CNN —French lawmakers will vote Wednesday on a no-confidence motion that is widely expected to oust the government of Prime Minister Michel Barnier, as the country grapples with a deepening political crisis and massive budget deficit. The no-confidence vote is the just the latest jolt on a political rollercoaster in France, where no single party has wielded a majority in parliament since snap elections in July. No government has been ousted in a no-confidence vote since 1962 and Barnier would become France’s shortest-serving prime minister in history. This gridlock has made the government’s budget problems much harder to solve. The credit rating agency expects France’s budget deficit to reach 6.2% of GDP by the end of the year.

That could be an ominous sign for the market, and for the funds themselves as glitches emerge. Leveraged single stock ETFs hit a record of $17 billion of trading volume on Nov. 21, according Strategas ETF strategist Todd Sohn. Several issuers have launched these funds in recent years, typically tracking stocks with high volatility like Nvidia , Tesla and MicroStrategy . The volume would seem more likely to spike during downturns in the market, when general volatility rises, not well into a bull market, Sohn said. Similarly, Morningstar senior analyst Daniel Sotiroff told CNBC the rise of these types of leveraged funds funds is indicative of a "gambling mentality" in the market and that investors would be better off avoiding them altogether.

Brittany Howard lays out the ragged emotions of a crumbling relationship on “What Now”: numbness, mourning, second-guessing, guilt and furtive glimmers of relief. While the tracks are rooted in soul, rock, R&B, funk and disco, they turn familiar styles inside-out with targeted distortion and surreal, displaced mixes. The songs capture all the disorientation that comes with a life-changing decision. Vampire Weekend, ‘Only God Was Above Us’Vampire Weekend’s once-meticulous musical universe gets punctured by noise on “Only God Was Above Us.” Its fifth album grapples with how what used to be called indie-rock can face a new pop landscape, and how determined innovators can keep pushing themselves. The answers include history lessons, quasi-sequitur lyrics and constantly morphing studio arrangements — a running, enlightening battle between strict song structure and an unruly world.

The University of Michigan, one of higher education’s staunchest proponents of diversity, equity and inclusion plans, is weighing changes to its own program as colleges across the country brace for the second presidency of Donald J. Trump and a Republican assault on such initiatives in government and academia. Regents overseeing the university said in interviews that they expected the board to seek limits on so-called diversity statements in hiring and promotion decisions. The changes under consideration would make Michigan one of the first selective public universities to rethink D.E.I. Michigan’s state constitution provides regents ultimate control over the university’s finances as well as general oversight of the school. But early discussions between the regents and other university officials have sparked intense pushback on Michigan’s campus in recent days.
