Hopes for multiple rate cuts from the Federal Reserve this year have dimmed after recent inflation readings showed signs of stickiness. An economy that is growing more slowly, but with cooler inflation, could be the combination small caps need. Small caps could also benefit from an uptick in the global economy that benefits areas like manufacturing that has heavy representation in the small-cap index. Investors who really want exposure to small caps could also look outside of the U.S. Wolfe Research analyst Rob Ginsberg said in a May 29 note to clients that global small caps are outperforming their U.S. counterparts and are poised for a potential breakout.

The UN Security Council last year authorized a multinational mission to support Haiti’s National Police in battling deadly gangs that have seized control of much of the capital Port-au-Prince. Two hours before the official broadcast, a “resounding victory” had been claimed by his main challenger, Succès Masra, the opposition leader who has been the country’s prime minister since January, after he returned from exile abroad and made a deal with Mr. Déby. But the preliminary results announced by Chad’s National Elections Management Agency depicted a resounding victory for the other side. Mr. Déby, it said, won 61 percent of the vote, and Mr. Masra 18.5 percent. Many analysts saw the result of Chad’s election as a foregone conclusion, and one that had been masterminded by a supposedly transitional government that never had any intention of relinquishing power.

CNN —Time is running out to prevent starvation in Darfur, in western Sudan, a UN agency has warned, as escalating violence devastates the African nation. People have been forced to consume “grass and peanut shells,” the regional director for Eastern Africa of the World Food Programme (WFP) said on Friday. More than 8.7 million people have been displaced by the war between the Sudanese army and the paramilitary RSF, according to the UN. At least 500,000 of those sheltering in the city have been displaced from violence elsewhere in Sudan, according to the UN’s children’s agency (UNICEF). More than 8.7 million people, including 4.6 million children, have been displaced by the war in Sudan and 24.8 million need assistance, according to OCHA.

Chad’s election on May 6 appears to offer voters a choice. But it’s been masterminded, analysts say, to produce a single outcome: to rubber-stamp the rule of the incumbent, Mahamat Idriss Déby, who is seeking to transform himself from military leader to civilian president. Mr. Déby seized power three years ago after his father, Idriss Déby, who ruled Chad with an iron fist for three decades, was killed — apparently on the battlefield, fighting rebels trying to overthrow his government. Chad is a landlocked, arid country of 18 million people in Central Africa. Chad is also part of a belt of African countries to have experienced coups in the past four years, stretching from coast to coast.

The Pentagon will withdraw dozens of Special Operations forces from Chad in the next few days, the second major blow in a week to American security and counterterrorism policy in a volatile swath of West and Central Africa, U.S. officials said on Thursday. The decision to pull out about 75 Army Special Forces personnel working in Ndjamena, Chad’s capital, comes days after the Biden administration said it would withdraw more than 1,000 U.S. military personnel from Niger in the coming months. The Pentagon is being forced to draw down troops in response to the African governments’ demands to renegotiate the rules and conditions under which U.S. military personnel can operate. Both countries want terms that better favor their interests, analysts say. The decision to withdraw from Niger is final, but U.S. officials said they hoped to resume talks on security cooperation after elections in Chad on May 6.
