Jeenah Moon | Bloomberg | Getty ImagesThis week, the Department of Health and Human Services asked the Drug Enforcement Agency to consider easing restrictions on marijuana upon a review of its classification under the Controlled Substances Act. It could be a significant catalyst for an industry hemmed in by federal regulations even as legalization picks up on the state level. Marijuana is legal in 39 states medically and 23 states recreationally. If marijuana moves down to a Schedule III substance, this will effectively ease a number of restrictions holding the sector back. While many states have legal markets within their borders, transporting Schedule I substances across state lines in illegal, resulting in a glut of marijuana in some states.

Beneath the trimmed flower is a tray collecting shake, cannabis flower that has naturally broken down through handling. Marijuana is currently a Schedule I drug under the Controlled Substances Act, meaning it's deemed to have no currently accepted medical use and a high potential for abuse. The news sent shares of several cannabis companies, including Canopy Growth , Tilray Brands and Cronos Group , jumping Wednesday. "Certainly, moving cannabis off of Schedule 1 is the right decision and long overdue," Rea said in a statement. "Though a full descheduling would be preferred and likely most appropriate for cannabis, we welcome smart decisions and progress towards full legalization and regulation in the legal cannabis industry."

The Drug Enforcement Agency received an official recommendation to downgrade marijuana. Currently, pot is classified as a Schedule I drug, on par with heroin. Marijuana's category downgrade would be a serious shift for the cannabis industry, easing restrictions on its use. The largest marijuana exchange traded fund, the AdvisorShares Pure US Cannabis ETF, gained around 19%. It was outpaced by the Roundhill Cannabis ETF, at 20%.

REUTERS/Tom Brenner/Pool/File Photo Acquire Licensing RightsAug 30 (Reuters) - The U.S. Department of Health and Human Services (HHS) has recommended easing restrictions on marijuana, a department spokesperson said on Wednesday, following a review request from the Biden Administration last year. Nearly 40 U.S. states have legalized marijuana use in some form, but it remains completely illegal in some states and at the federal level. The scheduling recommendation for marijuana was provided to the Drug Enforcement Agency (DEA) on Tuesday as part of President Biden's directive to HHS, the spokesperson said. "As part of this process, HHS conducted a scientific and medical evaluation for consideration by DEA. DEA will now initiate its review," a DEA spokesperson said.

Floating offshore wind turbines are different from fixed-bottom offshore wind turbines, which are rooted to the seabed. One advantage of floating turbines is that they can be installed in far deeper waters than fixed-bottom ones. In recent years a range of companies and major economies like the U.S. have laid out goals to ramp up floating wind installations. Alongside Equinor, partners in the Hywind Tampen project include Vår Energi, INPEX Idemitsu, Petoro, Wintershall Dea and OMV. Back in 2017, it started operations at Hywind Scotland, a five-turbine, 30 MW facility it calls the planet's first floating wind farm.

The comments come in response to testimony from U.S. Drug Enforcement Administration (DEA) Chief Anne Milgram on Mexican cartels as part of a hearing in the U.S. Congress. Speaking at a press conference, Lopez Obrador questioned her figures and urged the DEA to share more details. The pushback from Lopez Obrador is the latest in ongoing tensions between the Mexican government and the DEA. His government dropped the case against Mexico's former Defense Minister Salvador Cienfuegos, who the DEA alleged colluded with drug lords. Lopez Obrador accused the DEA of fabricating the case.

Whoever said a friend is a friend forever has clearly never experienced a group trip that has devolved into a maelstrom of conflicting plans and bickering over restaurant bills. All your friends are not travel friends,” advises N’dea Irvin-Choy, a 27-year-old Los Angeles-based travel influencer, on her popular TikTok account. She suggests picking travel partners who share similar interests, and deciding ahead of time what kind of a trip you will be taking — relaxation, partying, adventure. Once you’re in booking mode, Mobili provides a way to see each group member’s travel bookings at once, a tool that is especially useful for larger groups. Others in the group can then collaborate with the same trip by adding their own bookings to create a group itinerary.

Now, U.S. officials are considering imposing sanctions on the Mohameds, according to four of the sources and two additional people familiar with the matter. The construction of the shore base is part of Exxon’s efforts to expand oil production off Guyana’s coast. The companies plan to expand output to 1.2 million bpd by 2027, a massive haul that would make Guyana’s production higher than what many OPEC nations, including neighboring Venezuela, produce today. Guyana is Exxon’s top bet for global oil production growth outside of the United States. Neither Hess nor CNOOC responded to requests for comment on the investigations into the Mohameds or the government’s meetings with Exxon.

