Britain lagging in delivery of new hospitals, watchdog says
  + stars: | 2023-07-16 | by ( ) www.reuters.com   time to read: +2 min
The National Audit Office (NAO) said only 32 of 40 hospitals promised by former PM Boris Johnson were due to be completed on schedule by 2030. "Delivery so far has been slower than expected," said Gareth Davies, the head of the non-partisan NAO. The promise of 40 new hospitals in England by 2030 has been criticised as some of the proposals were for renovations of existing hospitals. Including those projects, there would be 40 new hospitals by the end of the decade, a health ministry spokesperson said. "Patients and clinicians are going to have to wait much longer than they expected before their new hospitals are completed."

But the patients in Dr. Pepe’s study who received neuroprotective CPR had a 10 percent chance of leaving the hospital neurologically intact. Patients who received neuroprotective CPR within 11 minutes of a 911 call were about three times as likely to survive with good brain function as those who received conventional CPR. “We’re limited to the available data,” she said, adding that the committee would like to see a clinical trial in which people undergoing cardiac arrests are randomly assigned to conventional CPR or neuroprotective CPR. Two of his teams, he said, were getting neurologically intact survival rates of about 7 percent with conventional CPR. With neuroprotective CPR, the rates rose to around 23 percent.

CNN —Wearing a helmet and seemingly in good spirits, Damar Hamlin participated in full practice with the Buffalo Bills for the first time since his cardiac arrest in January. Hamlin (left) participates in practice on June 6. On the sideline, Hamlin threw his helmet to the ground in frustration and trainers looked at his right shoulder/arm area. CPR was performed on Hamlin when he lost his pulse and needed to be revived through resuscitation and defibrillation. A nurse was on a Southwest flight when a passenger experienced a medical emergency. A nurse and her boyfriend saved a man's life who stopped breathing while on a Southwest Airlines flight to Baltimore, reports say. "It was quite alarming, obviously, seeing his face look that way," Raines told CBS. The couple were greeted warmly by fellow passengers, who gave them high-fives after they had saved the man's life, CBS reported. Damar Hamlin's on-field cardiac arrest at a "Monday Night Football" game in January was a moment of national trauma that occurred on live television. Still, his decision to play in the National Football League again after the personal medical trauma he experienced left many wondering how he was able to find the courage to return. And that was kind of like where I overcome my fears the most in my life," said Hamlin at the CNBC CEO event. Hamlin experienced commotio cordis, a rare cardiac condition that occurs when there is blunt impact to the chest at the same moment as the heart is preparing to contract. With prompt CPR and defibrillation, the survival and recovery rates after a commotio cordis episode are greater than 50%, according to the AHA.
CNN —India’s ruling Bharatiya Janata Party (BJP) has lost its only stronghold in the country’s south after voters in Karnataka state rejected the Hindu-nationalist policies of Prime Minister Narendra Modi’s party in crucial local elections last week. The opposition Congress party won 135 seats in the state’s legislative assembly, versus 66 for the BJP, giving Modi’s opponents a boost as they prepare to challenge India’s populist leader in next year’s general election. “Were they to lose some or all of the remaining state elections this year, including three big states in the (central and northern) Hindi belt, that may be further indication of waning support,” he said. Indian Prime Minister Narendra Modi waves to the crowd during campaigning for state elections in Bengaluru, Karnataka, on May 7. “A lot would depend on how Congress Party does in upcoming state assembly elections,” Verma said.

CNN —Buffalo Bills safety Damar Hamlin was named the 2023 George Halas Award winner by the Professional Football Writers of America on Monday. CPR was performed on Hamlin when he lost his pulse and needed to be revived through resuscitation and defibrillation. In April, Hamlin was cleared to resume football activities after his cardiac arrest was caused by commotio cordis, which can occur when severe trauma to the chest disrupts the heart’s electrical charge and causes dangerous fibrillations. The 25-year-old was cleared to resume football activities last month and said he has been planning to make a comeback to the NFL. “This event was life-changing, but it’s not the end of my story,” Hamlin said in a news conference two months ago.
Though investigators have yet to pin down a motive in the attack, they are probing whether Garcia was driven by extremist ideologies, a law enforcement source told CNN. Among those killed were two elementary school-aged sisters; three members of a Korean American family, including a child; a mall security guard; and a young engineer. Law enforcement does not yet feel they have a “complete picture” of Garcia’s past and are continuing to dig into his background, a law enforcement source told CNN. The child’s name and age were not given, but the Texas Department of Safety did note a three-year-old child was among those killed. Other victims included Christian LaCour, an outlet mall security guard, and Aishwarya Thatikonda, who was killed while visiting the mall with a friend, CNN affiliate WFAA reported.
A teenager from Chesapeake, Va., died after he was buried in several feet of sand on Saturday inside a hole that had been dug in a back-dune area at Cape Hatteras National Seashore in North Carolina, officials said. The 17-year-old boy, whose identity had not been released by the authorities, was trapped underground when sand from the adjacent dune collapsed into the hole, the National Park Service said in a statement. The back-dune area where he was caught was not visible from the beachfront, the service said. The hole was about a tenth of a mile east of an off-road vehicle ramp in Frisco, N.C., a community on Hatteras Island. “Rangers worked with family members to extract the teen while simultaneously performing CPR,” the service said in a statement.

CNN —A 20-year-old woman was shot and killed Saturday after she and three others accidentally turned into the wrong driveway while looking for a friend’s house in rural upstate New York, authorities said. A bail hearing is pending for Tuesday or Wednesday, the district attorney and defense attorney both said. He said witness accounts from inside the cars and forensics prove the shots were fired as the group exited the driveway. Murphy, the sheriff, said he was a friend of the victim’s family and lamented the killing. Mr. Carter had asked the authorities to leave, and they did, according to the police report obtained by the A.P. The following day, a housekeeper who heard Mr. Carter’s dogs barking and did not receive a response from him let herself into his home, according to the police report. The operator told the housekeeper to pull Mr. Carter out of the tub and perform CPR. Paramedics immediately declared him dead when they arrived, the police said.
A paper mill in Alabama told OSHA that a worker who was electrocuted actually died from a heart attack. The company's lawyer also asked the coroner's office to change the cause of death to heart attack, OSHA said. The department said that the company – South Coast Paper LLC – had "willfully" violated safety standards, including failing to implement procedures to protect employees performing maintenance on machinery. The plant's manager and the company's general manager, however, told an OSHA certified safety and health officer that the worker had died from electrocution, OSHA wrote. South Coast Paper did not immediately respond to Insider's request for comment, made outside of regular working hours.
The officers along with a registered nurse face counts of involuntary manslaughter and assault in the death of 38-year-old Edward Bronstein in Burbank, California, prosecutors said. "These officers had a legal duty to Mr. Bronstein," Los Angeles County District Attorney George Gascón said on Wednesday during a news conference. The death of Bronstein, who was white, came less than two months before the death of George Floyd, a Black man who was pinned to the ground in Minneapolis by police officers as he pleaded, "I can't breathe." In the California traffic stop, two of the officers who were charged had pulled Bronstein over on Interstate 5 for suspected driving under the influence. While pinned, Bronstein repeatedly screamed, "I can't breathe," and begged for help before becoming unresponsive, the prosecutor said.
