In mid-November, Iran dispatched a top official to Beirut to urge Hezbollah to accept a cease-fire with Israel. Around the same time, Iran’s U.N. ambassador met with Elon Musk, an overture to President-elect Donald J. Trump’s inner circle. And on Friday, it will hold talks in Geneva with European countries on a range of issues, including its nuclear program. All this recent diplomacy marks a sharp change in tone from late October, when Iran was preparing to launch a large retaliatory attack on Israel, with a deputy commander of the Islamic Revolutionary Guards Corps warning, “We have never left an aggression unanswered in 40 years.”Iran’s swing from tough talk to a more conciliatory tone in just a few weeks’ time has its roots in developments at home and abroad. Five Iranian officials, one of them a Revolutionary Guards member, and two former officials said the decision to recalibrate was prompted by Mr. Trump winning the Nov. 5 election, with concerns about an unpredictable leader who, in his first term, pursued a policy of “maximum pressure” on Iran.

Each time, when the West finally accepted Ukraine’s requests, Russia’s most catastrophic threats did not materialize. Although Putin said the attack was “a response from our side” to the Biden administration’s decision on longer-range weapons, Russia has not needed a pretext for such strikes in the past. By providing Ukraine with ATACMS but only allowing it to strike parts of Ukraine occupied by Russia, “we sent Russia the message: ‘You know what? The decision to fire slightly longer-range Western weapons is a difference of degree, not of kind. By law, Russia considers these territories its own, and warned of dire consequences if Ukraine targeted them with Western weaponry.

CNN —German leaders raised the possibility that a fiery cargo plane crash in Lithuania on Monday was the result of sabotage or hybrid warfare. The cargo plane was flying from Leipzig, Germany, and was due to land at Vilnius Airport when it crashed a few kilometers from the runway. The plane skidded on the ground for several hundred meters before hitting a residential home, authorities in Lithuania said. “Our initial information does not indicate that we need to be investigating more serious actions,” Prosecutor Arturas Urbelis said in a statement, according to Reuters. DHL said the plane “made a forced landing about one kilometer from VNO Airport.” It confirmed four people were onboard.

At least 10 people were killed in the strikes on central Beirut, the Lebanese Health Ministry said. Israeli Prime Minister Benjamin Netanyahu speaks during a televised address Tuesday evening. A key challenge for all of the Trump administration’s new public health leaders, the experts said, will be keeping politics out of science. CNN has reached out to Nesheiwat and Makary for comment and did not receive a response. Some said that could put them at odds with Kennedy, whom Trump has chosen for the nation’s top health post as HHS secretary. It doesn’t seem that he has much experience working in the field of public health,” said Castrucci, an epidemiologist who is president and CEO of the de Beaumont Foundation, a nonprofit focused on strengthening the US public health system. CNN —Millions more senior citizens and lower-income Americans could obtain coverage for costly anti-obesity drugs under a proposal being unveiled Tuesday by the Biden administration. Oil prices retreated on Monday following 6% gains last week, but remained near two-week highs as geopolitical tensions grew between Western powers and major oil producers Russia and Iran, raising risks of supply disruption. "Oil prices are starting the new week with some slight cool-off as market participants await more cues from geopolitical developments and the Fed's policy outlook to set the tone," said Yeap Jun Rong, market strategist at IG. "Tensions between Ukraine and Russia have edged up a notch lately, leading to some pricing for the risks of a wider escalation potentially impacting oil supplies." Enforced sanctions could sideline about 1 million barrels per day of Iran's oil exports, about 1% of global oil supply, he said. Investors were also focused on rising crude oil demand at China and India, the world's top and third-largest importers, respectively.

Government officials met with tribal leaders in northwestern Pakistan on Sunday to try to mediate a ceasefire between rival sectarian groups after days of clashes that have killed at least 68 people and injured dozens. The clashes started after gunmen attacked convoys of civilian vehicles on Thursday, killing at least 40, mostly Shi’ite Muslims. That sparked retaliatory attacks against Sunni residents and there have been pitched battles between armed groups from both sides. Armed Shi’ite and Sunni Muslims have engaged in tribal and sectarian rivalry for decades over a land dispute in Kurram district near the Afghanistan border. The delegation met with Shi’ite leaders and stayed overnight to meet with Sunni leaders on Sunday to try to broker a ceasefire deal and then move to resolve the matter, he said in a statement.
