Nine orcas have died after becoming entangled in fishing equipment off the Alaska coast this year. Only five orcas died from fishing equipment in the region between 2016 and 2020. From 2016 to 2020, meanwhile, just five orcas were caught and killed by fishing gear off the Alaska coast, NOAA reported. These orcas likely aren't members of the Southern Resident species, of which there were only 73 individuals left in 2022. ANCHORAGE, Alaska (AP) — Anchorage Mayor Dave Bronson gained national attention this summer when he proposed buying one-way airfare out of Alaska's largest city for anyone without housing who wanted to leave before winter. The Anchorage Assembly just approved $4 million in funds and will vote on additional elements of an emergency plan next week. Anchorage last winter had a record 24 deaths outdoors among the homeless population, with 11 fatalities occurring in the winter months between October 2022 and April 2023, said Alexis Johnson, the city's homeless director. The city recently brought four more housing facilities, which could create space for another 310 people, but is still seeking winter housing for an estimated 400 to 450 people. By renting hotel rooms, Johnson hopes to limit the capacity of a mass winter homeless shelter to no more than 150 people — one of the Assembly's stipulations when releasing the emergency funds.

The bipartisan group of politicians was not scheduled to speak at the ceremony, marking the 22nd anniversary of the deadliest terror attack on U.S. soil. The solemn ceremony in lower Manhattan was instead focused on the hourslong reading of the names of the dead. Along with Harris were Senate Majority Leader Chuck Schumer, New York Sen. The couple returned to Juneau three days later to sort out new living arrangements and to look for Leo. There were plenty of sightings of Leo, but Wilkins said it appears that there are just many black-and-white unhoused cats in Juneau. “People have been finding some things, like some of our clothes and pictures were in 4 feet (1.22 meter) of silt in someone’s yard down the Mendenhall River,” Wilkins said.

India, which is scrambling to rein-in inflation ahead of state elections later this year, on Friday expanded curbs on rice exports with a 20% duty on parboiled rice that would be effective until Oct. 15. Shipments of around 500,000 tons have been put on hold, said B.V. Krishna Rao, president of the Rice Exporters Association (REA). India exported a record 22.2 million tons of rice in 2022, including 7.4 million tons of parboiled rice. Lower-income consumers in Asia and Africa previously preferred 100% broken rice, exporters said, which was available at $325 per ton, but India banned exports of broken rice last year. India, which accounts for 40% of world rice exports, in July ordered a halt to its largest rice export category, non-basmati white rice, which fuelled a rally in global rice prices.
