Death Toll in Gaza Passes 30,000

The death toll in Gaza passed a somber milestone on Thursday as the local health ministry reported that more than 30,000 people had been killed in the war since Oct. 7. Still, the reported figure is staggering — roughly one person killed for every 73 Palestinians in Gaza, whose population is about 2.2 million. The figures provided by the Gazan health ministry do not distinguish between civilians and combatants. In addition to bearing the risk of being killed in strikes or fighting, Palestinians are living with the growing specter of famine and disease. The health ministry has said infants have died from dehydration and malnutrition in recent days.

Parties to Cease-Fire Talks Offer Mixed Signals
  + stars: | 2024-02-28 | by ( Vivian Yee | ) www.nytimes.com   time to read: +4 min
The prediction matched that of President Biden, who said that a deal could come as soon as next week. In public, however, Hamas and Israel are sticking with their longstanding positions and not signaling any breakthrough. The two sides have not met face to face, instead negotiating through mediators in Doha, Cairo and Paris. Qatar’s foreign ministry said this week that talks were ongoing and it was too early to speculate about a resolution. Mr. Haniyeh met on Monday with the emir of Qatar and accused Israel of dragging its feet in the talks, according to a Hamas statement.

A top Hamas official on Wednesday appeared to raise the stakes for a cease-fire in the Gaza Strip, saying the militant group was ready to continue fighting and calling on Palestinians to defy Israeli restrictions and march to the Aqsa mosque in Jerusalem to pray at the start of Ramadan. That creates the prospect of clashes between Palestinians and Israeli security forces around the mosque, one of the holiest sites in Islam and a longtime flashpoint in relations with Israel. Israel has restricted access to the Aqsa mosque for West Bank Palestinians, and it has severely limited movement within the West Bank since the start of the war in Gaza. Matthew Miller, a State Department spokesman, declined on Wednesday to comment on Mr. Haniyeh’s call for a march to the mosque, which is part of a 35-acre site that is also holy for Jews, who call it the Temple Mount. “I would just say, as it pertains to Al Aqsa, we continue to urge Israel to facilitate access to Temple Mount for peaceful worshipers during Ramadan, consistent with past practice and that’ll continue to be our position,” Mr. Miller said.

According to Israeli officials, about 100 hostages are still being held in Gaza. Qatar and Egypt have been acting as intermediaries between Israel and Hamas, which do not negotiate directly. The talks had appeared to stall last week, after discussions held in Cairo failed to reach a breakthrough. Mr. Kirby said Mr. McGurk intended to press the Israeli war cabinet for its plans for its military operation in Rafah. Israeli and U.S. officials have argued that an immediate cease-fire would allow Hamas to regroup and fortify in Gaza, and reduce the pressure for making a deal to release hostages held in the territory.

CNN —A small, curly-haired boy walks wearily through the chapel of St. Philip, in Gaza City, northern Gaza, as Israeli drones whir overhead. “There is nothing left here.”In recent weeks, the Israeli military ramped up aerial attacks on parts of central and northern Gaza. Several Palestinians told CNN there is no peace to be found among the rubble. Israeli attacks on Gaza have since killed at least 29,313 Palestinians and injured another 69,333 people, according to the Ministry of Health in Gaza. “We saw stuff that no one has ever seen, and no one can even imagine,” Salah Abu Issa, a doctor who volunteers at the chapel, told CNN.

JERUSALEM (Reuters) - Israeli Prime Minister Benjamin Netanyahu said on Monday that he had made a "balanced decision" to allow freedom of worship at Jerusalem's Al Aqsa mosque during Ramadan, but that access would be limited according to security needs. Asked about the possibility of blocking access for Israeli Muslims to Al Aqsa, a flashpoint prayer site in Jerusalem's Old City, Netanyahu's office said: "The prime minister made a balanced decision to allow freedom of worship within the security needs determined by professionals." It gave no details. Israel often sets limits on which worshippers can reach the prayer site - for example based on age - in order to avoid violence from erupting at the site, which is part of a compound also holy in Judaism. CNN —Talks on a hostage and ceasefire deal for Gaza appear to be at an impasse. During the process, Israeli troops would gradually withdraw from Gaza, hostages would be released and Palestinian prisoners in Israel – including those serving life sentences – would be freed. The Israeli leader has repeatedly said that the war in Gaza will continue until Israel destroys Hamas’ leadership and rescues the hostages. Even as talks continue in Cairo, the Israeli military has been conducting operations in Gaza designed to hunt down top Hamas figures. The Israeli prime minister on Wednesday said that Hamas must change its negotiating position before talks can continue in Cairo.