The indictments mark the first time the U.S. has sought to prosecute any of the Chinese companies responsible for manufacturing precursor chemicals used to make the painkiller. The companies at the heart of the three separate indictments are accused of selling precursor chemicals to the Sinaloa Cartel in Mexico, which in turn has flooded the U.S. with the drug. Federal prosecutors in Manhattan announced the unsealing of an indictment against the China-based chemical company Hubei Amarvel Biotech, along with its executives Qingzhou Wang, 35, Yiyi Chen, 31, and Fnu Lnu, also known as Er Yang, with fentanyl trafficking, precursor chemical importation, and money laundering offenses. "Fentanyl poses a singular threat, not only because the smallest doses can be lethal, but because fentanyl does not occur in nature. In the Eastern District of New York, prosecutors announced the unsealing of two more indictments against three other Chinese companies and individuals accused of conspiring to manufacture and distribute fentanyl in the U.S.

Colorado Republicans are reckoning with an increasingly Democratic tint of the Western state. Republicans lost the Colorado Springs mayoralty this week, a stunning blow for the state party. Independent candidate Yemi Mobolade easily defeated former Colorado Republican Secretary of State Wayne W. Williams in a May 16 runoff election for the mayoralty of Colorado Springs, a longtime conservative stronghold. "I think it's literally demographics are the hugest reason why Colorado is shifting more blue. The people moving into our state are by and large more liberal, and the people leaving our state are by and large, more conservative," former state Republican chair Kristi Burton Brown recently told The Hill.

How El Chapo’s sons built a fentanyl empire poisoning America

Headed by Iván, El Chapo’s oldest son, the siblings have emerged as key figures in the Sinaloa Cartel, U.S. and Mexican anti-narcotics officials said. But he was killed in 2008 in Culiacán in a hail of bullets amid infighting between warring factions of the Sinaloa Cartel. The agency in April placed Iván on the list of its 10 Most Wanted Fugitives, joining Jesús Alfredo and Ismael “El Mayo” Zambada, a Sinaloa Cartel legend and El Chapo’s alleged former business partner. They also kidnapped eight soldiers and surrounded military housing where wives and children of Mexican soldiers lived, Mexican officials said. Despite that blow to the Sinaloa Cartel, fentanyl keeps flowing north.

Biden and House Republicans are now in a stalemate over the debt limit. However, House Republicans are insistent that Biden work with them to identify substantive cuts, and have so far said they would not back a clean bill.

Patients will still be able to get prescriptions for non-controlled medications, such as antibiotics or birth control, via telehealth. CNN: What if you can’t see your telehealth provider in person? The other factor that’s significant here is we discussed all the proposed rules and the status at the federal level, but there’s also the state level. Let’s say the DEA puts out their final rule, and there’s some flexibility — some states might adopt the older Ryan Haight Act language from the federal level, so they might actually be stricter than what we’ll be seeing at the federal level. Khan: The DEA has indicated that the absolute requirement at the federal level is one in-person examination.
BASF maintains 2023 forecast, faces subdued demand

BERLIN, April 27 (Reuters) - German chemicals giant BASF (BASFn.DE) on Thursday maintained its profit forecast for 2023 but warned of great uncertainty in the global economy as it saw demand weaken across its segments. BASF is targeting sales this year in a range of 84-87 billion euros ($92.84-$96.15 billion) and adjusted earnings before interest and tax (EBIT) of 4.8-5.4 billion euros, the company said upon confirming its preliminary results for the first quarter. "BASF started off 2023 better than analysts had expected – and in a stagnating and difficult economic environment," said chief executive Martin Brudermueller. Earlier this month, the company reported higher-than-forecast first-quarter adjusted EBIT of 1.93 billion euros, falling by almost a third compared to the same quarter of 2022. However, first-quarter sales fell by 13% to 20 billion euros as a result of lower volumes across almost all segments.

The Justice Department plans to announce charges against more than 24 Mexican drug cartel leaders and members, according to senior law enforcement officials. The announcement is expected on Friday morning and is part of the Drug Enforcement Administration's push to target the Sinaloa and Jalisco New Generation Cartel (CJNG) groups, the officials say. "The Sinaloa cartel and the Jalisco cartel and their affiliates control the vast majority of the fentanyl global supply chain, from manufacture to distribution," DEA Administrator Anne Milgram told Congress last month. The Sinaloa cartel "remains the most powerful" drug trafficking organization in Mexico despite the conviction of El Chapo, experts said. El Chapo's arrest also led to intensification of bloody clashes with the CJNG, which split from the Sinaloa Cartel in 2010.
