Nearly 700 Chinese parties are subject to the government's export controls on what is known as the "Entity List," Assistant Secretary of Commerce for Export Enforcement Matthew Axelrod said in written testimony. The goal is to counter China's "military modernization, human rights abuses, and other activities contrary to our national security and foreign policy interests," he said. The hearing is titled "Countering China: Advancing U.S. National Security, Economic Security, and Foreign Policy". The administration's plans to restrict certain U.S. outbound investments in specific sensitive technologies are still under discussion, said testimony from Treasury Department official Paul Rosen. Commerce Secretary Gina Raimondo said in March the Biden administration was considering a pilot program to address risks about investment in China.

WASHINGTON — Back in the more openly sexist days of Hollywood, writers would get notes on their scripts about women characters. The studio suits would ask questions like, “Can they go to a strip club here?” or “Can you chain her to a wall?”The most common note from male executives was, “Make the girl more likable.”No doubt Ron DeSantis’s advisers are getting notes from donors these days with the message, “Make the guy more likable.”As David Axelrod told me, the Florida governor is coming across like “the high school quarterback who throws the geek against the lockers to get a laugh from the cheerleaders — and that’s not a good look.”He said DeSantis is learning a lesson: “The kind of tricks you use to get elected to other offices don’t work in a presidential race because you get scrutinized so closely.”
But candidates shouldn’t pretend, as Mr. Biden often does, that advanced age isn’t an issue. If Mr. Biden runs again, as he recently said he intends to, questions will persist about his age until he does more to assure voters that he is up to the job. The current Senate, where the average age is 63.9 years, is the second oldest since 1789. The House, where the average age is 57.5 years, is the third oldest. By comparison, the average age in the United States is 38.8 years.
CNN —President Joe Biden was the toast of Ireland last week, as he was treated to a hero’s welcome in a pageant-laden return to his ancestral home. Biden, who is expected to formalize his plans next week, has a significant body of achievements on which to run. So is the absence of a real primary challenge simply the luck of the Irish? Perhaps with that primary battle in mind, Biden has worked assiduously to court the progressive wing of the party, from which such Democratic primary challenges generally arise. Finally, there is former President Donald Trump, whose candidacy is a boost to Biden among Democrats.
Computer storage company Seagate will pay a $300 million penalty for allegedly continuing an unauthorized $1.1 billion relationship with Chinese technology firm Huawei after the company was added to a U.S. trade blacklist in 2020. Seagate shipped over 7.4 million HDDs to Huawei from Aug. 2020 to Sept. 2021, federal regulators said. Neither Huawei nor Seagate made an apparent effort to hide their relationship, according to federal charging documents. Those lines of credit allowed Huawei to order an "increasing volume" of HDDs, federal regulators said, that Huawei wouldn't have been able to pay for otherwise. Even after export controls were imposed, a senior Seagate executive publicly justified the continued relationship with Huawei, regulators alleged.
April 19 Reuters) - Seagate Technology Holdings (STX.O) has agreed to pay a $300 million penalty in a settlement with U.S. authorities for shipping over $1.1 billion worth of hard disk drives to China's Huawei in violation of U.S. export control laws, the U.S. Department of Commerce said on Wednesday. Seagate sold the drives to Huawei between August 2020 and September 2021 despite an August 2020 rule that restricted sales of certain foreign items made with U.S. technology to the company. Seagate shipped 7.4 million drives to Huawei for about a year after the 2020 rule took effect and became Huawei's sole supplier of hard drives, the Commerce Department said. The other two primary suppliers of hard drives ceased shipments to Huawei after the new rule took effect in 2020, the department said. Even after "its competitors had stopped selling to them ... Seagate continued sending hard disk drives to Huawei," Matthew Axelrod, the Commerce Department's assistant secretary for export enforcement said in a statement.
