But a top US general warns Moscow still has dangerous forces that haven't been affected by the war. AdvertisementRussia has suffered significant losses in Ukraine, but its military still has dangerous combat forces available that have barely been affected by the conflict, the top US general in Europe warned this week. Cavoli said during the Atlantic Council interview that while Russia's ground forces had suffered severe losses fighting in Ukraine, Moscow had taken notable strides to build them back up. "Now, there's some quality problems, and some of the equipment may not be the newest, but that again is localized to the ground forces," he said. "Russia has a plan to reconstitute that ground force and to deploy it, again, on the borders of NATO."

Liam Payne, the former One Direction singer, had multiple drugs in his system when he fell to his death from a hotel balcony in Argentina's capital Buenos Aires, several local and international news outlets have reported. An initial toxicology report revealed the British singer, who died aged 31, had drugs in his system at the time of death including “pink cocaine,” according to a report from ABC News on Monday, which cited sources. Despite its name, law officials say "pink cocaine" rarely has any cocaine in it and the pink comes from food coloring. A memorial for Liam Payne outside Casa Sur Hotel in Buenos Aires on Monday. Christopher Grigat | Moment | Getty ImagesInvestors can generally reduce their tax losses in a portfolio by using exchange-traded funds over mutual funds, experts said. "You'll have tax efficiency that a standard mutual fund is not going to be able to achieve, hands down," he said. The same concept applies within a mutual fund: Mutual fund managers generate capital gains when they sell holdings within the fund. Large-cap and small-cap "core" stocks also "benefit considerably," with about 85% to 90% of their returns coming from capital gains, Armour said. However, there are instances in which passively managed funds can trade often, too, such as with so-called strategic beta funds, Armour said.

The charges made public Tuesday against the official, Ruhollah Bazghandi, are the first to accuse an Iranian government official by name in the alleged plot to kill journalist Masih Alinejad. Prosecutors allege they were enlisted to carry out the assassination of Alinejad in the United States. Bazghandi allegedly discussed the plot to murder Alinejad with a second defendant, Haj Taher. Taher, in turn, communicated about the plot defendants Hossein Sedighi and Mohammad Forouzan, prosecutors say, including about payment for the murder. Taher, Sedighi and Forouzan also have connections to the Iranian government, prosecutors allege.

A Trump election win will spur a Chinese stock sell-off that will then offer a buying opportunity, an equity strategist said. AdvertisementA presidential victory for Donald Trump will trigger a sell-off in Chinese stocks that would then create a buy-the-dip opportunity, Christopher Wood of Jefferies said. Advertisement"Bottom line, if Donald Trump's elected and Chinese stocks collapse, that's an opportunity to add to China," he outlined. He continued: "People have forgotten that Donald Trump did the big trade deal with China in January 2020. A trade deal was done, and it was all hunky dory, and Donald Trump was going to run on that presidential campaign as I'm the guy who's negotiated the best trade deal with China since WTO."

Trump has repeatedly claimed that he had nothing to do with Project 2025, the Heritage Foundation’s conservative policy initiative to reshape the federal government. ZorcJump to the full list of authors, editors and contributorsSpokespeople for Project 2025 have denied that they are advocates for any particular candidate, and Project 2025 has no official ties to the Trump campaign. To limit the appearance of connection, Mr. Trump’s transition team has been excluding prominent people linked to Project 2025 from its preparations. Project 2025 additionally calls for the dismantling of the federal Education Department, which Mr. Trump has also pledged to do.

Several University of Alabama students were charged in alleged fraternity hazing incidents after a pledge said he was shoved, stepped on, and had things thrown at him. Court documents filed Wednesday state that videos from the TV room and band room captured the alleged hazing. Molineaux and another fraternity member are alleged to have "shoved and struck one of the pledges," the filing says. The University of Alabama said hazing is strictly prohibited and an investigation led to the campus police department serving warrants against several members. "Hazing violates University policy, the Code of Student Conduct, and the law, and it is a matter that the University takes seriously," the school said in a statement.

St. Olaf College boasted an 87.6% voter turnout rate in 2020, taking home the top prize in the All In Campus Democracy Challenge as the most civically engaged college campus in the country. The small liberal arts college reached that number with help from its “election ambassador program,” and this year, the school is looking to break its own record. “We are all about interpersonal connections,” said junior Roxi Wessel, an election ambassador. Several factors make St. Olaf the highest-voting college in the country, including its nonpartisan approach to the election ambassador program. Jen McAndrew, from Tuft University’s Tisch College of Civic Life, said that while Minnesota makes campus voting accessible, laws in other states are creating more barriers to entry.

In 1924, historians and museum curators banded together to bury a time capsule inside the Liberty Memorial, to be opened in 100 years. In the 1920s, a group of prominent Kansas City residents formed the Liberty Memorial Association to construct a memorial dedicated to honor those who served in World War I. With the help of the Kansas City Police Department bomb and arson unit, the capsule was successfully opened with no explosions. The first of these artifacts was a tube of seeds representing the Kansas City agricultural community. The final object is a printing plate from the Kansas City Star dated to November 1, 1921.

Standing in shackles before the judge on Wednesday, Telles offered “deepest condolences” to German’s family but again denied responsibility for the reporter’s death. “But I did not kill Mr. German.”Prosecutor Pamela Weckerly told the judge that evidence showed Telles killed German because “he didn’t like what Mr. German had written about him. Prosecutor Christopher Hamner told the jury that Telles blamed German for destroying his career, ruining his reputation and threatening his marriage. Telles told the jury he took a walk and went to a gym at the time German was killed. “Although the jailing of Telles cannot undo Jeff German’s murder, it can act as an important deterrent to would-be assailants of journalists.”
