Where it's being heldThe AI summit will be held in Bletchley Park, the historic landmark around 55 miles north of London. What it seeks to addressThe main objective of the U.K. AI summit is to find some level of international coordination when it comes to agreeing some principles on the ethical and responsible development of AI models. The British government wants the AI Summit to serve as a platform to shape the technology's future. They say that, by keeping the summit restricted to only frontier AI models, it is a missed opportunity to encourage contributions from members of the tech community beyond frontier AI. "By focusing only on companies that are currently building frontier models and are leading that development right now, we're also saying no one else can come and build the next generation of frontier models."

Rising interest rates have slammed the breaks on America's housing market, with home sales down 15.4% year-over-year in September, according to the National Association of Realtors. By controlling the financing, they can offer yesterday's mortgage rates, saving customers tens of thousands of dollars and moving inventory in the process. Tawn Kelley, president of financial services at homebuilder Taylor Morrison, told Insider that financing is an essential part of the home-selling puzzle. Then, there are forward commitments, another way to prepay interest rates that allows a homebuilder to pay down more of it. There are also float downs, which allow purchasers who lock in a mortgage price to reduce their interest rates if mortgage rates get smaller over the course of their mortgage lock.

Five hotels in West Maui were accepting reservations again, according to their websites and the Maui Hotel and Lodging Association. Many local residents have objected to resuming tourism in West Maui, which includes Lahaina town and a stretch of coastline to the north. Thousands of tourists staying in beachfront hotels north of the burn zone left Maui in the days after the fire. Some 11,000 hotel rooms in West Maui have since either sat empty or housed displaced Lahaina residents under a program administered by the Federal Emergency Management Agency and the Red Cross. Four of the five reopening hotels were in the northernmost section of West Maui, including the Ritz-Carlton at Kapalua.

Medicaid, the federal and state health insurance program for the poor, requires states to provide dental coverage for children but not adults. While dental care often is seen as routine, the poor often go without any care for years or even decades. In New Hampshire, the state is spending $33.4 million over 12 months to provide dental care to its 88,000 Medicaid recipients. Andy Beshear pressed ahead with emergency regulations ensuring that about 900,000 Kentuckians would continue having access to dental care after the Republican-led legislature rejected his proposal. A mother of five, she figured dental care would take away from spending on her children.

(AP) — A federal appeals court has overturned a lower court ruling that found Mississippi relies too much on institutionalizing people with mental health conditions rather than providing care in their communities. They wrote that the federal government, which sued Mississippi, failed to prove that the state discriminated against people with mental health conditions in violation of the Americans with Disabilities Act. The appeals court judges also wrote that a remedial order by U.S. District Judge Carlton Reeves, which sought to make changes in Mississippi's mental health system, "vastly exceeds the scope of claimed liability.”Mississippi Attorney General Lynn Fitch's office argued that the appeals court should overturn the district judge's ruling. Political Cartoons View All 1171 ImagesThe federal government issued a letter in 2011 saying Mississippi had done too little to provide mental health services outside mental hospitals. Reeves in 2021 approved funding for an independent monitor to collect and analyze data on how Mississippi’s mental health system is working to prevent unnecessary hospitalizations.