"I do think that he is stronger than people think," Haberman said on a recent podcast. Trump has called Haberman "like my psychiatrist" and the veteran Times reporter wrote a lengthy biography about the former president. She ticked off a list of reasons why Trump remains a formidable force in the GOP, including his committed base of supporters even if that support has eroded. The Commerce Department, which oversees export controls, added BGI Research and BGI Tech Solutions (Hongkong), over allegations that the units pose a "significant risk" to contributing to Chinese government surveillance. The Commerce Department accused Inspur of acquiring and attempting to acquire U.S. goods to support China's military modernization efforts. Commerce added 26 other Chinese entities to the list - which makes it hard for targeted companies to receive shipments of U.S. goods from suppliers. In 2020, the Commerce Department added two units of BGI Group, the world’s largest genomics company, to its economic blacklist over allegations it conducted genetic analyses used to further the repression of China’s minority Uyghurs.
March 2 (Reuters) - Two Americans were arrested in Kansas City on Thursday for an alleged scheme to send aviation-related technology to Russia in violation of U.S. export controls. The defendants are charged with conspiracy, exporting controlled goods without a license, falsifying and failing to file export information, and smuggling goods contrary to U.S. law. The U.S. imposed additional restrictions on avionics after Russia invaded Ukraine last year, along with controls on other goods targeting Russia's defense, aerospace and maritime sectors. The controls were later expanded to include Russia’s oil refining, industrial and commercial sectors, and luxury goods. WASHINGTON, Feb 27 (Reuters) - 3D Systems Corp on Monday agreed to pay up to $27 million to settle with the U.S. for illegally exporting to China controlled design drawings for military electronics and spacecraft, among other violations. Besides the Commerce Department, the company also settled with the U.S. Department of Justice and the U.S. Department of State. The Commerce Department penalty is for $2.8 million. In addition to the aerospace documents, the Commerce Department said, 3D Systems exported metal alloy powder to China without a license, although it is restricted for national security and nuclear nonproliferation reasons. "The company is pleased to have reached a settlement with the agencies and remains committed to continuing to enhance its export controls program," 3D Systems said in a statement.
"It basically ... is a huge gift to Trump," said David Axelrod, a former political adviser to President Barack Obama. Axelrod said the latest developments were an "embarrassment" because Biden criticized his predecessor after the FBI found classified government documents during a court-ordered search of Trump's Florida resort. The White House has promised to cooperate with the Department of Justice investigation and says the documents were inadvertently misplaced. In September Biden called Trump's handling of classified documents "totally irresponsible." "This is a distraction for the White House right when they were starting to gain some momentum," said Alex Conant, a Republican strategist and former spokesman for Republican President George W. Bush.
But even Democrats acknowledge the issue will give the new GOP-controlled House a fresh line of attack against the White House and may help Trump neutralize or counteract one of the most potent charges against him. And of course, the FBI investigation into classified documents on former Secretary of State Hillary Clinton’s private email server may have sunk her 2016 presidential campaign. Recent polls show most Americans have little interest in Congress investigating Biden and are more likely to trust him over Trump or the new Congress. “I think House Republicans have tied themselves into knots already,” Petkanas added, noting GOP lawmakers have downplayed Trump’s documents. The most recent major spill occurred this month in rural Kansas along Keystone, the only U.S. oil pipeline with a special permit to operate at higher pressure. PHMSA commissioned Oak Ridge National Laboratory, a Department of Energy research institution, to review special permits following a 2021 report on Keystone accidents, the source said. The latest Keystone spill raises doubts about whether PHMSA adequately assesses risk in granting special permits, said Don Deaver, a pipeline consultant.

WASHINGTON, Nov 14 (Reuters) - Chinese memory chip maker YMTC and dozens of other Chinese entities are "at risk" of being added to a trade blacklist as soon as Dec. 6, a U.S. Commerce Department official said in prepared remarks seen by Reuters. Last month, 31 entities including YMTC were added to a list of companies that U.S. officials have been unable to inspect, ratcheting up tensions with Beijing and starting a 60 day-clock that could trigger the tougher penalties. YMTC and the Chinese embassy in Washington did not immediately respond to requests for comment. U.S. exporters must conduct additional due diligence before sending goods to entities placed on the "unverified list" and may have to apply for more licenses. Once a company is added to the entity list, its U.S. suppliers must seek a special license to ship even low tech items to it.
