CNN —Archbishop of Canterbury Justin Welby, the most senior leader in the Church of England, has resigned over his handling of a child abuse case, according to his official account. “Having sought the gracious permission of His Majesty The King, I have decided to resign as Archbishop of Canterbury,” Welby said in a statement on Tuesday. Pressure had been mounting on Welby in recent days, following an independent review into “sickening abuse” committed by John Smyth, a deceased British lawyer considered the worst serial abuser linked to the Church of England. The pair exchanged Christmas cards and Welby donated small sums of money to his “missions” in Zimbabwe. Until now, there’s been no historical precedent for an Archbishop of Canterbury resigning over child abuse.

FIFA must halt the process to pick Saudi Arabia as hosts of the 2034 World Cup unless major human rights reforms are announced before the vote next month, Amnesty International and the Sport & Rights Alliance (SRA) have said. A combined bid of Morocco, Spain and Portugal is the sole bid for 2030, while Saudi Arabia is the lone bidder for 2034. Amnesty and the SRA said they had evaluated the human rights strategies proposed by the bidding countries and concluded in a new report that neither bid adequately outlined how they would meet the human rights standards required by FIFA. “FIFA is implementing thorough bidding processes for the 2030 and 2034 editions of the FIFA World Cup,” a FIFA spokesperson said. However, it narrowly failed to win a seat on the United Nations Human Rights Council last month.

Ukraine said Monday that Russia has been using decoy drones to try and overwhelm its air defenses. Ukraine said it examined a Russian decoy drone and found Western-made parts inside of it. As well as heading the Church of England, the Archbishop of Canterbury acts as the “first among equals” leader of the worldwide Anglican Communion, which includes the Episcopal Church in the United States. Although Smyth sought ordination to the Church of England, he was refused and moved to Zimbabwe in 1984. The report estimates he went on to abuse 85 to 100 male children aged 13 to 17 in Africa. During his time in office, Welby has demanded accountability from those accused of mishandling abuse, including his predecessor, Lord Carey, and the former Bishop of Lincoln. A resignation by an Archbishop of Canterbury over child abuse would be without any obvious historical precedent and there is no mechanism with which to remove an archbishop.

JPMorgan , Goldman Sachs and Morgan Stanley shares all soared while the STOXX Europe 600 Banks index is down more than 1% for the week. "If U.S. banks get the expected policy support, they could ramp up loan volumes and optimize capital in ways that Europe's banks just can't match right now," Materazzi said. Since early 2010, European banking shares have fallen 10%, while U.S. lenders have more than tripled. The European Central Bank has estimated that euro zone banks' return on equity fluctuates around 5%, against 10% in the U.S., linking it to higher U.S. fee income and legacy non-performing loans with which European banks still grapple. A wave of deregulation should give European banks some leverage to lobby for easing the rules in Europe, which are already more onerous, one banking executive told Reuters.

Incumbent governments have been punished in Britain, France, India, Japan, South Korea, and elsewhere. The near-universal shift away from Democrats echoes voters' rejection of incumbent political parties across the world this year. South Africa's African National Congress (ANC) party lost its majority. Similarly, Deutsche Bank's Reid wrote that voters are disappointed by how slowly their lives are improving amid cooler economic growth. He said they don't buy that incumbents can tackle immigration, some incumbent governments have had scandals, and voters have become "much more willing to change their vote from election to election."

CNN —Ancient DNA has revealed surprises about the identities of some people who perished in the ancient Roman town of Pompeii after a volcanic eruption, overturning misconceptions about their genetic relationships, ancestry and sex. Ash and volcanic rock called pumice then covered Pompeii and its residents, preserving scenes of the victims of the city’s destruction like an eerie time capsule. While the Greeks, Etruscans and Samnites attempted to conquer it, Pompeii became a Roman colony, the study authors noted. In 2015, the Archaeological Park of Pompeii began efforts to restore 86 of the 104 casts originally made by Fiorelli. Together, park scientists and the study authors are working on a larger project to better understand the genetic diversity present in Pompeii during the Roman Empire.

How F1 can help engineer the world's net-zero future

F1 produced 223,031 metric tons of carbon dioxide equivalent in 2022, with almost 75% coming from travel and shipping. Unlike soccer, which produces more than 30 million metric tons per year by some estimates, F1 has the engineering capabilities to provide solutions. As reported in April, these goals are difficult to square with F1's decision to increase the number of races in its calendar. The final pedal F1 can push is energy efficiency, and teams are already looking for ways to transfer learnings from the track to their infrastructure. "We want to take that approach ... and apply it to the building and infrastructure side of the campus as well."

Apart from making up for a shrinking labor force and the need to reduce workloads for drivers, the system also will help cut carbon emissions, she said. The plan in Switzerland involves an underground pathway, while the one being planned in London will be a fully automated system running on low-cost linear motors. Japan's shortage of truck drivers is worsening due to laws that took effect earlier this year that limit the amount of overtime drivers can log. The domestic transport capacity stands at about 4.3 billion metric tons, almost all, or more than 91%, by trucks, according to the Japan Trucking Association.
