CNN —A drone strike carried out by the US military this month in northwest Syria killed a 56-year-old father of ten out grazing his sheep, his relatives have told CNN, hours after US Central Command said a civilian may have been killed in the operation. The strike, carried out on May 3 in northwest Syria, targeted a senior al-Qaeda leader, Central Command said in a tweet announcing the operation that day. In the two weeks that have passed since the operation, Central Command has not released any more information about the intended target. The Washington Post first reported that the US military is investigating whether a civilian was killed in the strike. Killed alongside his sheepRelatives of a man who was killed in a lone strike on the same day in the same area have since come forward with their version of events, saying he was a family man with no links to militancy.
CNN —The US military is investigating a strike in Syria earlier this month that “may have resulted” in a civilian being killed, according to a statement from US Central Command. The strike, carried out on May 3 in northwest Syria, targeted a senior al-Qaeda leader, Central Command said in a tweet announcing the operation that day. In the two weeks that have passed since the operation, Central Command has not released any more information about the intended target. CENTCOM “has been made aware of allegations that the strike may have resulted in a civilian casualty” and is investigating to see where the strike “may have unintentionally resulted in harm to civilians,” Central Command spokesperson Michael Lawhorn said in a statement. The Washington Post first reported that the US military is investigating whether a civilian was killed in the strike.
At US Army Special Operations Command's annual capabilities exercise, soldiers trained to defend Taiwan. The training was part of the USASOC's annual capabilities exercise, or CAPEX, and the mission they were gaming out was an insertion into Taiwan to defend against a Chinese invasion. Nevertheless, that looks to be the US intelligence community's approach to handling classified information. The tangled views of Jack Teixeira, who was indicted Friday in connection with leaking hundreds of classified documents to a private Discord server, are still coming into focus. There are classified phone systems, email systems, fiber optic cables, and a Wikipedia clone. Aside from the question of how many people have access to secrets, it's also worth considering how many of those supposed secrets belong on classified systems at all. Who was tracking the whereabouts of the volume of secret files he appears to have sent to the printer?

MOSCOW, March 15 (Reuters) - Russia and the United States have offered different accounts of the downing of a U.S. intelligence drone in the Black Sea. The United States said the drone was conducting routine operations in international airspace when it was intercepted and hit by the Russian aircraft. WHAT RUSSIA SAID:Russia said the MQ-9 drone was flying near Crimea - which Russia annexed in 2014 - and heading towards territories which Russia considers its own. "The unacceptable actions of the United States military in the close proximity to our borders are cause for concern," Antonov said. "If, for example, a Russian strike drone appeared near New York or San Francisco, how would the US Air Force and Navy react?"

Pavlo Zaporozhets served in the Ukrainian army from 2014-17 and joined Ukraine's GUR military intelligence during the occupation of Kherson, Ladin said. While some details about the FSB account were true, Ladin said, the FSB falsely accused Zaporozhets of deliberately targeting civilians as well as the night patrol. Despite the liberation of Kherson, Dollar said he and Kosatka would continue aiding the resistance until Ukrainian troops recover Crimea, where the couple owns an apartment.

watch nowBeijing urged Washington to remain "cool-headed" Friday, as it investigates reports that a suspected Chinese-operated spy balloon has been hovering over sensitive U.S. airspace. Spotted over MontanaFootage of what appears to be a high-altitude balloon was captured by an eyewitness over Billings, Montana, on Wednesday. A senior defense official said the balloon is still over the U.S. but declined to say where it is now. A senior defense official said authorities are continuing to monitor the balloon closely and will take "all necessary steps" to protect against foreign intelligence collection of sensitive information. The balloon does not pose a threat to civil aviation because of its altitude, the official added.
The Pentagon would not confirm that the balloon in the photo was the surveillance balloon. The U.S. military has been monitoring a suspected Chinese surveillance balloon that has been hovering over the northern U.S. for the past few days, and military and defense leaders have discussed shooting it out of the sky, according to two U.S. officials and a senior defense official. "The United States government has detected and is tracking a high-altitude surveillance balloon that is over the continental United States right now," Pentagon spokesperson Brig. A senior defense official said the balloon is still over the U.S. but declined to say where it is now. Pentagon leaders presented the options to President Joe Biden on Wednesday.
US Navy SEALs travel around the world to train with other countries' special-operations forces. In 2022, SEALs in Europe trained with Croatia's ZSS, a relatively new special-operations unit. Through these training deployments, US Navy SEALs help new special-operations units to become proficient in new missions and skill sets. When it comes to progression of training, SEALs use the same "crawl, walk, run" approach they employ in their own training. These relationships with foreign special-operations units give US special operators access to almost any region of the world.
Currently, the drones are guided at launch by a human operator, according to independent Russian outlet Novaya Gazeta Europe. But more advanced drone technology is enabling what Rogers calls "on" the loop of control. "In the case of the systems that we have seen used, there's still a human operator authorizing the use of force," she said. Under pressure and potentially under fire, a drone operator may take the machine's prompt less as a suggestion and more as an infallible instruction. In a fully autonomous future of drone warfare, he asked, will drone AI be programmed "to avoid those who are waving a white flag?"

