily, per Reuters. Russia's decision to allow the banks to leave will "depend on the decision to unfreeze Russian assets," he said. It is not clear how many of these Russian assets were frozen by Western banks.
