CNN —Disgraced former Royal Spanish Football Federation (RFEF) President Luis Rubiales was detained and released after questioning upon arriving in Madrid from an international flight, according to Spain’s Civil Guard. A Civil Guard spokesperson confirmed to CNN that Rubiales was detained this morning after landing at the Adolfo Suárez Madrid–Barajas Airport on a commercial flight from the Dominican Republic. He was detained by the Civil Guard’s Central Operative Unit (UCO) on the runway before being driven away in a van. The UCO is a body of the Spanish Civil Guard which investigates and fights serious and organized crime in Spain. The son of a politician from the Dominican Republic was fatally shot outside a gas station in Houston on Monday night in what the police said they believed was a “targeted” drive-by shooting. The Houston Police Department on Wednesday identified the man who was killed as Luis Alfredo Pacheco Rojas, 34, son of Alfredo Pacheco, the president of the Chamber of Deputies of the Dominican Republic. Another 29-year-old man who was injured by gunfire in the attack had not yet been publicly identified. The incident began around 7 p.m. on Monday, when Mr. Pacheco and three men in a black Cadillac Escalade stopped at a gas station in southeast Houston, according to the Police Department. New York CNN —A plane carrying 21 Americans fleeing Haiti arrived in Orlando, Florida, on Saturday night, the latest in a series of US-chartered flights from the embattled Caribbean nation, which has descended into chaos amid rampant gang violence and political instability. Hundreds of US citizens remain in Haiti and nearly 1,000 had filled out crisis intake forms as of March 19, State Department spokesperson Vedant Patel previously told CNN. On March 17, the State Department said it flew dozens of Americans from Cap-Haitien, a city on Haiti’s north coast, to Miami. On Wednesday, the State Department said it expects more than 30 Americans will be able to board the US government flights each day they are chartered. DeSantis said people traveling on the plane that landed in Florida would not be charged.

Outside the Guggenheim Bilbao in northern Spain, Jeff Koons’ much-loved flower 1992 sculpture “Puppy,” shows how Pop art — that high kick of counter-intuitive artistic expression so often equated with the 1960s — never really went away. The Pop baton has been handed over numerous times in art history. The Guggenheim Museum was pivotal to the development of the movement, both in terms of its fame and its art historical importance. The U.S. military said Sunday that it had flown in forces to beef up security at the U.S. Embassy in Haiti and allow nonessential personnel to leave. "This airlift of personnel into and out of the Embassy is consistent with our standard practice for Embassy security augmentation worldwide, and no Haitians were on board the military aircraft," according to the Southcom statement. In many cases, nonessential personnel can include the families of diplomats, but the embassy had already ordered departure for nonessential staff and all family members in July. The personnel ferried out of the embassy may have simply been rotating out, to be refreshed by new staff.

Dajabon, Dominican Republic CNN —The United States and other diplomatic missions have begun evacuating personnel from Haiti, as gang violence in the Caribbean nation’s capital Port-au-Prince continues to spiral. US Southern Command said the move was consistent with “standard practice for Embassy security augmentation worldwide.” No Haitians were on board the military aircraft, it added. Another source with knowledge of the operations told CNN there have been at least 12 helicopter evacuation flights into Port-au-Prince over the past three days, all evacuating diplomatic and humanitarian staff. However, shots fired nearby after the last flight’s take off on Sunday have called into question the viability of continuing the evacuation flights, the source said. The World Food Programme suspended its maritime transport services in Port-au-Prince from distributing aid across Haiti due to the instability.

CNN —Two police stations near Haiti’s National Palace were attacked by armed individuals Friday night, as gang violence in the Caribbean nation’s capital of Port-au-Prince continued to spiral. Armed groups have burned down police stations and released thousands of inmates from two prisons, and Cherizier has warned of “a civil war that will end in genocide” if the prime minister does not step down.
