He was finally released on Friday, one of 75 Ukrainians exchanged for 75 Russian prisoners of war. The Coordination Headquarters for the Treatment of Prisoners of WarThe Ukrainian authorities released several photographs of Gorilyk on Wednesday to show the toll they say Russian captivity has taken on him. “The condition of Roman and other Ukrainian prisoners of war evokes horror and associations with the darkest pages of human history – Nazi concentration death camps,” the Coordination Headquarters for the Treatment of Prisoners of War, a Ukrainian government body, said in a statement posted on Telegram alongside the photos. Ukrainian presidential adviser Mykhailo Podolyak said the prisoners returned to Ukraine in a “horrifying” state. “There are no Geneva Conventions anymore… Russia again thinks it can avoid being held accountable for massive war crimes,” he said.

Russia has poured scorn on Ukraine's attempts to invite its former Soviet allies to a forthcoming peace summit in Switzerland, saying the invitation had been rejected by its neighbors. "Kyiv and its Western handlers actively sought to attract representatives from the countries of the global South and East. Russia jealously guards its influence over the CIS, which includes Russia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Meanwhile, Western countries have tried to strengthen their relations with several member countries of CIS, much to Russia's disdain. Russia is sensitive over what it sees as Western encroachment on its own backyard, particularly as the CIS' membership has dwindled in recent years.

The European Union's upcoming 14th sanctions package against Russia must do more to choke off energy exports and clamp down on circumvention by third parties, an advisor to the office of Ukrainian President Volodymyr Zelenskyy told CNBC. He noted that EU states would need to work more cohesively for sanctions to stand a chance of crossing the line by the end of next month as planned. "The most critical aspect of the 14th sanctions package is its adoption by the end of June, but some member states currently pose a challenge to this," Vlasiuk said via email Thursday. The EU's special envoy for the implementation of sanctions, David O'Sullivan, was in Kyiv on Thursday to discuss the latest sanctions package amid ongoing pushback from member states such as Hungary. Among the proposed measures is a ban on Russian liquified natural gas, or LNG, exports and a crackdown on sanctions circumvention via countries including Kremlin ally Belarus.

The European Union's upcoming 14th sanctions package against Russia must do more to choke off energy exports and clamp down on circumvention by third parties, an advisor to the office of Ukraine President Volodymyr Zelenskyy told CNBC. Eastern Ukraine CNN —Russian President Vladimir Putin’s signaling this week that he is open to peace talks should be viewed with vast, overshadowing caveats, and the weight of Ukraine’s - and the West’s - past experience of Russian diplomacy. Putin questioned the legitimacy of Ukraine’s President Volodymyr Zelensky, who Moscow has repeatedly assailed, after Kyiv had to delay elections because of the very war Putin started. Zelensky has said he hopes China - Russia’s most potent ally but only partial supporter in the Ukraine war - will attend. Putin may be talking peace now to suggest to Beijing to not be involved in diplomacy about Russia without Russia present. Valentyn Ogirenko/ReutersUkraine’s Foreign Minister, Dmytro Kuleba, said Friday that Putin’s hints at peace talks were directly aimed at sabotaging the summit.

These new security features and other upgrades at a munitions depot in central Belarus reveal that Russia is building facilities there that could house nuclear warheads. If Russia does move weapons to this location, it would mark the first time it has stored them outside the country since the fall of the Soviet Union in 1991. Russia already has nuclear warheads on its own soil that are close to Ukraine and NATO countries, but by basing some in Belarus, the Kremlin appears to be trying to accentuate its nuclear threat and bolster its nuclear deterrent. Russia’s president, Vladimir V. Putin, made reference to such a site early last year, saying Russia would soon be completing the construction of “special storage for tactical nuclear weapons” in Belarus. The New York Times analyzed satellite imagery and photos, and spoke with nuclear weapons and arms control experts, to track the new construction, which started in March 2023.

CNN —Ukrainian athletes have been urged by the country’s National Olympic Committee (NOC) to avoid contact with Russians and Belarusians during the 2024 Olympics in Paris so that possible “provocative actions” can be prevented. CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

In recent weeks, Trump, seizing the role of both an erstwhile diplomat and ascending opposition party leader, has extended welcomes to a series of foreign leaders at his homes in Florida and New York. It’s not unusual for foreign leaders to meet with the leader of the party that doesn’t control the White House – especially one with a serious chance of becoming commander in chief. Biden and his top envoys have also met and spoken with opposition leaders, something that has been a longstanding practice for US officials. The Ukrainian military is “experiencing shortages in air defense munitions, mostly in the medium to long range,” a NATO official said on Wednesday. Last fall, the administration asked Congress for more than $60 billion in additional funds to help support Ukraine, but more than 6 months later the funding has not passed amid opposition from Republican lawmakers. And the separate shortages of artillery ammunition could be “potentially catastrophic” for Ukraine in the short term, the official added. The NATO official said that as of now, Russia appears to lack the necessary maneuver units to mount such a large-scale, successful attack. That is why they believe it is critical for the west to continue to support Ukraine through this period of attrition.