CNN —On February 1, I met US Secretary of State Antony Blinken for a 90-minute private discussion on the situation in Gaza. Many of my fellow Palestinian Americans discouraged me from speaking with you today, concerned that this discussion was solely performative. You know that the UN agency for Palestinian refugees, UNRWA, provides food for most Gazans and critical infrastructure for other aid organizations. I have worked extensively in global health and wrote a series of research papers in 2009 on what we thought then was a Palestinian health crisis. The upscale Al-Rimal neighborhood in Gaza City has been devastated by Israel’s intense bombing campaign, launched in response to Hamas’ deadly attacks in Israel on October 7. “We heard their screams because they were beating them up.”Al-Ashkar said that Israeli forces had placed explosives in the buildings where people had been sheltering. They didn’t let us take anything,” al-Ashkar said, referring to their journey from the building in Gaza City. Al-Ashkar said that the walk had been longer than eight hours and said that Israeli forces were firing towards them as they walked. “All the streets are destroyed.”Al-Arbeel provided a very similar account of their interaction with Israeli forces.

Smoke billows during Israeli bombardment over Rafah in the southern Gaza Strip on February 12, 2024. In a statement Monday, Hamas condemned what it said was a “horrific massacre” by Israel against civilians in Rafah. ‘The dead are better than us’For the more than one million Palestinians in the southern city, the expected push into Rafah is causing alarm and fear. Al-Shifa, Israeli officials have argued, is an example of Hamas’s willingness to use hospitals as cover and turn civilians into human shields. The portion of the tunnel visible in the Israeli military video is at least 350 feet long. But beyond accusing the Israeli military of planting evidence at hospitals, Hamas and Gazan officials have not directly refuted the evidence presented by Israel. The Israeli military declined to provide additional imagery to support its assertion that this was a tunnel entryway or part of a tunnel complex. Concrete sections of the Al-Shifa tunnel are visible in this still image from the video released by the Israeli military.
JERUSALEM (Reuters) - Israeli strikes on Gaza's southern city of Rafah killed 22 people and wounded dozens, local health officials said on Monday, after U.S. President Joe Biden told Israel not to attack Rafah without a credible plan to protect civilians. The Israeli military said on Monday it had conducted a "series of strikes" on southern Gaza that have now "concluded," without providing further details. Before previous assaults on Gaza cities, Israel's military has ordered civilians to leave without preparing any specific evacuation plan. It is the last relatively safe place in an enclave devastated by Israel's military offensive. Hamas militants killed 1,200 people in southern Israel and abducted at least 250 in their Oct. 7 incursion, according to Israeli tallies.

A broadcaster affiliated with Hamas, Al-Aqsa, reported on Sunday that Hamas was still holding consultations on the proposal, a week after it was formulated. Leaders of the group had previously signaled that substantial gaps remained between the two sides, even as representatives from the United States, Egypt and Qatar sought common ground. Mr. Blinken, who was set to visit Saudi Arabia first, is hoping to advance talks on a series of interlocking deals to end the war in Gaza, and a deal for a hostage release will be central to that effort. Other Iran-backed militants have launched attacks against U.S. bases in the region, including one recently that killed three U.S. soldiers in Jordan. Top U.S. national security officials said on Sunday that further retaliation against Iran-backed militias was still planned.

The terrorist threat from al-Qaida, the Islamic State group and their affiliates remains high in conflict zones in Africa and in Afghanistan – and threat levels have risen in some regions including Europe, U.N. experts said in a new report. The Islamic State group broke away from al-Qaida over a decade ago and attracted supporters from around the world. In Iraq, they are carrying out “a low-intensity insurgency with covert terrorist cells” while in Syria attacks have intensified since November, the experts said. In West Africa and the Sahel, the panel said, “violence and threat have escalated again” in conflict zones, raising concerns among U.N. member nations. The experts point to “a deficit in counterterrorism capabilities,” which Islamic State and al-Qaida affiliated groups are continuing to exploit.

CNN —Medicine for Israeli hostages and Palestinians has entered Gaza, Qatar said Wednesday, after the Gulf nation brokered a deal between Israel and Hamas to provide vital medication to the war-torn enclave. The agreement mediated by Qatar Tuesday will see medication delivered to Israeli hostages held by Hamas in Gaza in exchange for medicine and humanitarian aid to Palestinian civilians. Osama Hamdan, a Lebanon-based Hamas official, said the agreement was dependent on there being enough medication for Palestinians in Gaza in addition to the Israeli hostages. Hamas has stipulated that for every box of medication given to the hostages, Palestinians in Gaza must receive 1,000 boxes. However, the Israeli military said it does “not have the ability to guarantee” that medicine will reach the hostages.

CNN —Qatar says it has brokered a deal between Israel and Hamas that will see medicines delivered to Israeli hostages in Gaza in exchange for the delivery of medicine and humanitarian aid to Palestinian civilians. The medications and aid will leave Doha on Wednesday and head to Egypt before being transported to Gaza, the ministry added. The medicine is destined for more than 40 hostages thought by Israel to need it, according to the official, who also said that Hamas only agreed to the deal if more medicine was sent to hospitals and Palestinians in Gaza. Throughout the war, Israel has allowed a limited amount of aid and medicines to enter Gaza but far more is needed, humanitarian groups say. The United Nations has complained that Israel has been rejecting missions to deliver supplies to northern Gaza.
