But on Monday, Mr. Banks said there had been “many rumors and misinformation” about what happened. “Violence, hate and disorder have no place in our schools,” Mr. Banks, who himself attended Hillcrest in the 1970s, said at a news conference. “They feel a kindred spirit with the folks of the Palestinian community,” Mr. Banks said, adding that the “notion that these kids are radicalized” was irresponsible. On Monday, Mr. Banks and other city leaders attempted to quell the mounting online backlash against students at the school. Some Hillcrest students had openly discussed their plans in the lead-up to Nov. 20, the two teachers said.

Biden vowed that he would not relent until all American hostages in Gaza were released. Biden had his own demand throughout the talks: Humanitarian assistance had to reach Gaza, regardless of a deal. Israel’s ground invasion plans were revised so fighting could be paused if a hostage deal came together. Talks resumed last Friday, and in another conversation with the Qatari emir, Biden told him it was the last shot at a hostage deal and he had to close it now. Officials also crafted a way to try to entice Hamas to release more hostages than the 50 already agreed to.

CNN —The International Cricket Council (ICC) announced Tuesday that “any Male to Female participants who have been through any form of male puberty,” will not be allowed to partake in international women’s cricket. In the announcement, the ICC did not define its criteria for “male puberty.” CNN has reached out to the ICC seeking more detail. ICC Chief Executive Geoff Allardice added that the priority of the ICC was to “protect the integrity” of international women’s cricket. Mainstream science does not support the claim of athletic advantage in trans women over cisgender women. The ICC statement confirmed that these changes only apply to international women’s cricket and that eligibility in domestic cricket will be decided by each individual member association.

CNN —The UN Security Council has approved a resolution calling for “humanitarian pauses and corridors” in war-torn Gaza, a long-awaited diplomatic breakthrough after weeks of bitter negotiations. CNN —Golf courses, despite occupying large green spaces, are not necessarily good for the environment. Santa Barbara's Ocean Meadows golf course has been returned to its wetland state, which doubles as a flood defense for the city. Rivers and streams are often diverted or altered to make way for a golf course, but conservationists want them to flow freely. In other areas of the country, local councils are repurposing unprofitable municipal golf courses to create more natural spaces. A golf course turned nature reserve, Yalukit Willam can now be enjoyed by the Melbourne residents.

"The Governing Council’s past interest rate increases continue to be transmitted forcefully into financing conditions," the ECB said. This sharp policy tightening is leaving a mark on the economy, with data earlier this week showing weak credit creation and economic activity. UNITED NATIONS (AP) — The United Nations chief warned at a high-level U.N. meeting Tuesday that the situation in the Middle East is growing more dire by the hour with the risk of the Gaza war spreading through the region increasing as societies splinter and tensions threaten to boil over. Secretary-General Antonio Guterres called for an immediate humanitarian cease-fire to deliver desperately needed food, water, medicine and fuel. The secretary-general said the grievances of the Palestinian people cannot justify “the horrifying and unprecedented Oct. 7 acts of terror” by Hamas in Israel and demanded the immediate release of all hostages. There were some expectations that it might be voted on Tuesday, but diplomats said it is still being negotiated. A draft obtained Monday by The Associated Press would also demand the immediate release of all hostages, strongly urge respect for international laws on conducting war and protecting civilians, call on all countries to take steps to prevent a spillover, and demand immediate humanitarian access to Gaza.

CNN —The United States has vetoed a draft resolution at the UN Security Council which called for a humanitarian pause in besieged Gaza – sparking more criticism of political paralysis in the powerful global body. The international community should engineer “humanitarian pauses” in the fighting to allow for aid delivery, it said. In New York, several members of the Security Council expressed disappointment and frustration over the failure of a joint statement on the importance of aid and civilian protection. The Security Council “missed an opportunity,” French representative Nicolas de Rivière told press after the vote. Russia last week proposed another resolution calling for a humanitarian ceasefire in Gaza that also failed to pass.

The vote follows the council’s rejection Monday evening of a Russian-drafted resolution that condemned violence and terrorism against civilians and called for a “humanitarian cease-fire” but made no mention of Hamas. One calls for a “humanitarian cease-fire.” The other would condemn indiscriminate attacks on civilians and assaults on “civilian objects” in Gaza like hospitals and schools that deprive people of the means to survive. To be adopted, a resolution needs at least nine of the 15 council members to vote “yes” and no veto by a permanent member. The council vote was taking place amid frantic diplomatic efforts to prevent the Israeli-Hamas conflict from spreading. The five permanent Security Council nations are also invited, he said.

Mr. Biden has been planning to use the visit to show solidarity with America’s closest ally in the Middle East and to urge Israel to avoid civilian casualties. “The timing and optics of such a significant visit couldn’t be any worse,” said Charles Lister, the director of counterterrorism at the Middle East Institute. “Whatever the circumstances behind this strike at the hospital in Gaza, it doesn’t really matter at this point. They also said he believed an in-person visit could help him better understand Israel’s strategy as a ground invasion of Gaza loomed. “The failure to have an actual major strategy, I think, is the long-term biggest risk here,” Jonathan Panikoff, the director of the Scowcroft Middle East Security Initiative at the Atlantic Council’s Middle East Program, said in an interview.

But its following has surged on popular messaging app Telegram since its October 7 terror attack on Israel. Hamas is a designated foreign terror organization in the United States, and new internet laws in the European Union mean large social media platforms can face penalties for hosting terroristic content. Hamas’ growing audienceThe Telegram channel for Hamas’ military wing, the al-Qassam Brigades, had about 200,000 followers at the time of the attack. Fishman said while the huge growth in the number of people following Hamas’ Telegram accounts is concerning, it doesn’t mean all the followers are supporters – pointing out that many journalists, researchers and others are likely following the accounts. And that could make it more difficult for plaintiffs to use legal action to force Telegram to remove Hamas content.

UNITED NATIONS (AP) — Russia faces a tough fight to regain a seat in the U.N.’s premiere human rights body in Tuesday’s election in the General Assembly, which voted last year to suspend Moscow after its invasion of Ukraine. The 193-member assembly will be electing 15 members to the Geneva-based Human Rights Council, with candidates put forward by the U.N.’s five regional groups. Human Rights Watch said last week that Russia and China are unfit to serve on the Human Rights Council. The New York-based watchdog said China’s rights record should also disqualify it from the Human Rights Council. The Financial Times reported that the US government believes the defense minister has been placed under investigation, citing American officials. Li, who was sanctioned by the US in 2018 over China’s purchase of Russian weapons, is still listed as China’s defense minister, one of its five state councilors, and a member of the party’s powerful Central Military Commission (CMC).