The Oath Keepers were founded in 2009, pledging to stand up to tyranny. The Oath Keepers, to be sure, are not to be confused with a charming but a little bit problematic ex. A look at the list of 10 orders the Oath Keepers insisted its members — cops and soldiers — would not carry out reveals as much. Thanks to the magic of the Internet Archive, however, we can see just how they were received on the Oath Keepers' website at the time. But there is, in my take, nothing different about the underlying threat that Oath Keepers posed from day one."

CHUMBIVILCAS, Peru, Dec 27 (Reuters) - Most Christmas ceremonies would be ruined if attendees threw a punch. On Christmas Day, hundreds of residents of Chumbivilcas province in Peru's Cusco region gather to take part in an ancient fighting ritual aimed at settling scores and resolving conflict before the year's end. The ritual has been described as a method of alternative governance outside Peru's justice system. Ronderos, members of a grassroots justice system in Peru's Andean communities, stand by to break up the fighting when necessary. Finally, with scores settled, the fights typically end with a hug, smile or handshake.
SANTIAGO, Dec 22 (Reuters) - Chile plans to open an embassy in the Palestinian territories, President Gabriel Boric said late on Wednesday, which could make the Andean country one of only a handful to have an embassy-level office in the territories that are contested with Israel. "I am taking a risk (saying) this... we are going to raise our official representation in Palestine from having a charge d'affaires; now we are going to open an embassy," Boric said, without giving details on where the embassy would be located. A spokesperson for the Israeli embassy in Chile said it would not be making a public statement on the matter. The Palestinian territories, which Palestinians want recognized as a state, encompass the West Bank, the Gaza Strip and contest control over East Jerusalem. In September, Boric postponed receiving the credentials of Israel's new ambassador to Chile after Israeli forces killed a Palestinian teenager.

He added, "We would not see Ron DeSantis outside of press conferences if he did not have a wife and kids." She smiled wryly and said: "Everyone knows my husband, Ron DeSantis, is endorsed by President Trump, but he's also an amazing dad. The 10 aircraft from the North flew as close as 7 miles from the inter-Korean border, according to South Korea's military. It marks the second time in the past week that North Korea flew military aircraft near the border. The Pentagon said it was aware of the latest North Korean ballistic missile launch and that it would continue monitoring the situation. The State Department condemned the latest ballistic missile launch and cited that any tests conducted by North Korea are in violation of multiple United Nations Security Council Resolutions. So far this year, North Korea has fired more than 35 ballistic missile tests.
China is using civilian ships to enhance navy capability and reach

Aerial view of fishing boats setting sail to South China Sea for fishing on August 16, 2022 in Yangjiang, Guangdong Province of China. Hundreds of fishing boats anchored for months at a time among disputed islands in the South China Sea. The civilian vessels do more than just augment the raw numbers of ships, performing tasks that would be difficult for the military to carry out. "Because they are ostensibly civilian fishing vessels, navies' ships are unable to deal with them lest China accuse the Philippines of provoking an incident and using force against civilians," he said. In the event of a conflict, China's use of civilian vessels would complicate the rules of engagement, he said.
China is utilizing a range of civilian ships to bolster its navy resources, AP reports. But a fleet of scientific ships, fishing boats, and ocean ferries also offer a military dimension. Poling added that the use of civilian vessels for military purposes complicates military interactions. Chinese authorities have commanded civilian fishing trawlers for military purposes for decades. China has also launched ships for ostensibly civilian purposes that could potentially be converted to military use quickly.
