CNN —Israel’s war conduct in Gaza “is consistent with the characteristics of genocide,” including mass civilian casualties and using starvation as a weapon, according to a new United Nations Special Committee report released Thursday. The UN committee added that Israeli officials have publicly supported policies to destroy “vital water, sanitation and food systems” in Gaza as well as prevent access to fuel. The UN Special Committee is composed of three UN member states, including Malaysia, Senegal and Sri Lanka. As Israel faced a U.S. deadline to ramp up access to aid in Gaza on Tuesday, leading humanitarians were warning that only a fraction of the desperately needed help was reaching the Palestinian enclave. President-elect Donald Trump is expected to nominate Sen. Marco Rubio of Florida for secretary of state in his administration in the coming days, according to three sources familiar with the selection process. Foreign policy is one of the few areas in which there is a deep philosophical disagreement among Trump's base. But there remains a different strain of foreign policy thinking among even prominent Trump supporters. Even though Rubio is an avowed Trump supporter, the perception is that he was one of the "less MAGA" options, a Trump ally told NBC News. Trump had considered Rubio as a running mate before he ultimately chose Sen. JD Vance, R-Ohio.

President-elect Donald Trump has picked Rep. Mike Waltz, R-Fla., to be his national security adviser, according to four sources familiar with the decision. Since 2019, he has represented a congressional district in the House, where he's a member of the Armed Services, Foreign Affairs and Intelligence committees. Like many congressional Republicans, Waltz has also criticized U.S. aid to Ukraine in its war against Russia. The role of White House national security adviser doesn’t require Senate confirmation. Waltz joins Rep. Elise Stefanik of New York as the second House Republican Trump has tapped for posts in his new administration.

Thirteen research monkeys were on the loose Monday after an additional five of the 43 primates that escaped from a research lab in South Carolina last week were captured unharmed, authorities said. The discoveries on Monday — first there were three, then two more — mean 13 of the Rhesus macaques remain outside the Alpha Genesis Primate Research Center in the town of Yemassee, South Carolina. In a statement, the Yemassee Police Department cited Alpha Genesis CEO Greg Westergaard for news of the day's discoveries. Over the weekend, Yemassee police said 25 of the escaped monkeys had been captured safely. Last week's escapees were described as very young Rhesus macaque females weighing just 6 to 7 pounds and, as yet, unexposed to research.

CNN —Four separate storm systems are churning their way through the West Pacific simultaneously, a rare occurrence resulting from warmer oceans that threatens to bring more misery to the storm-weary Philippines. Satellite images from the Joint Typhoon Warning Center show the four storms spanning the vast West Pacific basin, from Vietnam to Guam. They are Typhoon Yinxing, Typhoon Toraji, Tropical Storm Usagi and Tropical Storm Man-Yi. The fourth storm on the heels of Usagi is Tropical Storm Man-Yi, which is currently about 430 kilometers (265 miles) east of Rota, Guam. Man-Yi is expected to continue moving west, reaching typhoon strength Friday morning, and could potentially hit the northeastern Philippines by early next week.
